Who Sent Shandera the MJ 12 Film?

Introduction

The most secure fact about the original MJ-12 material is not who created it, but how it surfaced: in December 1984, television producer Jaime Shandera said he received an anonymously mailed roll of exposed 35 mm film at his home in Burbank, California. When processed, the film yielded photographs of the papers later called the Eisenhower Briefing Document and Truman-Forrestal memorandum. Shandera, William Moore and Stanton Friedman subsequently treated those images as the starting point for investigating the alleged Majestic-12 programme. The delivery establishes a reasonably well-attested point at which the MJ-12 images entered the researchers’ possession. It does not establish where the photographed sheets had previously been, who photographed them, whether those sheets were genuine government records, or who put the film in the post. The Albuquerque postmark is therefore a clue to the mailing route, not a chain of custody. More than four decades later, no sender has been conclusively identified.

What arrived in Burbank in December 1984

The commonly reported date of receipt is 11 December 1984. A detailed reconstruction by UFO researcher Kevin Randle says Shandera received a taped manila envelope with no return address, postmarked in Albuquerque, New Mexico, on 8 December. Other accounts give the Albuquerque postmark as 9 December, illustrating that even a seemingly simple detail has not been reported consistently. Accounts also differ in how much detail they provide about the packaging. Randle describes a manila outer envelope, a heavily taped second envelope and a third envelope bearing a Marriott Hotel logo. Inside was reportedly a canister of undeveloped Kodak Tri-X black-and-white 35 mm film. Those particulars should not all be treated as equally firm. Contemporary public documentation of the receipt is sparse, and later narratives sometimes conflict. A 1990 article by sceptical investigator Philip J. Klass described a roll of 35 mm film and photocopies of the two purported documents as having arrived at Shandera’s home from an unknown sender on 11 December 1984. Friedman, writing from the opposite side of the authenticity dispute, likewise identified Shandera’s receipt of exposed 35 mm film at his Burbank home in 1984 as the beginning of the original documents’ investigation. Once processed, the film supplied the material that became central to the original MJ-12 case. It showed the purported Eisenhower Briefing Document, dated 18 November 1952, and the Truman-Forrestal memorandum, dated 24 September 1947. The briefing represented itself as a highly classified account prepared for President-elect Dwight D. The critical distinction is between the film and the supposed 1950s records depicted on it. Shandera could possess the former without establishing the history of the latter. No original 1947 or 1952 paper sheets accompanied the delivery, and the anonymous mailing supplied no accountable witness who could explain how the alleged records had left government custody and come to be photographed.

What the Albuquerque postmark can — and cannot — establish

The Albuquerque postmark is the parcel’s most frequently cited geographical clue. Multiple independent retellings agree that the mailing bore no useful return address and had been posted through Albuquerque. That is significant because Albuquerque was already important to the UFO-research environment surrounding Moore, and Kirtland Air Force Base was nearby. But a postmark has a much narrower evidential meaning. At most, it indicates the postal system through which an envelope was processed. It does not identify the person who prepared the package, establish that the sender lived in Albuquerque, prove that the film was exposed there, or show that the photographed pages had ever been in New Mexico. Someone could have carried an already prepared package to Albuquerque specifically to mail it. The location is therefore evidence about dispatch, not about the provenance of the documents shown on the negatives.

Even the date requires caution. Published accounts give both 8 and 9 December for the Albuquerque cancellation. Randle cites 8 December; another symposium account says 9 December. That disagreement is small in chronological terms — both versions are compatible with delivery on 11 December — but it is methodologically important. There has also been scrutiny of the surviving image of the package itself. A specialist note preserved among historical UFO files examined the postage visible on a reproduction of the envelope and identified twelve common 20-cent US postage stamps arranged in three blocks of four. The writer could extract details about the stamps from the image but not the identity of the person who used them. That distinction matters especially because an anonymous Albuquerque mailing can support mutually incompatible stories. A believer might infer that an insider used an indirect method to leak sensitive records. A sceptic might infer that a hoaxer deliberately selected Albuquerque because of its associations with Roswell, Kirtland and Moore’s contacts. A disinformation hypothesis can also be constructed around the same facts. None follows from the postmark alone.

The delivery broke the chain of custody at its first link

For disputed historical documents, provenance means more than knowing when a copy first became visible. Ideally, investigators would be able to trace a record from the office that created it, through filing and archival custody, to the copy being examined. The Shandera delivery begins at the opposite end: researchers suddenly possessed photographs whose earlier history was unknown.

The 35 mm medium compounds that difficulty. A photograph preserves visible characteristics of a page — wording, layout, typeface, signatures and classification markings — but separates those characteristics from the physical sheet. Researchers therefore could not test the alleged 1947 and 1952 originals as pieces of paper: their paper stock, ink or toner, impressions, ageing, alterations and other physical properties were unavailable. Nor could they inspect a government folder or registry showing where the sheets had supposedly been filed.

This is why “received in 1984” and “created in 1947 or 1952” are fundamentally different claims. The mailing supplies evidence for the former. The dates printed within the photographed documents are claims made by the documents themselves and require independent authentication. The anonymous film cannot bridge the roughly three-decade evidential gap.

The same problem appears in later official inquiries. When US agencies encountered purported MJ-12 material, they did not discover a government custody trail leading back to Shandera’s film. A 1995 US General Accounting Office inquiry was equally relevant to the provenance question. In correspondence concerning Majestic-12 material, the GAO described its origin as unknown and sought the views of federal agencies about the authenticity of the publicly circulated records. Why Albuquerque generated suspects but not a sender

The most tempting inference from the postmark comes from Moore’s pre-existing contacts. Before the film appeared, Moore had dealt with Richard Doty, an Air Force Office of Special Investigations figure stationed at Kirtland Air Force Base in the Albuquerque area. Doty’s involvement in UFO-related information and disinformation has made the New Mexico origin of the package an enduring focus of speculation. Those circumstances justify asking whether the Albuquerque location was meaningful. They do not justify identifying Doty, Moore or anyone else as the sender without additional evidence. No publicly established postal record, eyewitness testimony, fingerprint result, contemporaneous confession or comparable evidence has tied a named person to preparing and posting the December 1984 parcel.

The distinction between opportunity and attribution is particularly important here. A person might have known Shandera’s address, understood Moore’s research interests, had access to Albuquerque and possessed enough knowledge of government paperwork to create convincing-looking images. Demonstrating those opportunities would still fall short of proving that person exposed the film and mailed it.

The method of delivery itself is also ambiguous. Anonymous photographic film could have been chosen by a genuine source seeking to avoid handing over traceable originals. But precisely the same method would suit a fabricator: it removes the alleged source documents from physical inspection while allowing their visual content to circulate. The mailing procedure therefore cannot authenticate the story merely because secrecy would be expected of a whistle-blower. Secrecy explains both the genuine-leak hypothesis and several forms of deception.

Why the sender remains unidentified

The mystery persists because the strongest evidence starts after the decisive acts have already happened. By the time Shandera had the package, someone had selected or created the pages, arranged them for photography, exposed the film, packaged it and placed it into the postal system. None of those stages came with a verified witness or record identifying the actor.

That separation makes the provenance problem harder than a simple “anonymous letter” mystery. Even discovering who posted the envelope would not automatically establish who made the MJ-12 papers or whether the photographed sheets came from a genuine government file.

There is also an important chronological limitation. Sceptical researcher Kevin Randle has argued that the envelope establishes less than is sometimes claimed because there is no independent proof that the surviving mailing envelope necessarily contained the film attributed to it. He accepts that Moore’s documentation places Shandera’s claimed receipt on 11 December 1984 but notes that the first securely public circulation of the briefing document came later. Conversely, Friedman regarded the original film delivery as genuine and spent years defending the authenticity of the core MJ-12 documents. His account is valuable because he was directly involved with Moore and Shandera, but it does not solve the anonymity problem. What the 1984 delivery actually proves

The December 1984 parcel remains historically important even without accepting the claims written on the photographed pages. It gives the original MJ-12 controversy a concrete emergence point: by Shandera’s account, the images were in his possession by 11 December, after an anonymous mailing through Albuquerque. What it does not provide is provenance extending backwards into the Truman or Eisenhower administrations. That leaves the most defensible conclusion narrower than either the leak or hoax narratives. An anonymous 35 mm film delivery is part of the documented history of how the alleged MJ-12 papers surfaced, but the delivery mechanism cannot establish where the photographed pages originated. Albuquerque identifies a postal waypoint, not an author. Shandera identifies the first reported recipient, not the previous custodian. And without reliable evidence linking the parcel backwards to a photographer, a source file and an accountable sender, the person behind the December 1984 mailing remains unidentified.
