Introduction
The typewriter argument against the 14 July 1954 Cutler-Twining memorandum did not hold up in its strongest form. UFO sceptic Philip J. Klass argued that the memorandum’s relatively large Pica type was anomalous because authentic White House and National Security Council material associated with Robert Cutler and James S. Lay used the smaller Elite type. Stanton Friedman answered by finding authentic period documents from the same offices using Pica. That episode matters because it removed what could otherwise have looked like a simple technological anachronism: Pica type was demonstrably available and used in the relevant bureaucratic environment. It did not, however, authenticate the Cutler-Twining memo. Why Pica looked suspicious
The dispute arose from a mundane but potentially powerful form of document testing. In the typewriter era, Pica generally meant larger type producing roughly ten characters per inch, whereas Elite was smaller, commonly around twelve characters per inch. If a purported 1954 memorandum used a type style that its supposed originating office did not use, that could provide a straightforward reason to suspect fabrication.
Klass believed he had found just such a discrepancy. In correspondence dated 16 January 1989, he told Friedman that examples he had examined from the Cutler and Lay offices showed the smaller Elite type, while the alleged Cutler-Twining memorandum used larger Pica. He therefore challenged Friedman to produce authentic White House business letters or memoranda from Cutler or Lay during the relevant period using type identical in size and style to that of the disputed memorandum. Klass offered $100 for each qualifying example, capped at $1,000. The logic was initially attractive because it seemed testable. It did not require accepting or rejecting stories about UFOs, secrecy or witnesses. If the Cutler and Lay offices really used Elite exclusively, or nearly so, then Pica on an alleged memorandum from that bureaucratic setting would be conspicuous.
The weakness was the sample behind the generalisation. Friedman maintained that Klass had examined only a small number of relevant NSC documents before extrapolating from them. Friedman later characterised the argument as effectively treating nine Elite examples as evidence that NSC material should always have been Elite. The archival examples that changed the argument
Friedman’s answer was to search historical records rather than debate what a White House office “normally” ought to have done. He said he already possessed examples of Pica material and then found additional documents during research at the Dwight D. Eisenhower Presidential Library. The strongest confirmation does not depend solely on Friedman’s recollection. Klass himself revisited the episode in his Skeptics UFO Newsletter in 2002. He wrote that Friedman had promptly responded with photocopies of more than a dozen Cutler-office documents produced with larger Pica type and that he sent Friedman the promised $1,000. That makes the typewriter episode more significant than the familiar shorthand that “Friedman won a bet”. Friedman himself objected to calling it a bet: it was a challenge proposed by Klass with specified documentary conditions and a maximum payment. Friedman’s archival work also went beyond merely establishing that some Pica machines existed. Notes preserved with his research compare individual characteristics of NSC documents from June and July 1954. He distinguished several apparent typewriters by such features as the shape of the numerals 4 and 5 and the alignment of the letter E. That is an important refinement. The rebuttal was not simply, “Pica existed in 1954”. Nobody seriously needed that demonstrated. The relevant question was whether Pica appeared in authentic documents generated by the offices and personnel against which the Cutler-Twining memorandum was being compared. Friedman’s examples showed that it did.
Contemporary pro-MJ-12 researchers were already pursuing this line of examination in the late 1980s. A 1987 MUFON UFO Journal discussion reported a preliminary assessment that the Cutler-Twining typeface was consistent with a period manual Remington-Rand machine. What Friedman’s result actually proved

Klass’s own later account effectively conceded that much. He continued to regard the Cutler-Twining memorandum and the wider MJ-12 story as fraudulent, but his 2002 description did not try to preserve the proposition that authentic Cutler-office documents were confined to Elite. This is a useful case study in historical document criticism because normal practice is not the same thing as exclusive practice. An office might favour one typewriter, format or secretary while still employing other machines. The episode therefore strengthened Friedman’s broader defence of the core MJ-12 documents in a limited but genuine way. He had taken an apparently objective anomaly proposed by a prominent critic, looked for counterexamples in archival holdings and found enough that the critic honoured his challenge. That makes it difficult to continue presenting the mere presence of Pica type as evidence that a 1954 Cutler/Lay or NSC-related memorandum was technologically or bureaucratically impossible.
But there is an equally important logical limit. Showing that a genuine office could have produced a document with this type does not demonstrate that the office did produce this particular document. A competent forger using an appropriate period typewriter could pass exactly the same test.
Why the memo remained problematic
The National Archives’ objections demonstrate why the Pica result cannot carry the authentication argument by itself. The Cutler-Twining memorandum was reportedly discovered in Record Group 341, entry 267, but the Archives notes that the series was filed by Top Secret register number and that this document lacked one. It was found in folder T4-1846 without any other document referring to “NSC/MJ-12”. Those are provenance and corroboration problems, not typography problems. The National Archives does not treat the fact that the memorandum physically appeared in its holdings as proof that it originated with the government office named on it. There were also reasons why some physical features of the document were less incriminating than they first appeared. But these answers share the same limitation as the typewriter evidence. They can show that a feature is possible or that a supposed anomaly is weaker than claimed. They cannot supply a continuous chain of custody for the memorandum or independently establish the existence of the “NSC/MJ-12 Special Studies Project” mentioned in it.
Defeating an anomaly is not authentication
The most defensible conclusion is therefore narrower than either side’s strongest rhetoric.
On the specific typewriter question, Friedman had the better evidence. Klass proposed an empirical test based on the claim that the relevant offices used Elite rather than Pica. Archival examples demonstrated Pica use, and Klass acknowledged that Friedman had supplied enough qualifying material to receive the full $1,000. On the larger authentication question, however, the result is much less decisive. A historically plausible typewriter is a compatibility test, not a provenance test. That distinction captures both the strength and the limit of Stanton Friedman’s defence. His archival Pica examples successfully dismantled one of the cleaner technical arguments offered against the Cutler-Twining memo. They made “wrong typewriter” a poor reason to declare the document fraudulent. They did not turn the typewriter into positive proof that Robert Cutler, James Lay or the National Security Council created the memorandum in 1954.
The typewriter test therefore ended in an asymmetric result: the alleged anomaly was substantially defeated, but the document was not authenticated. For the Cutler-Twining memorandum, that difference is crucial.
