Did the Alleged Truman Memo Follow the Meeting?

Introduction

The alleged Truman memorandum at the centre of the MJ-12 story is dated 24 September 1947 and begins by referring to a “recent conversation” with Secretary of Defense James Forrestal. On that same date, the authentic White House appointment record shows President Harry S. Truman meeting Forrestal and scientist Vannevar Bush at 11:30 a.m. That coincidence creates an obvious question: was the alleged memorandum written after that meeting and intended to put its decision into effect?

The surviving record cannot establish that sequence. The appointment calendar proves that the three men met, but gives no subject for their conversation. More importantly, genuine contemporary evidence points to an entirely ordinary reason for Bush’s presence: his role in the new Research and Development Board. The following day Truman publicly announced Bush’s appointment as its chairman. What the alleged memo says about a prior conversation

The purported memorandum is extremely short. That wording matters because the document does not describe the supposed conversation. It supplies neither a date nor a location for it, does not say Bush attended it, and does not identify what Forrestal’s “undertaking” was before the alleged memorandum gave it the Majestic Twelve name. The phrase “recent conversation” therefore creates a chronological dependency without supplying the information needed to resolve it.

The authentic presidential calendar supplies an enticing possible candidate. At 11:30 a.m. on 24 September, Truman received Forrestal and Bush. The entry says the appointment had been arranged at Forrestal’s suggestion. It records no subject, unlike nearby appointments for which the calendar sometimes does give a purpose: the immediately preceding 11:15 appointment, for example, specifies two labour matters to be discussed.[Harry S. There is also independent contemporary confirmation that the Bush-Forrestal meeting was not merely an artefact of a later calendar transcription. A Library of Congress photograph shows the two men leaving the White House on 24 September after what its contemporary description calls a “brief conference” with Truman. That evidence strengthens the reality of the meeting while simultaneously weakening any attempt to treat the meeting itself as evidence for MJ-12. The meeting is historical fact; its alleged MJ-12 content is a separate claim.

Could the 11:30 meeting be the memo’s “recent conversation”?

Purely as a matter of chronology, yes. Nothing in the date printed on the alleged memorandum prevents it from having been prepared or signed after the 11:30 meeting. Truman’s calendar continued through the day: after appointments around midday and lunch, he held a Cabinet meeting at 3:00 p.m., received State Department officials at 4:00 p.m., and had further engagements afterwards. But chronological possibility is not evidence that this happened. Three different sequences remain compatible with the face of the alleged document.

First, the memo could theoretically have followed the 11:30 meeting. Under that reading, Truman, Forrestal and Bush discussed the matter in person and Truman subsequently authorised Forrestal in writing. This is the sequence most favourable to the MJ-12 narrative because the genuine meeting supplies an apparent referent for “recent conversation”.

Second, the alleged conversation could have occurred earlier. “Recent” does not mean “earlier today”. If the memorandum were genuine, its wording would also fit a discussion on a previous day or another communication not identified in the surviving calendar. The memo itself therefore does not connect its opening sentence specifically to the 11:30 appointment.

Third, if the document was fabricated retrospectively, its wording could have been constructed around a genuine historical meeting. The White House calendar and the fact that Bush and Forrestal met Truman were discoverable historical information. A same-day date and an intentionally vague reference to a “recent conversation” would create a compelling fit without requiring the purported document to reproduce any independently verifiable detail about what was actually said.

The last possibility is particularly important when evaluating the evidential weight of the chronological match. A genuine appointment that is consistent with an alleged document does not authenticate that document unless some independent record connects the appointment’s subject to the alleged activity.

The documented context points towards Bush’s real defence-science role

The strongest contemporary clue to the meeting’s purpose comes from what happened immediately afterwards. On 25 September, Truman publicly announced that Vannevar Bush had been appointed chairman of the Research and Development Board. His formal letter praised Bush’s wartime scientific work and explained that coordinating scientific effort was an important objective of the recently enacted National Security Act of 1947.[Harry S. That does not prove that nothing else was discussed at 11:30. Presidential meetings can cover more than one subject, and an appointment calendar is not a transcript. It would therefore go beyond the evidence to claim that Bush’s Research and Development Board appointment definitively excludes some additional classified discussion.

It does, however, change the burden of proof. The meeting does not present historians with an unexplained gathering of exactly the people later named in the alleged MJ-12 memorandum. There was a documented, contemporaneous national-security and scientific-policy reason for Truman, Forrestal and Bush to confer, followed almost immediately by a public presidential action involving Bush. Any MJ-12 interpretation has to coexist with that ordinary documented context rather than substitute for it.

The timing also falls in the first days of the reorganised defence establishment. Forrestal had become the first Secretary of Defense on 17 September, only a week before the meeting. Why the surviving record cannot fix the memo’s sequence

The central problem is not that 24 September is historically impossible. It is almost the opposite: the date fits genuine events unusually well, but the evidence required to turn that fit into a sequence is missing.

The presidential appointment calendar fixes one time: Forrestal and Bush were scheduled with Truman at 11:30 a.m. It does not record the subject. The alleged memorandum fixes one date: 24 September. It records no time. Its “recent conversation” is not dated. Nor has an independent MJ-12 paper trail emerged to bridge that gap. The National Archives reports extensive searches of Air Force, Joint Chiefs of Staff and National Security Council holdings, together with searches by the Truman and Eisenhower presidential libraries. The Government Accountability Office reached a similarly important conclusion in 1995. That absence cannot logically prove that every secret conversation failed to occur. Classified government business can leave incomplete public records. But the claim under examination is more specific: that a particular surviving-looking memorandum records Truman’s authorisation following a recent discussion. For that proposition, the lack of provenance and collateral documentation is a direct evidential weakness.

What the date coincidence actually establishes

The 24 September alignment is one of the more striking details in the alleged Truman authorisation story, but it supports a narrower conclusion than is sometimes claimed.

It establishes that Truman, Forrestal and Bush really were together at the White House on the date printed on the alleged memorandum. It also establishes that Forrestal arranged the appointment. What it does not establish is that their conversation concerned Roswell, recovered extraterrestrial material, an organisation called Majestic Twelve, or the “undertaking” described in the purported directive. The strongest contemporary contextual evidence instead connects Bush’s White House visit with his impending chairmanship of the Research and Development Board, an appointment Truman announced the next morning.[Harry S. Most importantly, the shared date does not establish order. Saying that the Truman memorandum “followed the meeting” turns a plausible reconstruction into a fact that the surviving records do not supply. The defensible formulation is more limited: the alleged directive and a genuine Truman-Forrestal-Bush meeting share the date 24 September 1947, and the meeting could fit the memorandum’s reference to a recent conversation, but no authenticated surviving record demonstrates that it did.

That distinction is the key to the memo-sequence question. The coincidence makes the alleged document look historically well situated. It does not provide the missing link needed to authenticate either the memorandum or the conversation it purports to memorialise.
