Was Truman's MJ 12 Signature Copied From Another Letter?

Introduction

The Truman signature issue is unusually important because it is potentially more than a stylistic anomaly. The disputed MJ-12 memorandum, dated 24 September 1947 and addressed to Secretary of Defense James Forrestal, bears what purports to be President Harry S. Truman’s signature. Critics argue that this signature was copied from a genuine Truman letter to Vannevar Bush dated 1 October 1947. If that copying can be demonstrated, the result is narrow but powerful: Truman did not freshly make that particular signature on the disputed memorandum. It would therefore be strong evidence that the Truman-Forrestal document, in the form presented as an authentic 1947 presidential memorandum, was manufactured. It would not by itself prove that every document ever labelled “MJ-12” is false, identify the forger, or disprove the existence of some unrelated secret programme. That distinction makes the signature a useful example of the difference between an anomaly and a potentially conclusive falsification test.

The two Truman signatures at the centre of the claim

The questioned document is a one-page memorandum ostensibly from Truman to Forrestal. It authorises Forrestal to proceed with an undertaking and says that the matter is henceforth to be called “Operation Majestic Twelve”. The comparison document is mundane by comparison: an authentic White House communication Truman sent to Vannevar Bush on 1 October 1947. That distinction is crucial. The allegation is not simply that the questioned signature “looks like Truman”. A convincing imitation ought to look like Truman. Rather, Philip J. Klass argued that the questioned signature reproduced the specific geometry and accidental details of the signature on this particular genuine document. The comparison attracted further attention because the two images are not reproduced at precisely the same apparent scale. Accounts of Klass’s analysis describe the MJ-12 version as somewhat enlarged, darker or stretched, effects attributed to repeated photocopying. Questioned-document examiner Peter Tytell became central to the claim. Klass reported that after copies of the two signatures were submitted to Tytell, the examiner concluded that the signature on the alleged 24 September memorandum was a pasted-on photocopy of the genuine 1 October signature. This is stronger evidence than merely discovering that Truman signed his name in a highly consistent way. The allegation concerns correspondence at the level of individual, unintended features.

Why identical incidental strokes matter

The most frequently cited example is a small stray or “skid” mark associated with the right-hand vertical stroke of the “H” in “Harry”. Klass reported that this anomalous mark occurs in both the genuine Bush signature and the questioned MJ-12 signature. His comparison material also included other authentic Truman signatures from roughly the same period, intended to show ordinary variation between genuine examples.[Debunker]debunker.comPHILIP J. There is another, subtler feature. In the genuine Bush letter, Truman’s signature lies close enough to the complimentary closing that part of the signature interacts with the typed text. Accounts of the forensic argument say the corresponding area of the questioned version appears altered or weakened, consistent with someone removing unwanted material from the donor image before reproducing the signature. That combination matters because mechanical copying preserves information that a new act of signing does not. Imagine two handwritten signatures sharing the same general form: that is expected. Now imagine that both contain the same tiny unintended pen excursion in the same place, with their complicated curves and junctions also corresponding when properly scaled. The hypothesis of two independent handwritten signatures becomes progressively less satisfactory; reproduction from a common image becomes the simpler explanation.

This is why the signature claim differs fundamentally from arguments about an unusual date format or bureaucratic convention. A government office can depart from its normal formatting rules. A person can spell or punctuate something differently on a particular day. But an accidental pen movement embedded in one specific signature cannot normally recur because an office made an administrative exception.

Could a signature machine explain the match?

Supporters of the MJ-12 documents have disputed the inference from matching signatures to forgery. One important counterargument came from Robert and Ryan Wood, who proposed that Truman might have used a pantograph or “auto-pen” arrangement capable of producing mechanically repeated signatures. This defence is significant because it identifies the correct logical qualification. “Two signatures are identical” does not necessarily entail “one was pasted onto a forged document” if there was a legitimate contemporary process that deliberately produced duplicates. A mechanical signature device could, in principle, turn apparent identity from evidence of copying by a forger into evidence of authorised reproduction.

The difficulty is moving from possible mechanism to evidence that the mechanism produced these two signatures. Klass reported that Robert Wood himself described the questioned and Bush signatures as a “dead match”, while favouring the auto-pen explanation. Wood proposed that finding a third identical Truman signature would help resolve the question. Klass later reported that the Woods had searched at the Truman Library but had not found such a matching third signature. He also pointed to a Truman letter to Treasury Secretary John W. That does not mathematically disprove every conceivable mechanical-signing scenario. It does, however, expose the evidential burden. To rescue the disputed memorandum through a pantograph explanation, it is not enough to show that Truman sometimes used mechanical signing technology. One would want evidence that the relevant device could reproduce these particular marks, that it was being used for the relevant correspondence, and ideally other independently authenticated documents carrying the same signature pattern.

The distinction is especially important for the stray mark. If it arose from the movement encoded by a mechanical master, repeated mechanical signatures might reproduce it. If instead it was an accidental scratch generated while the genuine 1 October signature was physically being written, its appearance in the questioned image points much more strongly towards copying that particular image. Establishing which explanation fits the physical originals would therefore be preferable to relying solely on generations of photographic reproductions.

The photocopy problem cuts both ways

The publicly circulated MJ-12 material is not an original ink-on-paper Truman memorandum with an uninterrupted archival history. The signature controversy has consequently been conducted largely through photographic and photocopied material. That limits what can be inferred from ink, pressure, pen sequence, erasures and the physical relationship between toner or ink and paper.

It also explains why small dimensional discrepancies do not automatically defeat the copying hypothesis. Nickell and Fischer described the questioned signature as darker and slightly stretched through multiple copying. MJ-12 defenders have nevertheless challenged the word “identical”. That disagreement suggests a more careful formulation than is sometimes found in popular retellings. The evidential question is not simply whether two JPEG-like images have exactly equal widths to the millimetre. It is whether the detailed correspondence is best explained by independent signing, legitimate mechanical duplication, or image transfer followed by photocopying. An original questioned memorandum would make that dispute much easier to investigate. Examiners could potentially distinguish original pen strokes from reproduced imagery and study alterations directly. Without such an original, the signature comparison remains unusually strong evidence but must be described in terms appropriate to the material actually available.

What a copied signature would prove — and what it would not

If the Bush-to-Forrestal image-transfer hypothesis is established, its immediate consequence is straightforward: the signature on the alleged 24 September 1947 Truman-Forrestal memorandum cannot represent Truman independently signing that sheet as presented. The signature would instead derive from another document.

For the Truman-Forrestal memorandum, that would be devastating. Its evidential force depends on being an authentic presidential record authorising “Operation Majestic Twelve”. A transplanted signature is not an eccentricity in White House procedure; it is evidence that somebody constructed the purported signed document.

There is also a limited knock-on consequence for the original Eisenhower Briefing Document. The alleged 1952 briefing explicitly relies on the purported Truman authorisation, and the Truman memorandum was presented with that material. The inference should stop there unless additional evidence carries it further. A copied signature would not, by itself, establish who manufactured the document, when the manufacture occurred, or why. It would not demonstrate that every later document marketed or discussed under the “Majestic” label came from the same source. Most importantly, it would not logically prove that no secret UFO-related committee could ever have existed. It would prove something narrower and more useful: that this purported documentary evidence for such a committee had been artificially constructed.

That is precisely why the Truman signature belongs on the “conclusive falsification test” side of the MJ-12 debate rather than among weak anomalies. The case does not rest on what a presidential signature ought to look like. It asks whether an allegedly independent 1947 signature contains enough information from one identifiable genuine signature to establish a copying relationship. The resulting judgement can therefore be both strong and carefully bounded. Demonstrated image transfer would falsify the Truman-Forrestal memorandum as an independently signed Truman original. It would seriously damage the particular MJ-12 document chain built upon that memorandum. It would not, without further evidence, settle every historical claim placed under the much broader MJ-12 story.
