He maintained that White House and intelligence files from the period contained more variation in dates and ranks than a single official style rule would imply. One of the most memorable objections concerns the EBD’s dates. Instead of the conventional American civilian form “November 18, 1952” or the familiar military form “18 November 1952”, the briefing uses the hybrid “18 November, 1952”. It also employs leading zeroes on some single-digit dates. But that establishes a convention, not an absolute rule.

Friedman argued that archival research at the Truman and Eisenhower presidential libraries produced classified or limited-distribution documents with numerous date styles. He cited three memoranda from CIA Director Allen Dulles to White House Staff Secretary Andrew Goodpaster, produced within roughly ten days in November 1956, which he said used “12 November 1956”, “November 20, 1956” and a rubber-stamped “NOV 22 1956”. The important distinction is between unusual and impossible. The CIA’s surviving records demonstrate that “18 November 1952” was an ordinary form. Friedman’s archival examples, if accepted as characterised, show that government offices did not invariably impose one format across every memorandum and administrative document. The disputed comma therefore remains a warning sign, particularly when combined with the EBD’s other peculiarities, but it cannot safely bear the whole authentication argument.

“Admiral” Hillenkoetter was another apparent mistake

The second formatting objection is more subtle because it concerns how ranks were abbreviated. The EBD identifies its supposed briefing officer as “ADM. ROSCOE H. HILLENKOETTER”. Hillenkoetter was a rear admiral, not a full admiral. There is an additional limitation to the original objection. The EBD does not contain a Hillenkoetter signature beneath the briefing text. Consequently, its wording cannot straightforwardly be compared with the way Hillenkoetter formally styled himself in his own signature blocks. Genuine Hillenkoetter memoranda showing “R. H. Period variation weakens an anachronism argument

This is where Friedman’s defence of the EBD is strongest. Authentication arguments based on office practice have different evidential strengths. If a disputed feature could not have existed in 1952 — because the terminology, technology or security system did not yet exist — it would be powerful evidence of fabrication. If the feature was merely unusual, however, the question becomes empirical: did real contemporary offices ever do the same thing?

The surviving record cautions against imagining federal paperwork as completely uniform. Even highly classified government material came from different agencies, secretariats, typists and administrative systems. The same principle applies to titles. Official historical material naturally identifies Hillenkoetter precisely as a rear admiral, but government prose could also use “Admiral Hillenkoetter” conversationally or generically. A State Department historical account of the early CIA, for example, refers to “Admiral Hillenkoetter” when discussing him as Director of Central Intelligence rather than reproducing his complete naval grade. Friedman’s useful contribution, then, was methodological. A critic cannot establish an anachronism simply by producing examples of the usual format. To make the objection decisive, the critic needs good reason to believe the disputed form was excluded from the relevant office, period and type of document. Finding authentic exceptions changes the argument from “this could not have been produced then” to the much weaker “this is not how such documents were normally produced”.

That is a meaningful shift — but only a defensive one.

Compatibility is not authentication

The danger is to reverse the burden of proof. Showing that a peculiar feature has a possible 1950s analogue does not show that the EBD came from Hillenkoetter, the CIA, the White House or any alleged MJ-12 organisation. A competent fabricator can reproduce genuine period conventions, and an inconsistent fabricator can accidentally reproduce real-world inconsistencies.

This distinction is especially important because the EBD did not emerge from an authenticated government file. The document became public through photographs of anonymously supplied film rather than through a traceable archival chain of custody. Unlike an original paper document, such material does not permit ordinary examination of its paper, ink and other physical characteristics. What the formatting dispute actually establishes

The most defensible conclusion sits between the strongest claims made by the two sides. The Eisenhower Briefing Document contains formatting that is unusual enough to deserve scrutiny. Friedman nevertheless identified an important weakness in treating those features as automatic disproof. Period government paperwork was not perfectly uniform, and generic treatment of military ranks is not inherently anachronistic. So could the EBD’s odd formatting still be compatible with an authentic 1952 document? Yes. The date comma and generic ranks are not strong enough, by themselves, to demonstrate fabrication.

But “compatible with the period” is a much lower evidential threshold than “authentic”. Friedman’s counterexamples principally remove two proposed knockout arguments.
