By 9 July, contemporary newspaper reports were carrying Brigadier General Roger Ramey’s explanation that the debris was a balloon and radar target. They described tinfoil, broken wooden components and rubber remnants, with rancher W. W. The claimed July-to-September escalation

After 7 July, the alleged briefing jumps over most of August and early September. This is significant because it does not attempt to narrate weeks of operational detail. Instead, it presents selected dates as milestones showing that the recovered material has moved steadily upwards through a secret decision-making system.

The next major date is 19 September 1947. According to the briefing, General Nathan Twining and scientist Vannevar Bush organised a covert analytical effort on direct presidential orders. The strongest way to assess this chronology is to separate dates that correspond to independently documented events from dates whose extraordinary meaning depends on the MJ-12 papers themselves.

The July public sequence has a documentary foundation.
