Did White House Offices Really Use One Type Style?

Introduction
The White House typewriter argument in the MJ-12 controversy ultimately demonstrated a basic problem with document authentication by comparison: a handful of genuine papers can easily be mistaken for an office-wide standard. Philip J. Klass initially treated the Elite typing he had seen on authentic Robert Cutler and James S. Lay material as evidence that the disputed 1954 Cutler-Twining memorandum, typed in larger Pica, was anomalous. That did not establish that the Cutler-Twining memorandum was genuine. It established something narrower but important: White House and National Security Council paperwork could not safely be assigned a single characteristic type style from a small comparison set. Period offices contained multiple machines, secretaries and administrative pathways, and surviving government records demonstrate that both Pica and Elite were ordinary contemporary choices. Typography remained potentially useful, but the appropriate comparison population had to be much broader.
Why small samples can create false office standards
The dispute centred on two common typewriter pitches. In conventional terminology, Pica places about ten characters in an inch, while Elite places about twelve. Klass’s original objection arose because the Cutler-Twining memorandum was typed in Pica while authentic correspondence from the relevant offices that he had obtained used the smaller Elite type. In his later account, Klass said that all the Cutler-office letters he had obtained from the Eisenhower Library were Elite. The vulnerability in that reasoning was sampling. The proposition being tested was effectively that an office associated with Cutler or Lay normally, perhaps exclusively, produced documents in Elite. But observing several Elite documents could demonstrate only that Elite machines were used. It could not establish that Pica machines were absent.
Friedman characterised Klass’s initial basis as nine Elite documents compared with a vastly larger body of NSC material at the Eisenhower Library. That numerical comparison comes from Friedman, an advocate for the MJ-12 documents, so it should not simply be treated as neutral evidence about the archive. This is the enduring methodological lesson. Suppose nine genuine memoranda from an office are Elite. Finding a tenth document in Pica is suspicious only if there is independent reason to believe that the office had a single-machine or single-pitch rule. Without that evidence, the first nine documents describe the sample, not necessarily the office.
Did White House offices really use one type style?
The surviving evidence argues strongly against treating “White House type” as a single, invariant typographical signature. Friedman maintained during the 1989 exchange that Cutler and Lay material displayed multiple typewriters and formats, including different machines used on the same day. A particularly revealing White House record comes from a later period. In 1968, John Ehrlichman’s instructions for advance staff called for an office to have at least five typewriters and told organisers to make them uniform in make, model and print style “as often as is possible”, preferably using Pica rather than Elite. The document is fourteen years later than the Cutler-Twining memorandum, so it cannot prove which machine sat in a particular NSC office in July 1954. It does, however, illustrate why institutional labels are poor substitutes for machine-level evidence. Even within presidential operations, multiple typewriters could be required and their make, model and print style could vary unless somebody deliberately standardised them.
Contemporary federal records also demonstrate that Pica and Elite machines coexisted within government service over long periods. An FBI investigation of disputed 1936 Hoover memoranda, for example, reported an Elite Remington type used since 1935 while identifying another Hoover memorandum as having been produced on an IBM machine with Pica-style type available since 1930.[National Archives]archives.govNational Archives Released under the JohnNational ArchivesReleased under the JohnMarch 26, 2026… The significance for MJ-12 is not that FBI practice proves NSC practice. It is that character pitch by itself was not a chronological marker: both pitches had long-established governmental use.
Secretaries made the office’s typography less predictable
A memorandum associated with a senior official was not necessarily typed personally by that official, nor necessarily produced on a machine uniquely assigned to him. Mid-century executive paperwork passed through secretarial and administrative staff, and the Cutler-Twining case itself makes that distinction unusually important.
The National Archives notes that Cutler was travelling through Europe and North Africa from 3 to 15 July 1954 and was therefore overseas on 14 July, the date appearing on the memorandum. It also cites a 3 July memorandum in which Cutler instructed two subordinates, James Lay and J. Patrick Coyne, on handling NSC administrative matters during his absence. Whatever conclusion is drawn from that anomaly, it demonstrates why typography cannot automatically be treated as Cutler’s personal fingerprint. The relevant comparison population is potentially broader than “letters signed by Robert Cutler”. It can include material produced by his office, NSC administrative personnel acting during his absence, secretaries preparing drafts or carbon copies, and machines available to those staff.
James Lay’s documentary footprint also extended across years of NSC administration. That changes the authentication question. Instead of asking, “Does this resemble the few Cutler documents we have examined?”, the stronger historical test is: “Does this typography fall outside the range demonstrably produced by the relevant offices, staff and equipment during the period?” Those are very different thresholds.
What genuine Pica examples changed in the MJ-12 debate
The 1989 challenge converted an impression into a falsifiable proposition. Klass believed the Pica type of the Cutler-Twining memorandum was inconsistent with genuine Cutler material and offered money for authentic counterexamples. Friedman searched his holdings and archival material and supplied Pica specimens. Friedman’s own fuller account says that he first sent twenty Pica examples already in his files and subsequently found fourteen more Lay Pica memoranda at the Eisenhower Library. Because that account is Friedman’s retrospective description of his own victory, the precise numbers and categories should be distinguished from the uncontested core: enough examples satisfied Klass’s challenge for him to pay its maximum award.[Goodreads]goodreads.comOpen source on goodreads.com.
The episode therefore changed the evidential status of one specific objection. Before the counterexamples, Pica could be presented as something apparently inconsistent with known Cutler/Lay office practice. Afterwards, it could no longer reasonably be treated as disqualifying merely because selected comparison documents happened to be Elite.
It did not follow that the Pica type proved authenticity. A forger could also use a historically appropriate typewriter. The successful counterexamples simply removed one proposed incompatibility. This distinction is crucial in forensic reasoning: “consistent with genuine period documents” means that a feature passes one test; it does not mean the whole document has been authenticated.

Typography works better at excluding than authenticating
The White House typewriter episode helps separate two very different kinds of typographical evidence.
A hard anachronism can be powerful. If investigators can reliably establish that a document dated 1954 was produced by a machine, type element or printing process that did not exist until years later, the claimed date becomes untenable. That conclusion depends on identifying the feature securely and establishing its introduction date.
An office-style mismatch is much weaker. Saying that a memorandum is Pica while several known examples are Elite proves a difference, but it becomes evidence of fabrication only if investigators can also show that the difference should not occur in genuine work. The Cutler-Lay examples undermined precisely that assumption.
The appropriate comparison set therefore needs to account for several sources of variation: the period rather than just a single date; the administrative unit rather than merely the named official; different secretaries and assistants; originals, carbons and other document functions; and, where evidence permits, the actual machines available. The more heterogeneous the real office was, the less defensible it becomes to infer an office-wide “standard” from a small stack of papers.
That principle also guards against reasoning in the opposite direction. Once genuine Pica examples were found, it would be equally mistaken to claim that Pica was therefore the characteristic NSC style. The evidence supports variety, not replacement of an Elite rule with a Pica rule.
Why the Pica victory did not authenticate Cutler-Twining
The National Archives’ assessment makes the boundary especially clear. Its MJ-12 reference report does not rely on the Pica objection. Instead, it records other problems with the Cutler-Twining memorandum: the document lacks the Top Secret register number expected in the series where it was found; no other MJ-12 papers were located in the folder; searches of related government records failed to uncover corroborating information; and NSC meeting records for July 1954 contained no reference to MJ-12 or Majestic.[National Archives]archives.govNational Archives Project BLUE BOOKNational ArchivesProject BLUE BOOK - Unidentified Flying Objects | National ArchivesJune 25, 2024
The Archives also reports the problem of Cutler’s overseas trip and states that Eisenhower’s appointment books contain no entry for the purported special 16 July meeting described by the memorandum. That is why the typewriter episode is most useful as a lesson about authentication tests, rather than as a verdict on MJ-12. The Pica challenge exposed an overconfident inference from too small a documentary sample. It showed that authentic White House and NSC-related paperwork could display more typographical variety than the initial comparison suggested.
The resulting standard should be symmetrical. An unusual type style is not proof of forgery unless it can be shown to be historically or institutionally impossible; a period-correct type style is not proof of authenticity merely because genuine offices used it. In the Cutler-Twining dispute, genuine Pica examples substantially weakened one typography argument against the document. They left the larger archival and administrative case to stand or fall on other evidence.
