Did Government Date Rules Actually Bind Every Document?

Introduction

The strongest version of the government-style objection to the alleged MJ-12 Eisenhower Briefing Document is narrower than is sometimes claimed. What does not follow is that every genuine federal memorandum, intelligence paper or piece of correspondence had to obey that convention. The Government Printing Office (GPO) Style Manual was fundamentally a system for standardising government printing, not proof that every typewriter in every federal office produced identical dates. What the Government Printing Office actually prescribed

There is no serious reason to deny that the federal government had formal style conventions. The relevant date rule is particularly clear. GPO editions identify “15 April 1951” as the military form. In the same guidance, ordinary dates appear in the familiar American order, such as “June 29, 1935”. The distinction matters: the military example is not “15 April, 1951”. That gives the MJ-12 criticism a genuine documentary foundation. The alleged briefing combines the military day-month-year sequence with a comma before the year, producing constructions such as “18 November, 1952”. Its text also contains dates such as “01 August, 1950”, adding a leading zero to a single-digit day. The important governance question, however, is what kind of rule this was. The statutory authority concerned the form and style in which printing or binding ordered by a department was executed. The modern GPO explanation of the manual, which describes the same institutional tradition, calls it a standardisation device intended to produce uniform treatment and economical preparation of manuscripts. That distinction is easy to lose in an authenticity debate. A rule saying how government copy should be prepared or typeset by the federal printing establishment is evidence of the preferred standard. It is not automatically evidence that every memorandum typed within the White House, Pentagon, State Department or intelligence community was invalid, corrected or impossible if a secretary used another form.

Why printing rules differed from office practice

The surviving documentary record shows why a simple “government rule equals universal office practice” model is inadequate. Federal paperwork was generated through different administrative channels: formally printed publications, letters, memoranda, telegrams, minutes, drafts, transmittal papers and internal working documents did not all originate through one central typesetting process.

The GPO’s own procedures reveal this flexibility. Its instructions distinguished between ordinary copy and material that was to be followed as supplied. In versions of the manual, copy marked to be followed literally could preserve the requisitioning agency’s capitalisation, punctuation, abbreviations, figures and other features — even obvious errors. This is an important institutional point. The existence of a house style tells an investigator what a document ought normally to look like after a particular editorial process. It does not establish that all documents passed through that process. Nor does it prove that originating offices always prepared their material in perfect conformity before submission. The wider federal record also demonstrates multiple date conventions in actual use. A particularly useful comparison comes from records dated on or around the alleged MJ-12 briefing date itself. This is not evidence that punctuation was arbitrary. It is evidence that “the government date format” was not a single universal format governing every federal document category. Civilian month-day-year and military day-month-year forms coexisted within high-level national-security paperwork. The pattern continues into the Eisenhower administration. Officially published State Department records from November 1956 include Top Secret memoranda and White House conference records dated “Washington, November 20, 1956” and “Washington, November 21, 1956”. One White House record was drafted by Colonel Andrew Goodpaster, Eisenhower’s staff secretary. CIA records reinforce the need to distinguish guidance from practice. A later CIA handbook for historical writing expressly called day-month-year — giving “23 June 1953” as its example — the preferred usage and referred writers to the GPO Style Manual except where otherwise specified. The MJ-12 format remains unusual

Recognising variation does not make every date construction equally ordinary. This is where the strongest form of the sceptical argument survives.

Philip J. Klass focused not merely on the existence of day-month-year dates, which are unquestionably authentic period usage, but on the hybrid “18 November, 1952” construction and the leading zeros in dates such as “01 August, 1950”. Barry Greenwood subsequently made a related archival argument. In his account of the controversy, he reported that a survey of hundreds of pages of late-1940s and early-1950s government material found the comma after the month in day-month-year dates only rarely, with the few examples concentrated in material associated with one Air Force intelligence source. That is a more defensible evidential formulation. A rare deviation can matter, particularly when it recurs throughout a disputed document and when the expected convention is independently documented. But rarity is a probabilistic observation, not a prohibition.

There is also direct evidence that non-standard punctuation could enter real intelligence paperwork. A CIA archival PDF associated with a November 1952 dispatch is indexed with a date rendered as “18 November:1952”, apparently reflecting unconventional punctuation in the underlying record or its reproduction. That does not provide a match for the MJ-12 format, and it should not be presented as one. It simply demonstrates why document examination must distinguish prescribed form, common practice, rare practice and impossible practice. Those are four different claims.

What noncompliance means for the MJ-12 objection

The GPO evidence supports a meaningful but limited inference. If an alleged 1952 military-style briefing repeatedly uses “18 November, 1952”, an examiner is entitled to ask why it does not use the documented military construction “18 November 1952”. What the evidence does not support is the stronger syllogism that the GPO prescribed one form, therefore every authentic federal document had to use it, therefore any departure proves fabrication. Period records make the same point empirically. On 18 November 1952 alone, surviving high-level government material can be found using both 18 November 1952 and November 18, 1952. The correct evidential hierarchy is therefore straightforward. Conformity with the GPO military rule would make the MJ-12 dating less conspicuous, but would not prove authenticity. Departure from it makes the document more conspicuous, but does not by itself prove forgery. A stronger case requires something beyond the stylebook: evidence that the particular originating office, document class, author or production channel consistently followed a specific rule and that the disputed paper violates that demonstrable practice.

For the alleged MJ-12 documents, that narrower comparison is more valuable than treating the federal government as a single typist. Klass’s Hillenkoetter correspondence research is relevant precisely because it moves in that direction: it compares the disputed paper with documents associated with the individual supposedly responsible for it. Greenwood’s frequency argument likewise asks how often the disputed construction actually occurs in comparable archival material. The useful conclusion

At the same time, the historical record does not justify turning the GPO Style Manual into an inflexible rule for every piece of internal government paperwork. For the MJ-12 dispute, the distinction changes the burden of argument. The significant question is not “Did this document violate a government style rule?” The answer is broadly yes: its hybrid construction departs from the documented military convention. The better question is “How improbable would that departure have been in the specific office, document type and production circumstances claimed for this paper?” On the available evidence, the date style is a legitimate warning sign and potentially useful cumulative evidence, but the GPO rule alone cannot bear the weight of a conclusive forgery test.
