Introduction

The MJ-12 chain of custody breaks before the evidence most often discussed even begins. Jaime Shandera reportedly received an anonymous package containing undeveloped 35 mm film in December 1984; once processed, the film showed photographs of the purported Eisenhower briefing and Truman memorandum. From that point onwards, researchers could describe who handled the film and copies. That distinction is crucial. A chain of custody is not simply a story about how an artefact reached its present owner. For the MJ-12 material, the important evidential chain would have to connect the photographed pages backwards to an identifiable government office, file or authorised custodian. No such documented connection has surfaced. What a normal custody trail would contain

For a purportedly highly classified presidential-era document, provenance should ideally provide more than a convincing-looking page. There should be some traceable relationship between the document and the records system that supposedly created, distributed and retained it: an originating office, recipient or distribution record, file location, classification or registry information, archival accession history, or testimony from a person whose access to the original can independently be established.

That distinction between content and provenance matters particularly with photographic reproductions. A photograph can preserve visible characteristics — wording, typography, signatures, stamps and layout — while severing information about the physical document itself. Without the underlying sheet, investigators cannot establish its paper stock, watermark, ink or toner, physical alterations, impressions, ageing, or other properties that might help determine when and how it was produced. More fundamentally, a photograph does not reveal where the photographed object came from.

The National Archives’ treatment of a different MJ-12-related item illustrates the importance of archival context. The so-called Cutler-Twining memorandum was actually found in National Archives holdings, so archivists could identify its record group, entry and folder and compare it with the surrounding filing system. That did not authenticate its contents. Instead, the context generated problems: the memorandum lacked the Top Secret register number expected in that series; no other document in its folder concerned “NSC/MJ-12”; searches of related Air Force, Joint Chiefs, defence and National Security Council records produced no corroborating material; and Robert Cutler was overseas on the date attributed to the memorandum. The original Shandera material does not even begin with that level of archival context. Whatever can be inferred from its photographed appearance, the public evidence does not establish the government file, office or repository from which its supposed originals came.

The known sequence starts with Shandera

The first reasonably identifiable possession point is the parcel itself. Published accounts agree on the essential event: in December 1984 Shandera, a television producer working with UFO researcher William Moore, received an anonymous mailing containing undeveloped 35 mm film. The package had no useful return address and was associated with an Albuquerque, New Mexico, postmark. Accounts differ over peripheral details. They do not, however, alter the central provenance problem.

After receipt, the chain becomes much easier to describe. Shandera contacted Moore; the film was processed; and the resulting images became the object of investigation by Moore, Shandera and Stanton Friedman before the documents became public in 1987.[WikiDisc]wikidisc.orgWiki Disc Majestic 12 documents | Wiki DiscMajestic 12 documents | WikiDiscJuly 1, 2026…Published: July 1, 2026 In other words, there is a history of the MJ-12 film after it surfaced.

That history cannot be projected backwards. Knowing who possessed a photographic negative in California in December 1984 does not establish who possessed the object photographed on that negative in 1952, 1962 or even the day before the film was mailed.

Working backwards from Shandera exposes several separate missing links rather than one minor gap.

The sender is unidentified. The Albuquerque postmark indicates where the parcel entered the postal system, not who mailed it. No authenticated covering letter supplied a name, position, agency or explanation of access. The photographer is unidentified. Even if the anonymous sender possessed the film, that does not prove the same person photographed the pages. No documented account establishes who placed the supposed originals before a camera, when the exposures were made or where that happened.

The photographed papers have no demonstrated prior custodian. There is no identified records officer, presidential-library employee, military custodian or other accountable person who is known to have possessed the alleged Eisenhower briefing and then transferred, loaned or exposed it to the photographer. The chain therefore cannot be extended from the film back into a government records system.

The originating file is unidentified. Genuine secret documents do not necessarily survive in every expected location, and classified programmes can produce deliberately restricted records. But no known file number, accession history or documented records-transfer path has connected the Shandera photographs to an executive-branch collection. The original sheets are unavailable for examination. A historical review of the UFO issue based partly on CIA material noted that no original MJ-12 documents had surfaced.[FAS Project on Government Secrecy]sgp.fas.orgFAS Project on Government SecrecyCIA's Role in the Study of UFOs, 1947-90… That leaves investigators dealing with photographic or subsequent-generation reproductions rather than the physical pages purportedly produced inside government.

Put together, the missing sequence looks less like a single broken hand-off and more like an entirely undocumented interval:

alleged government creation → official custody → later storage → access by an unknown person → photography → film handling → anonymous mailing → Shandera.

Only the last step enters the publicly traceable narrative with an identified recipient.

Why internal accuracy cannot repair the missing chain

Supporters of MJ-12 have historically argued from details within the documents: correct names, meetings, historical circumstances or formatting that appears compatible with the period. Such observations can be relevant to assessing a disputed document, but they answer a different question from provenance.

A competent fabrication can incorporate authentic historical information. Conversely, an authentic classified record might contain errors. Therefore, showing that a statement on a photographed page is historically plausible does not demonstrate that the page itself passed through the offices named on it. Provenance requires evidence about the object’s history, not merely correspondence between its text and known history.

The distinction becomes especially important because investigators were able to compare some disputed MJ-12 features with genuine historical documents. Philip J. That broader example does not establish who made the original Shandera film. It demonstrates the narrower methodological point: authentic-looking historical ingredients cannot substitute for a traceable origin.

Government searches could not bridge the gap

The strongest institutional finding about this missing chain came from the GAO in 1995. Asked to examine government views concerning the MJ-12 material, the GAO reported that the Information Security Oversight Office, Air Force and National Archives knew the material through written submissions from non-governmental people. Crucially, it found no evidence that the material constituted actual documents originating in the executive branch. The National Archives reached the same provenance problem from the archival side. Searches covered records of the US Air Force, Joint Chiefs of Staff and National Security Council, while the Truman and Eisenhower presidential libraries also searched their holdings. The FBI’s later involvement should be understood in that context rather than as the origin of the film. Copies of purported MJ-12 material reached FBI offices in 1988, after the documents had become public. The FBI says an Air Force investigation concluded that the document was fake, and the Bureau describes its own conclusion in the same terms.[FBI]vault.fbi.gov— Federal Bureau of InvestigationFBI — Federal Bureau of Investigation… That investigation therefore supplies an official assessment of circulated MJ-12 material, not a newly discovered pre-1984 custody trail.

None of these searches logically proves that every conceivable secret record must have left a surviving archival trace. What they do show is that later investigators failed to discover the very evidence that could have transformed the anonymous film from an unattributed reproduction into a document with demonstrated government provenance.

The Albuquerque postmark is a clue, not provenance

The Albuquerque postmark has attracted particular attention because New Mexico already occupied an important place in the Roswell story and because Moore had contacts associated with Air Force investigations. Those circumstances have encouraged competing theories about who sent the film and why.

The evidential value of the postmark is much narrower. It can support an inference about where the parcel entered the postal system, assuming the reported postal details are accurate. It cannot identify the sender; it cannot show where the film was exposed; and it says nothing about where the photographed pages had previously been kept.

This distinction prevents provenance analysis from turning into speculation about suspects. Private fabrication, an intelligence-related exercise, an unauthorised leak and other scenarios imply very different origins, but all remain hypotheses unless evidence connects a particular person or institution to the production and mailing of the film. The missing chain itself does not select among them.

That is why anonymity has such a large evidential cost here. An identified source could potentially be tested: employment records might show whether that person had relevant access; colleagues might corroborate possession; an archive might confirm the file location; surviving correspondence might document the transfer. With an anonymous sender, all of those verification routes disappear at the point where they are most needed.

What would actually close the provenance gap?

The problem is not that an anonymous leak can never be genuine. History contains authentic records whose disclosure began anonymously or irregularly. The problem is that anonymity shifts the burden towards independent corroboration.

For the original MJ-12 film, genuinely important new provenance evidence would therefore be evidence that reaches behind Shandera’s mailbox: the original photographed sheets with testable physical characteristics; a contemporaneous government file copy with an independently established archival history; records identifying the file from which the pages came; verifiable testimony from someone who possessed or photographed them before 1984; photographic laboratory or film evidence capable of dating and locating the exposures; or contemporary correspondence documenting the route from government custody to the anonymous mailing.

The later discovery of a document merely mentioning “MJ-12” would not automatically solve this problem. For the Shandera film, the threshold has never been reached. There is a substantial history of analysing what the photographed pages say, but virtually no documented history of the pages themselves before somebody photographed them.

Where the chain actually breaks

The safest way to describe the MJ-12 provenance problem is therefore precise rather than sweeping. The public chain of custody does not run from President Truman’s or President Eisenhower’s administration to Jaime Shandera. It begins, for practical evidential purposes, when anonymous film reached Shandera in 1984.

Everything before that point that matters most to authentication remains unverified: who created the purported documents, where the originals were held, who removed or accessed them, who photographed them, when the photography occurred, who possessed the exposed film and who mailed it. Later analysis of typography, signatures, dates and historical details may strengthen or weaken particular authenticity arguments, but it cannot retroactively supply those missing custodians.

That is the central mechanism behind the anonymous 35 mm film provenance mystery. The film preserved an image of a claimed secret record while simultaneously concealing the record’s route into public view. Until evidence bridges that pre-1984 interval, the MJ-12 documents cannot be given a demonstrated chain from US government custody to the photographs on which their original public claim depended.
