Does the Truman Signature Prove Forgery?
The alleged Truman memorandum raises a major question: does a reproduced signature indicate forgery or merely a copied official document?

Introduction
The reproduced Harry Truman signature on the alleged 24 September 1947 Truman–Forrestal memorandum is one of the strongest document-specific objections to the core MJ-12 papers, but the precise conclusion requires care. A reproduced signature does not, by itself, prove that the underlying memorandum was forged: an authentic government document could survive only as a photograph or photocopy, and officials have sometimes used mechanical or facsimile signatures.
The difficulty is more specific. Truman’s signature on the alleged MJ-12 memorandum closely matches the signature on an undisputed 1 October 1947 letter to Vannevar Bush, including an unusual stray pen mark. Critics argue that features around the signature indicate that the Bush signature was copied, cleaned up and transplanted onto the MJ-12 page. MJ-12 defenders have proposed mechanical signing devices and copying effects instead. The available evidence therefore distinguishes between two questions: whether the image is reproduced, which is difficult to dispute, and whether that reproduction came from legitimate 1947 document production or from later fabrication. What the memorandum says
The disputed page presents itself as a White House memorandum from President Harry S. Truman to the newly installed Secretary of Defense, James Forrestal, dated 24 September 1947. It authorises Forrestal to proceed with an unspecified undertaking and contains the crucial sentence declaring that the matter should thereafter be called “Operation Majestic Twelve”. That short text carries disproportionate weight within the original MJ-12 material. If authentic, it would provide a purported presidential link to the alleged organisation rather than merely a later reference to it. Conversely, evidence that this particular page was assembled after 1947 would damage the wider briefing material in which the purported presidential authorisation appears.
Its evidential starting point is already weak. No authenticated White House original with an official chain of custody has surfaced. The MJ-12 material was circulated to researchers in reproduction rather than recovered as a securely documented presidential record. Subsequent federal searches did not remedy that problem. The National Archives likewise reports that searches of Air Force, Joint Chiefs of Staff, National Security Council and presidential-library holdings failed to locate corroborating MJ-12 records apart from the separately disputed Cutler–Twining memorandum. The reproduced-signature argument
The central comparison is with a genuine Truman letter to Vannevar Bush dated 1 October 1947, only a week after the date printed on the alleged Forrestal memorandum. Philip J. Klass reported locating the Bush original in the Manuscript Division of the Library of Congress. What attracted attention was not simply that the two signatures looked like Truman’s handwriting. That distinction matters in questioned-document examination. Ordinary handwriting contains natural variation: two authentic freehand signatures by the same person may look very similar, but an extensive point-for-point correspondence that also reproduces an accidental stroke raises a different question. It suggests that one image may derive from the other, rather than that Truman happened to write the same complex movement twice. There is an apparent complication: the MJ-12 version is not precisely the same size. Klass reported that it was roughly 3.6 per cent larger than the signature on the Bush letter. Taken in isolation, such a difference could be presented as evidence against straightforward copying. Document examiner Peter Tytell, however, interpreted the enlargement as compatible with repeated photocopying. The most important part of Tytell’s reported analysis was not merely overall shape. On the authentic Bush letter, the long upper stroke of the “T” in “Truman” ran into the typed closing “Sincerely yours”. In the questioned MJ-12 version, the corresponding portion of the stroke appeared thinner. If that reconstruction is correct, the significance goes beyond “the signature was reproduced”. It would indicate that a genuine Truman signature was extracted from a different document, separated from text that belonged to that document and incorporated into the alleged Forrestal memorandum. That is direct evidence of document construction rather than innocent reproduction of an existing Truman–Forrestal original.
There is an evidential limitation, however. Tytell was working from reproductions associated with the MJ-12 material, not an uncontested physical 1947 original of the disputed memorandum. Klass’s published article also reports Tytell’s conclusions rather than reproducing a formal laboratory report issued under Tytell’s name. Could Truman have produced identical signatures legitimately?
MJ-12 defenders have offered a counterargument that deserves to be separated from the weaker claim that the signatures simply look alike. Robert and Ryan Wood, advocates for the Majestic documents, acknowledged that when their scans were adjusted to a common scale, the Truman signatures “fall on top of each other”. They supported the idea with a photograph showing Truman using a multiple-pen apparatus while signing papers during his earlier career in Jackson County government. That establishes an important narrow point: mechanical multiplication of Truman’s signature was technologically possible, and Truman had personally used such equipment at some stage of his career. But the photograph does not establish the fact required by the defence: that the specific Forrestal memorandum and the 1 October Bush letter were produced with the same mechanical signature pattern at the White House in 1947. The Woods themselves wrote that an archivist had told them the device went to Washington but that the evidence on this point was “murky”. They proposed searching for another matching Truman signature that might demonstrate repeated use of the same pattern. The terminology can also obscure the issue. Modern accounts disagree over when Truman used what would now commonly be called an autopen. Some autograph specialists state that Truman generally signed his presidential correspondence himself and did not use a White House autopen, while broader histories have attributed autopen use to the Truman era. That disagreement makes the safer historical question narrower: is there contemporary evidence connecting a repeat-signature mechanism to these particular September–October 1947 documents? Even a demonstrated mechanical signature would address only part of Tytell’s objection. A pantograph could explain two near-identical pen movements. It would not automatically explain why a distinctive signature associated with the Bush letter appears to carry a change at precisely the point where the genuine signature intersects that letter’s typed “Sincerely yours”. The proposed transplant model attempts to explain both the matching handwriting and that local alteration; the pantograph theory principally explains the first.
Why reproduction is not conclusive by itself
The fairest way to assess the Truman signature is to avoid collapsing several different propositions into one.
A photographed or photocopied document is not automatically fraudulent. The surviving medium tells us that the reader is looking at a reproduction, not whether the lost original was authentic. Many genuine historical records circulate as microfilm, photographic prints or photocopies.
A reproduced signature is not automatically fraudulent either. Governments have used facsimile signatures, secretarial signing, mechanical devices and reproduced copies for legitimate administrative purposes. The presence of a non-original ink signature therefore cannot settle authenticity without context.
An apparent transplant from a separately identifiable donor document is much more serious. The critical allegation is that the MJ-12 signature derives specifically from Truman’s genuine 1 October letter to Bush. The mechanical-signing alternative remains possible in principle but weakly demonstrated in this case. The Woods produced evidence that Truman had used a multi-pen device in an earlier period, but they did not document its use for the two 1947 communications. Most importantly, the Truman–Forrestal memorandum lacks the independent archival anchor that could resolve these competing explanations. If an official White House file contained a securely accessioned original or contemporary carbon of the memorandum, the signature dispute would become secondary: historians could examine provenance, paper, typing, routing and related records as a complete documentary series. What the signature actually establishes
The Truman signature should therefore be treated as strong evidence of reproduction and probable compositing, but not as a self-contained mathematical proof of forgery. The distinction is important because the simplistic version of the argument — “identical signatures are impossible” — leaves an obvious opening for pantographs, autopens and facsimile copies. The stronger case does not depend on that absolute claim.
Instead, it rests on the convergence of details: the questioned image tracks a known authentic Truman signature from another document; both share an unusual stray stroke; the small difference in size is compatible with copying; and a local feature at the point where the donor signature met its typed closing was interpreted by a questioned-document examiner as evidence of retouching. That makes the “perhaps it is simply a copy of a genuine official memorandum” defence incomplete. Copying an authentic Truman–Forrestal memorandum could explain why the entire page survives only photographically. It does not explain why its signature appears derivable from Truman’s separate 1 October Bush letter. To rescue the document without fabrication, one must add a further proposition — for example, that both documents legitimately received the same mechanically generated signature — and then supply historical evidence for that process. Within the alleged MJ-12 document set, that is why the Truman–Forrestal signature dispute remains unusually damaging. It is not merely an argument from unusual typography or missing records. It offers a plausible reconstruction of how a genuine presidential signature could have been incorporated into a document whose authenticity was otherwise difficult to prove. Reproduction alone does not convict the memorandum; the apparent relationship to a specific, genuine donor signature is what turns an ordinary copying question into a serious forgery problem.
