Why Presidential Library Searches Found No MJ 12 Trail
Truman and Eisenhower library searches found no matching MJ-12 records or references in classified intelligence and National Security Council files.

Introduction
The presidential-library searches produced a clear archival result: neither the Harry S. Truman Library nor the Dwight D. Eisenhower Library found records matching the alleged Majestic 12 (MJ-12) papers, or an independent documentary trail showing that such a presidential programme existed. That finding matters because the disputed papers place MJ-12 unusually close to the presidency: they purport to involve Harry Truman’s creation of the organisation and a later briefing for President-elect Dwight Eisenhower. Presidential-era archives were therefore an obvious place to look for corroborating records. The searches did not establish that every conceivable secret record had survived or been examined. They did, however, fail to produce the supporting archival footprint that would help tie the circulating MJ-12 papers to an identifiable executive-branch record system.
What the Truman and Eisenhower libraries searched
GAO’s 28 July 1995 letter on Majestic 12 records that it specifically asked archivists at the Harry S. Truman and Dwight D. Eisenhower presidential libraries for their views on the disputed material. This was not the first time either institution had confronted the subject: according to GAO, the archivists said they had received public enquiries about MJ-12 for years and had searched their holdings for related records. Those searches included classified intelligence material and National Security Council documentation. The National Archives and Records Administration (NARA) gives additional detail about the wider archival effort. It says that the Truman and Eisenhower libraries searched their holdings for both references to MJ-12 and copies of the purported documents. This distinction between looking for copies and looking for references is important. A highly restricted original might plausibly be absent from a particular collection. But a search for references also tests for a wider administrative trail: whether the purported project appears in indexes, meeting documentation or related presidential and national-security files even when the supposed foundational papers themselves cannot be located. The searches are particularly relevant to the claims made by the circulating documents themselves. The alleged material places Truman and Eisenhower at critical points in MJ-12’s supposed history, so presidential records are not merely peripheral sources. If the papers accurately described presidential authorisation and briefings, the Truman- and Eisenhower-era collections were among the places where independent traces might reasonably have appeared.
Which records and indexes were checked
The archival work went beyond searching only for the exact phrase “Majestic 12”. NARA says the indexes to the NSC Policy Paper and Meeting Minute files were searched under multiple terms: “MJ-12”, “majestic”, “unidentified flying objects”, “UFO”, “flying saucers”, “extraterrestrial biological entities” and “Aquarius”. That exception did not lead archivists to a larger file series or supporting chain of records. The Cutler–Twining memorandum was found in Air Force Record Group 341, in a series filed by Top Secret register number, yet the document itself lacked such a number. There were no other “NSC/MJ-12” documents in its folder. The NSC meeting record supplied another check. NARA searched the official NSC meeting-minute files and found no NSC meeting on 16 July 1954, the date on which the Cutler–Twining paper appeared to envisage a briefing. A search of all NSC meeting minutes for July 1954 found no mention of either “MJ-12” or “Majestic”. The Eisenhower Library could test the proposed meeting against a different kind of presidential record: Eisenhower’s appointment books. In a 16 July 1987 letter later incorporated into NARA’s MJ-12 reference report, the library said those books contained no entry for a special meeting on 16 July 1954 that could correspond to an MJ-12 briefing. The Eisenhower holdings supplied further contextual checks on the Cutler memorandum. NARA reports that Robert Cutler was travelling through Europe and North Africa on presidential business from 3 to 15 July 1954, including on 14 July, when the disputed memorandum was supposedly issued. The Administration Series in Eisenhower’s presidential papers contains Cutler’s report following that trip. Archivists also compared features of the disputed memorandum with period records. The NSC’s Freedom of Information Office advised that the marking “Top Secret Restricted Information” did not come into NSC use until the Nixon administration, while the Eisenhower Library confirmed that this marking was not used during Eisenhower’s presidency. Taken together, these were different forms of archival cross-checking rather than repeated versions of the same keyword search: presidential holdings, classified intelligence records, NSC policy and meeting indexes, official meeting minutes, appointment books, Cutler’s presidential papers, NSC staff papers and period administrative practices were all capable of supplying independent corroboration. Why the negative result carries weight
The strongest point is not simply that archivists failed to locate a folder labelled “Majestic 12”. It is that the alleged programme failed to appear across several overlapping record systems associated with the two presidencies in which the disputed documents place its creation and early operation.
For the Truman period, GAO’s report says searches of relevant presidential-library material, including classified intelligence and NSC records, produced no matching MJ-12 records or references. For the Eisenhower period, that same general absence could be tested against more specific documentary claims: an alleged July 1954 briefing, Cutler’s supposed role in arranging it and the classification and administrative conventions visible on the disputed memorandum. The Cutler–Twining memorandum is therefore an instructive exception rather than a straightforward reversal of the negative result. Moreover, the memorandum did not unlock an archival network around itself. That is the evidential significance of the library searches within GAO’s wider inquiry. A single unexplained item containing the term “MJ-12” existed in archival custody, but investigators could not connect it to the wider presidential and NSC documentary structure that would independently establish the alleged organisation described by the circulating papers.
What the negative results do and do not prove
The library findings provide substantial evidence against a straightforward claim that the circulated MJ-12 papers are ordinary surviving records of a Truman- and Eisenhower-era executive-branch programme. GAO’s broader conclusion was correspondingly careful: it found no evidence that the Majestic 12 written material constituted actual documents originally created within the executive branch. The searches do not, however, logically prove that no secret activity using that name could ever have existed. Negative archival evidence has limits. Records can be destroyed, misfiled, retained outside expected collections, withheld under classification rules or created in ways that leave unusually sparse documentation. A sufficiently compartmented activity might therefore be harder to trace than an ordinary presidential or NSC programme.
But that limitation should not be turned into positive evidence for MJ-12. The historical question is comparative: does the surviving archive supply independent evidence that makes the disputed papers more credible as executive-branch records? In the Truman and Eisenhower collections, the answer reported by GAO was no. There is also an important distinction between authentic historical material about UFOs and authentic records of MJ-12. Modern NARA guides list genuine UFO- and unidentified anomalous phenomena-related holdings in presidential-library collections, including Truman- and Eisenhower-era material. The presidential-library evidence is therefore best read as a provenance test with a negative outcome. Investigators looked where records associated with Truman, Eisenhower, classified intelligence and the National Security Council could reasonably have supplied corroboration. They found no matching presidential MJ-12 record trail. The one conspicuous archival “MJ-12” memorandum remained isolated and surrounded by documentary inconsistencies rather than supported by the surrounding record.
