Introduction

James Forrestal had been Secretary of Defense for only seven days when, according to the alleged MJ-12 papers, President Harry S. Truman authorised him on 24 September 1947 to proceed with an undertaking henceforth called “Operation Majestic Twelve”. The timing is one of the story’s more convincing period details. That historical fit matters, but it has limits. Forrestal was the logical new civilian official to place above a sensitive military programme spanning several services. Yet his office in September 1947 was considerably weaker and less developed than the modern Secretary of Defense. The alleged memorandum therefore gives him a plausible coordinating position, while supplementing that position with direct presidential authority. That distinction helps explain why the document can sound institutionally credible without providing evidence that MJ-12 actually existed.

Forrestal had been in office for just one week

Forrestal’s title was genuinely new. Truman had signed the National Security Act on 26 July 1947, creating a National Military Establishment that brought the Army, Navy and newly independent Air Force into a common national-security structure under a civilian Secretary of Defense. Even his starting date reflected the unsettled conditions of the period. For the alleged document’s narrative, Forrestal is therefore not simply a famous defence official inserted retrospectively into the story. He occupies precisely the office that had just been created to coordinate the country’s formerly separate military departments. That makes the choice of recipient historically well judged.

There is an important qualification, however. The novelty of Forrestal’s position cuts both ways. In September 1947 he was not sitting atop a mature Pentagon bureaucracy with decades of established authority and procedures behind it. The disputed 24 September memorandum is remarkably short. Its governance structure is more revealing than its famous code name. The supposed directive does not make Forrestal the ultimate owner of the matter. Instead, it says that questions concerning its eventual disposition should remain with the Office of the President, following discussions with Forrestal, Vannevar Bush and the Director of Central Intelligence. That is a significant distinction when assessing the document on its own terms. The alleged memorandum appears to establish two levels of authority: operational responsibility centred on Forrestal, and ultimate disposition reserved to the presidency. Bush and the intelligence director appear as high-level participants in consultation rather than as replacements for Forrestal’s defence role.

This arrangement also helps explain why Forrestal’s new title matters to the MJ-12 narrative. A programme supposedly requiring access to military recovery operations, intelligence, scientific expertise and highly restricted information would create an obvious inter-service problem. Assigning responsibility to the newly installed Secretary of Defense gives the story a single civilian official above the Army, Navy and Air Force rather than requiring one service to control the others.

But that apparent logic should not be confused with evidence. The text is evidence only for what the alleged memorandum claims Truman authorised, not proof that Forrestal ever received or acted upon such instructions.

Forrestal’s real powers were narrower than the story can imply

There is a further complication that is easy to miss when the 1947 office is viewed through the lens of today’s Department of Defense. Forrestal’s original statutory authority was deliberately limited. The National Security Act created a coordinating structure while preserving separately administered military departments. The Defense Department’s historical account records that Forrestal eventually recommended removing the qualifying word “general” from the Secretary’s responsibility for exercising direction, authority and control over the National Military Establishment. This changes how the alleged MJ-12 memorandum should be read. If Forrestal really had been asked in September 1947 to oversee an exceptionally sensitive activity extending across military organisations, his title alone would not necessarily have supplied all the specific authority required. A direct presidential instruction would have been especially useful for cutting through the ambiguities of a new and relatively weak defence office.

In that narrow sense, the disputed memorandum is internally clever: it does not merely rely on Forrestal’s statutory title. It purports to add Truman’s personal authorisation. The instruction to proceed could therefore be read as presidential authority layered on top of Forrestal’s newly created coordinating position.

That feature strengthens the document’s period fit, but not its provenance. Indeed, the distinction is crucial: a document can reflect real bureaucratic tensions of 1947 and still be fabricated by someone familiar with those tensions.

Why Forrestal fits the alleged chain of command so well

The most striking feature of the Forrestal choice is that several genuine developments converge around him during the exact week assigned to MJ-12’s supposed creation.

First, the National Military Establishment had only just begun functioning under his leadership. Second, Truman had personally accelerated Forrestal’s assumption of office because an international crisis made immediate central defence leadership desirable. Third, Forrestal was already deeply experienced in military administration from his years as Secretary of the Navy. For a reader encountering the alleged papers, those facts make the scenario unusually easy to imagine. Forrestal was neither an implausible outsider nor someone whose later career had simply been projected backwards. He was a central participant in the very reorganisation that was reshaping American military governance in September 1947.

The same evidence, however, permits a less favourable interpretation of the MJ-12 documents. These were discoverable historical facts capable of supplying a fabricated document with convincing period texture. Forrestal’s appointment, his relationship with Truman and the creation of his office were not secret facts known only to an MJ-12 insider.

The 24 September presidential appointment is more intriguing because it matches both Forrestal and Bush, but even this establishes only that the three men met. Truman’s diary records the appointment; it does not identify Majestic Twelve, Roswell, recovered spacecraft or any comparable subject.[Harry S. The missing institutional trail is the larger problem

If the alleged memorandum were authentic, Forrestal’s role ought to be considered not merely as a name on a presidential note but as the head of a continuing secret undertaking. That raises a governance question: what documentary traces would a programme of the scale described in the wider MJ-12 papers be expected to leave?

Federal searches have not supplied the necessary corroboration. The National Archives reports extensive searches of Air Force and Joint Chiefs of Staff holdings for MJ-12 material, while the Truman and Eisenhower presidential libraries also searched their holdings for references or copies. The US Government Accountability Office reached the same broader problem in 1995. After asking relevant federal agencies about the circulated Majestic 12 material, the GAO reported that there was no evidence that it consisted of actual executive-branch documents. The FBI’s account is still more categorical about the MJ-12 material it investigated. Those findings matter particularly for Forrestal. The absence of an independently authenticated Forrestal-era paper trail for MJ-12 therefore cannot be overcome merely by observing that he would have been a sensible person to put in charge.

Period fit is not proof of Forrestal’s MJ-12 role

The Forrestal element is one of the alleged MJ-12 story’s strongest pieces of historical staging. The alleged memorandum also handles the limitations of his new office in an interesting way. Rather than implying that Forrestal possessed unlimited inherent authority, it depicts Truman personally authorising him to proceed while retaining ultimate disposition in the presidency. Against the confused and still-developing defence structure of September 1947, that is a plausible governance model for an exceptionally sensitive presidential undertaking.

Yet plausibility is the ceiling of the evidence. Forrestal’s appointment proves that the recipient’s title and timing are correct; the Truman diary proves that Forrestal and Bush met the president that day. Neither proves that the meeting concerned UFOs or that Truman gave Forrestal authority over Majestic Twelve.
