The broader claim that every authentic Top Secret document of the period had to display such a number is harder to sustain. Why control numbers were expected

A control number was part of the machinery used to account for highly classified documents. It could help an organisation trace a document through registries, distinguish copies and establish who had responsibility for material whose circulation was tightly restricted. Genuine 1950s records provide abundant examples. A declassified 1955 National Security Agency conference report, for instance, carries a visible Top Secret control number, copy information and page count. There was also a firm policy basis for controlling Top Secret information. President Truman’s Executive Order 10290, issued in 1951, required agency heads to designate Top Secret Control Officers to receive, maintain registers of and dispatch Top Secret information. The order therefore supports the critics’ basic premise that Top Secret material was supposed to be subject to unusually close accountability.[Harry S. But the executive order does not say that every sheet of every Top Secret document throughout the executive branch must display a standardised control number in a particular location. It established minimum government-wide safeguards while allowing agencies to issue additional instructions suited to their own operations. That distinction becomes important because some agencies did adopt more prescriptive marking rules.

This is the central weakness in the most sweeping control-number argument. The historical proposition that Top Secret information was carefully controlled is well supported. The stronger proposition that no authentic Top Secret document could lack a visible control number is not.

Why the Cutler–Twining memo is different

For the Cutler–Twining memorandum, however, the objection is unusually concrete. The document was discovered in Record Group 341 at the National Archives, among Air Force headquarters records. That fact carries more weight than saying merely, “Top Secret papers usually had numbers”. The archival filing system itself creates an expectation. If neighbouring material entered the series through a Top Secret register and was organised by its register number, an unnumbered sheet requires an explanation for how it entered that system.

The Archives identified several related irregularities that sharpen the point. The memo was sitting in folder T4-1846, but no other material in the folder referred to the supposed “NSC/MJ-12” project. The missing number therefore matters most as part of an archival-context test. A document found in a series whose organising principle assumes such numbers is more anomalous than an isolated White House memorandum that never passed through that filing arrangement.

This also explains why the objection should not be transferred mechanically to the other core MJ-12 papers. The Eisenhower Briefing Document and purported Truman–Forrestal memorandum became public through photographs on anonymously mailed film rather than through an intact government file. Their lack of visible control numbers can be noted, but there is no original archival folder whose registration sequence can be inspected in the same way. The provenance problem is greater, while the specific control-number inference is weaker.

Exceptions cited from presidential archives

MJ-12 defender Stanton Friedman challenged the universal version of the argument by pointing to genuine Top Secret presidential-era documents without visible control numbers. His published account says Eisenhower Library archivist Herbert Pankratz wrote to him in January 2003 that the library held “numerous” Top Secret documents without control numbers. That correspondence is principally preserved in Friedman’s own advocacy rather than in an independent National Archives finding about MJ-12, so it should not be treated as equivalent to the Archives’ formal reference report. Nevertheless, the general point is independently consistent with surviving presidential records.

One useful example is a White House memorandum recording a conference with President Eisenhower on 24 November 1954. Another authentic 1954 Goodpaster memorandum concerning NATO nuclear policy was distributed as “Copy 1 of 6 copies”. These exceptions do not prove that the MJ-12 documents are genuine. They establish only that the proposed universal rule — “Top Secret plus no control number equals forgery” — is historically too rigid. Genuine records could be controlled through copy numbers, registers, cover sheets, staff procedures or office-level systems whose markings were not necessarily reproduced identically on every surviving page.

There is a further archival complication. A document viewed decades later may no longer be accompanied by every control sheet, envelope, receipt or routing form that originally travelled with it. Context needed to judge the anomaly

The most useful way to handle the control-number issue is to ask a series of document-specific questions rather than apply a single authenticity rule.

Which organisation supposedly created the paper? Requirements differed. Does the anomaly stand alone? A missing number becomes more persuasive when it coincides with other failures of provenance or archival fit. What the control-number dispute actually proves

Control numbers are therefore best treated as context-sensitive forensic evidence. Their presence can demonstrate conformity with a known administrative system; their absence can become significant when that system specifically required or relied upon them. But neither presence nor absence should be detached from provenance, office procedure, copy history and archival location. For the alleged MJ-12 documents, that narrower approach avoids both extremes: missing numbers do not by themselves prove forgery, yet genuine exceptions elsewhere do not make the Cutler–Twining anomaly disappear.
