The timing is one of the more carefully fitted features of the alleged MJ-12 story. The purported Truman authorisation is dated 24 September 1947, only days after the Central Intelligence Agency formally came into existence and two days before the first meeting of the National Security Council (NSC). That chronology makes the story look institutionally plausible at first glance. But genuine records from September 1947 reveal something more complicated. The CIA and NSC were then working through the practical details of their new relationship: Hillenkoetter was asking how CIA would receive NSC direction, seeking permission to attend Council meetings and arranging continuity with the intelligence system that preceded CIA. The CIA’s formal start on September 18
President Truman signed the National Security Act on 26 July 1947, but the CIA formally came into existence on 18 September 1947. The National Archives describes CIA as established effective that day, while CIA’s own historical account likewise uses 18 September as the agency’s formal starting date. That places the alleged MJ-12 authorisation just six days after CIA’s formal establishment. It is an important detail because the supposed Truman memorandum does not describe a completely separate presidential structure. Instead, it says questions about the undertaking’s eventual disposition were to remain with the presidency after discussion with Forrestal, Vannevar Bush and the Director of Central Intelligence. The timing therefore embeds MJ-12 in the machinery being created by the National Security Act rather than leaving it in the looser wartime and immediate post-war intelligence system. But the authentic documents from precisely these days show that the transition was not instantaneous or administratively seamless.
On 18 September, Hillenkoetter circulated a memorandum dealing with “Interdepartmental Coordination and Planning”. He wrote that the National Security Act required reconsideration of the CIG’s organisation, its relationships with departmental intelligence services and its transformation into CIA. The next day, 19 September, Hillenkoetter wrote directly to the NSC about an immediate institutional problem. The Act placed CIA under the Council and required CIA to perform its functions under NSC direction, but the Council had not yet met. That is a revealing piece of context for 24 September. CIA existed, but its relationship with its newly created supervisory council was still being put into working order. The authentic documentary trail describes that transition explicitly.
Hillenkoetter and the alleged intelligence reporting line
Hillenkoetter is particularly important because he connects the alleged MJ-12 structure to the real intelligence reorganisation. He was not a figure retrospectively borrowed from an unrelated corner of government. He was the Director of Central Intelligence during the transition from CIG to CIA and was actively negotiating how the DCI would fit into the new NSC system. Before the transition, the Director of Central Intelligence had participated as a non-voting member of the National Intelligence Authority. On 11 September 1947, anticipating the new arrangements, Hillenkoetter wrote that it would be highly useful if the DCI could similarly attend NSC meetings as an observer, counsel or adviser. This matters when assessing the alleged MJ-12 reporting structure. A document created with knowledge of the September 1947 reorganisation could plausibly place the DCI close to Truman and Forrestal without inventing an implausible bureaucratic relationship. The real system was being deliberately designed to connect central intelligence, the NSC and the presidency.
Yet the genuine record also exposes a distinction that the MJ-12 narrative tends to blur. Hillenkoetter was already Director of Central Intelligence before CIA formally began. The office of DCI preceded CIA: under the earlier system the DCI headed the Central Intelligence Group and operated within the National Intelligence Authority framework. Consequently, the reference to a “Director of Central Intelligence” in the alleged 24 September Truman memorandum is not, by itself, evidence that its author possessed extraordinary inside knowledge. That title was already real and publicly rooted in the post-war intelligence system.
More telling is what Hillenkoetter’s authentic September correspondence says he was actually trying to establish. His 19 September memorandum warned that CIA would initially be without the NSC direction specified by the Act. That genuine paper trail is unusually close in time to the supposed MJ-12 directive. Five days before the alleged Truman authorisation, Hillenkoetter was documenting how CIA’s authority would operate under the new Council. Three days afterwards, the Council formally acted on those recommendations. The surviving records therefore provide a useful control sample: they show what actual high-level intelligence organisation looked like on paper during exactly the week in which MJ-12 was supposedly being established.
The first National Security Council meeting on September 26
The NSC held its first meeting at the White House on 26 September 1947, two days after the alleged MJ-12 authorisation. Truman presided. Forrestal attended as Secretary of Defense, and Hillenkoetter was present as Director of Central Intelligence. That is a remarkably neat chronological fit. It is also precisely why chronology alone cannot authenticate the MJ-12 papers. The authentic September documents establish that the institutions and officials named in the story were in the right places and dealing with intelligence organisation. They do not establish that MJ-12 was among the organisations being created.
The institutional gap in the MJ-12 story
If the alleged Truman directive were genuine, 24 September would represent a striking parallel development. While CIA was waiting for the NSC to formalise its ordinary intelligence authorities, Truman would also have been creating an exceptionally sensitive presidential programme involving the DCI, Forrestal, Bush and other senior officials.
Absolute secrecy could explain why such a programme would not appear openly on an NSC agenda. The absence of the words “Majestic Twelve” from the first meeting minutes is therefore not, standing alone, decisive evidence against its existence. Genuine compartmented programmes need not appear by their operational names in general policy records.
The stronger difficulty is cumulative. The National Archives reports that searches were conducted not merely through a single set of meeting minutes but through records of the Air Force, Joint Chiefs of Staff and NSC, as well as holdings of the Truman and Eisenhower presidential libraries. NSC indexes were searched under terms including MJ-12, Majestic, UFO, flying saucers and related expressions. That matters particularly in this subtopic because the genuine CIA-NSC record demonstrates that secret and sensitive organisational business did leave administrative traces. This does not prove that every deeply compartmented presidential activity would have generated the same type of record. It does mean, however, that the MJ-12 proposition requires more than explaining away one missing memorandum. It asks the reader to accept a substantial presidential intelligence structure embedded among senior officials at the exact moment their institutional relationships were being documented, while leaving no authenticated collateral trail found in the relevant archives.
The later official assessments reinforce that problem. What the September timing really establishes
The CIA and NSC chronology is valuable because it shows why the alleged MJ-12 foundation story can feel historically convincing without providing independent evidence that MJ-12 existed. Its 24 September 1947 date falls into an authentic and unusually consequential week in US national-security history.
The CIA had just formally begun operations. Hillenkoetter was actively defining its relationship with the NSC. Truman and Forrestal occupied exactly the offices assigned to them in the alleged story. For the alleged documents, that is chronological plausibility, not corroboration. Indeed, the authentic records sharpen the central evidential question. They show in considerable detail how the new intelligence machinery was actually being implemented during the same days in which MJ-12 was supposedly inserted into it. The most defensible reading is therefore narrower than either extreme. The alleged MJ-12 timeline was placed with striking accuracy inside the September 1947 national-security reorganisation. But the real CIA and NSC chronology verifies the setting, not the secret organisation claimed by the documents.
