Introduction
Many disputed MJ-12 papers have a basic evidential weakness that is easy to overlook: investigators have had only photocopies, scans or other reproductions rather than the physical sheets supposedly created inside government offices decades earlier. That does not prove a document is forged. It does, however, remove some of the strongest ways of testing whether the object itself belongs to the period and institution it claims.
With an original, a forensic document examiner can study paper, watermarks, ink or ribbon impressions, typing defects, indentations and alterations. A photocopy collapses much of that physical evidence into a reproduced image. Forensic guidance therefore prefers originals, and a survey of document examiners found far less confidence in determining the authenticity of a photocopied document than in identifying some features reproduced upon it.[Office of Justice Programs]ojp.govOpen source on ojp.gov.
For MJ-12, this limitation became particularly important after later papers were exposed as altered derivatives of genuine historical documents. Once it was demonstrated that an authentic-looking photocopy could be manufactured from archival source material, appearance alone became a much weaker safeguard against forgery.
What an original document can reveal
A historical document is more than the words visible on its face. The sheet itself contains evidence about how it was made. Questioned-document examination can include analysis of paper and inks, identification or comparison of typewriting, detection of alterations, examination of impressions left on underlying sheets and assessment of the document’s age or production process. That distinction can be seen directly in the MJ-12 controversy. The Robert Cutler-to-Nathan Twining memorandum discovered at the US National Archives in 1985 exists as a physical archival document, so National Archives staff could examine properties that would have been inaccessible from an ordinary photocopy. A conservation specialist determined that it was a ribbon copy on dictation onionskin. Those observations did not authenticate the memorandum. In fact, the National Archives identified numerous contextual problems with it, including its absence of the Top Secret register number expected in that file series and the lack of corroborating MJ-12 material in related records. Modern forensic work illustrates how much information can reside in such material. Paper products may sometimes be differentiated through physical properties, fluorescence and chemical characteristics. Ink can be subjected to instrumental analysis, while typewritten material can be studied for characteristics associated with its production equipment. None of these techniques supplies a magic authenticity test, but together they can expose inconsistencies that a visually convincing reproduction conceals.[ojp.gov]nij.ojp.govOpen source on ojp.gov.
Which checks disappear with a photocopy
A photocopy preserves a selection of visible marks while discarding or transforming much of the three-dimensional and chemical evidence. The forensic loss is therefore not merely a reduction in image sharpness.
Paper and watermark examination becomes indirect or impossible. A copy may show the outline of a particularly visible watermark, but investigators no longer possess the questioned paper itself. They cannot establish its composition and physical characteristics in the same way, nor determine whether the sheet is actually the type of stock represented by the image. This matters in historical authentication because period offices often used recognisable stocks, letterheads and copying papers. Ink and ribbon evidence is lost. A dark mark on a photocopy does not give an examiner the original ink or typewriter-ribbon deposit. Instrumental ink analysis depends upon material present on the document, while typewriter examination can use physical characteristics of impact printing and, where available, comparison with known machines or ribbons. Fine typewriter evidence may be degraded. Photocopies can preserve enough information to identify broad characteristics, and they should not be dismissed as useless. But FBI guidance has long noted that photocopies can fail to reproduce indentations and minute defects adequately enough for identification with known specimens. Indentations disappear. Writing or typing on one sheet can leave pressure impressions on sheets beneath it. Forensic laboratories can recover such indented writing with specialised methods such as electrostatic detection. Some alterations become harder to reconstruct. Examination under magnification and specialised lighting can reveal additions, deletions, substitutions and other changes to an original. A photocopy may itself flatten several stages of production into one apparently uniform image. If material was cut, pasted, retouched and then copied, the final reproduction can conceal physical boundaries that might have been apparent on the assembled source.[Mississippi Department of Public Safety]dps.ms.govOpen source on ms.gov.
This is why the proposition that a document “looks right” has limited forensic value when the original is unavailable. In a published survey of 50 forensic document examiners, 79 per cent did not consider it scientifically possible to determine conclusively the authenticity of a photocopied document, even though many thought some authorship questions could still be resolved from copies. Photocopies can still yield evidence
The loss of the original should not be exaggerated into a claim that photocopies cannot be investigated. Forensic laboratories routinely examine the best available copy when originals are missing. A sufficiently good reproduction can preserve typography, handwriting characteristics, layout, spelling, formatting and other details that can be compared with known records. That leaves MJ-12 researchers with two different kinds of question. A photocopy may permit a strong finding that something is wrong: its wording may have been lifted from another document, its typography may be anachronistic, or its historical assertions may conflict with archival records. What is much harder is moving in the opposite direction and establishing authenticity from the copy alone. A reproduction that contains no obvious mistake has merely survived the tests available to the reproduction; it has not passed the physical tests that would have been possible with an original.
Quality also matters. Forensic guidelines recommend determining whether a reproduction has sufficient resolution for meaningful comparison and seeking the original or a better copy when it does not. FBI material likewise identifies photocopies as a common source of inconclusive handwriting comparisons. A multi-generation photocopy is especially troublesome because each copying stage can blur detail while introducing new artefacts.[Office of Justice Programs]ojp.govOpen source on ojp.gov.
This distinction is important when assessing claims about the MJ-12 corpus. Similarity to genuine government typography, signatures or administrative conventions can be interesting, but those features can themselves be copied. The absence of the original prevents investigators from checking whether the apparently old-looking image is actually carried by an old document.
The Marshall forgery shows what a copy can hide
The most instructive example from the later MJ-12 material is a purported 27 September 1947 communication associated with General George C. Marshall. Larry Bland, editor of The Papers of George Catlett Marshall, recognised that the document reproduced language from a genuine Marshall letter of 27 September 1944 concerning Thomas Dewey and the wartime interception of Japanese communications. Names, dates and context had been altered to turn genuine historical material into an apparent MJ-12-related record.[Computer UFO Network]cufon.orgOpen source on cufon.org.
Bland’s assessment is particularly relevant to the photocopy issue because he had already encountered several purported “Majic” papers in reproduced form. In a 1998 letter later published by CUFON, he described the copies as competently constructed by somebody familiar with archival conventions, including appropriate-looking signatures, letterheads and stamps. Yet because they reached him as multi-generation photocopies, he said their authenticity could not be verified from that form. Stanton Friedman, despite defending the best-known early MJ-12 documents, accepted Bland’s conclusion about this later paper. That technique explains why photocopy-only provenance is especially problematic. A forger need not recreate every physical feature of a 1940s government document. If the audience receives only a photocopy, the task is largely to create an image that resembles one. Genuine archival material can supply period wording, formatting, signatures and bureaucratic texture; copying can then reduce the opportunity to inspect how those components were physically assembled.
Why known forgeries raise the stakes
The discovery of derivative forgeries changes how ambiguous photocopies should be weighed, without proving that every MJ-12 document is false. Logically, one forged document does not authenticate or invalidate an independently sourced document. Forensically, however, an exposed fabrication establishes a demonstrated failure mode: historically plausible MJ-12 material could be manufactured by modifying genuine records and circulating the result as a reproduction.
That makes visual plausibility less discriminating. A correct signature is weaker evidence if signatures can be copied from archival sources. Period-appropriate phrasing is weaker if genuine correspondence can be used as a template. An old-looking typeface is less decisive if a document can be retyped and recopied. Bland specifically identified the supposed Marshall signature on the exposed document as genuine-looking material reproducible through photocopying, while identifying the underlying text as an alteration of a known historical source.[Computer UFO Network]cufon.orgOpen source on cufon.org.
The wider official record does not repair this physical-evidence gap. In 1995, the US Government Accountability Office reported that the Information Security Oversight Office, Air Force and National Archives knew the MJ-12 material from submissions made by non-governmental people and had found no evidence that those materials were actual executive-branch documents. The National Archives likewise reports extensive searches that failed to uncover a broader MJ-12 documentary trail beyond the problematic Cutler-Twining memorandum in its holdings.[Government Accountability Office]gao.govOpen source on gao.gov.
There is an instructive contrast within pro-MJ-12 research itself. The Majestic Documents project has highlighted a small number of purported papers for which it says original sheets were available and subjected to tests involving ink, paper, watermarks and other physical properties. What can reasonably be concluded
Photocopy-only status is best treated as an evidential limitation, not a verdict. A copy can still be disproved by textual borrowing, historical contradiction, anachronistic formatting or comparison with its apparent source. It can sometimes support narrower findings about handwriting, typography or copying equipment. What it normally cannot provide is the complete physical chain of evidence available from the purported original. For the later MJ-12 papers, that asymmetry is consequential. Investigators have demonstrated at least one method by which authentic historical material could be transformed into convincing MJ-12 imagery, while many disputed papers lack physical originals on which paper, ink, ribbon impressions and other material tests could be performed. The surviving photocopy can therefore sometimes establish that a document is fabricated, but a failure to find defects in the photocopy is much weaker evidence that the supposed original was genuine.
That is the central “photocopy problem” in the MJ-12 debate. The missing originals do not merely leave researchers wishing for better pictures. They remove independent forensic variables that could separate an actual period document from a skilfully assembled image of one — precisely the distinction that became more important once later MJ-12 forgeries showed that archival-looking documents could be manufactured from genuine historical ingredients.
