Introduction

The Marshall-to-Humelsine paper dated 27 September 1947 is unusually important in assessing Timothy Cooper’s Majestic-document collection because its problem is not merely an odd typeface, an uncertain signature or a disputed historical detail. George C. Marshall Papers editor Larry I. Bland identified it as a reworked version of a genuine Marshall letter written exactly three years earlier, on 27 September 1944, to Republican presidential candidate Thomas E. Dewey. That discovery demonstrates a particularly effective forgery method: start with genuine period language and modify it just enough to tell a different story. The result can inherit authentic vocabulary, bureaucratic rhythms and historical texture without being an authentic government record. How the genuine Marshall letter was altered

The source document was not obscure invented prose. Marshall really did write Dewey during the 1944 presidential campaign about an exceptionally sensitive intelligence problem. Dewey had learnt that the United States had broken Japanese diplomatic codes. Marshall feared that public discussion of the secret could alert Japan and jeopardise intelligence still being used in the war. That authentic history supplied excellent raw material for a Majestic forgery. The genuine 27 September 1944 letter opens by discussing Colonel Carter Clarke’s delivery of an earlier communication and Dewey’s reluctance to accept restrictions on communicating its contents. Marshall then assures Dewey that neither President Roosevelt nor the Secretary of War knows he is sending the letter, stresses the tiny circle aware of it and explains why an in-person meeting would attract unwanted press attention. The purported 1947 document preserved this architecture while changing its purpose. Dewey became Carlisle Humelsine, Marshall’s executive secretary at the State Department. The genuine reference to clues about cryptography became a reference to the security term “MAJIC”. Admiral Ernest King was replaced in the secrecy narrative by General Dwight Eisenhower, and the wartime concern about disclosure of intelligence sources was redirected towards alleged rumours concerning New Mexico. The relationship between the two documents is especially revealing because it extends beyond a few generic phrases. Bland wrote to Friedman in July 1993 that the unidentified document maker had “lifted most of the language” from Marshall’s 1944 Dewey letter. Bland knew the genuine document through his work editing Marshall’s papers and noted that it had already entered the public record: it had been published in the Pearl Harbor hearings in 1946 and subsequently reproduced elsewhere. There were also mistakes that the borrowed period language could not disguise. Bland regarded “My Dear Carl” as inconsistent with Marshall’s habits and relationship with Humelsine. More strikingly, the purported document identified Marshall as Secretary of Defense, although Marshall did not assume that office until September 1950; in September 1947 he was Secretary of State. These details matter because the case does not depend upon judging whether the prose merely “sounds wrong”. There is an identifiable genuine precursor, extensive textual correspondence and independent historical errors in the transformed version.

Why the forgery looked historically convincing

The most instructive feature of the Marshall case is that much of what looked authentic really was authentic — just not in the claimed context. A forged document built by rewriting an original can pass several superficial tests automatically.

Its bureaucratic tone need not be invented. Its author’s characteristic phrasing need not be imitated from scratch. Real officials, genuine security concerns, historically appropriate procedures and authentic-looking signatures can all be harvested from genuine records. The transformation of “Magic” into “Majic” is a particularly neat example. MAGIC was genuinely associated with highly sensitive American wartime signals intelligence, and Marshall’s original correspondence genuinely dealt with protecting that intelligence. Photocopy transmission made this technique harder to detect. Bland said that many of the Majestic papers he examined reached him as multi-generation photocopies, leaving authentication difficult. This is why apparently impressive period details must be interpreted cautiously. The Marshall case was not isolated

If the Marshall-Humelsine document were the only Cooper paper with this problem, it could reasonably be treated as one contaminated item within a larger, potentially independent collection. Friedman’s later research made that position harder to sustain.

Friedman was not generally hostile to MJ-12 claims; he remained a prominent defender of several earlier Majestic documents. That makes his judgement about the Cooper material especially significant. In his later account, he described discovering multiple “emulations”: documents created by retyping genuine historical records, changing selected names, dates or subjects and reproducing handwritten elements photographically. Friedman described the method in practical terms: take an existing document, retype it with modifications, reproduce signatures or other handwritten material by scanning or photocopying, and combine the pieces into something that resembles another period document. In some examples, he said, handwritten components aligned with those on genuine originals. The implications went beyond physical imitation. Friedman reported that some purportedly independent Cooper documents quoted material from documents he had already identified as emulations. That creates the possibility of textual contamination: once fabricated terminology or claims are introduced into one document, later documents can repeat them and appear to corroborate the first. Friedman’s position hardened over time. In a later statement he said he could not accept any of the Tim Cooper documents and reiterated that he had identified at least seven as emulations of genuine records that had previously appeared in print. What one proven fake means for the remaining collection

The Marshall forgery does not logically prove that every document Timothy Cooper received was fabricated. As a matter of evidence, however, the discovery substantially changes the burden placed on neighbouring documents. Each remaining document has to establish credibility independently of the compromised material.

Three risks follow from the Marshall case.

  • Authentic details can be borrowed. Correct names, terminology, signatures, formatting conventions and bureaucratic language cease to be strong evidence when a demonstrated fabrication method can import them directly from real records.
  • Documents can create false corroboration. If later papers reuse claims or wording introduced by an earlier emulation, agreement between documents is not necessarily independent evidence.   • Photocopies sharply limit forensic recovery. A degraded copy may preserve enough appearance to seem historically plausible while withholding the physical features needed to determine whether typing, handwriting, signatures and paper ever existed together on an original document. The contamination problem therefore works asymmetrically. Finding an ordinary genuine document among Cooper’s papers cannot authenticate an extraordinary one sitting beside it, because the Marshall case demonstrates that genuine historical material could itself supply ingredients for fabrication. Conversely, identifying a forged item does not mathematically falsify every other item, but it removes any reasonable presumption that common source, stylistic consistency or mutually supporting content establishes authenticity.

The key lesson from the Marshall forgery

The strongest lesson is methodological rather than ideological. The Marshall-Humelsine document looked persuasive partly because its creator did not need to manufacture historical realism from nothing. The authentic Marshall-Dewey letter supplied it. The forger’s task was to preserve enough of the real document’s machinery of secrecy while substituting the Majestic narrative.

That distinction explains why internal plausibility is a weak test for the Cooper papers. Asking whether a document uses appropriate language, resembles a 1940s memorandum or contains a convincing signature is insufficient when those features can be copied from genuine archival material. The more useful question is whether its distinctive language, handwriting and structure existed somewhere else first.

In the Marshall case, they did. A documented 1944 communication about protecting MAGIC intelligence became the template for a supposed 1947 communication about “MAJIC” and New Mexico. Bland identified the relationship; the genuine Marshall-Dewey correspondence is independently documented in historical and declassified sources; and Friedman, despite his broader defence of MJ-12, ultimately identified a wider pattern of comparable emulations among the Cooper material.[marshallfoundation.org]marshallfoundation.orgThe George C. That does not turn the Marshall forgery into universal proof against every alleged Majestic document. It does something narrower but evidentially powerful: it proves that at least part of the Cooper corpus was capable of acquiring an authentic historical appearance through the alteration of genuine records. From that point onwards, resemblance to real government paperwork is no longer the solution to the Cooper collection’s credibility problem. It is part of the problem itself.
