What Does the Albuquerque Postmark Really Prove?
The Albuquerque postmark narrows where the parcel entered the mail, but it does not identify who prepared or photographed the material.

Introduction
The Albuquerque postmark is one of the few apparently concrete geographical clues attached to the anonymous 35 mm film from which the original MJ-12 papers emerged. Accounts agree that television producer Jaime Shandera received the film at his Burbank, California, home in December 1984 and that the mailing pointed back to New Mexico; more detailed reconstructions identify Albuquerque specifically. But the evidential reach of that clue is narrow. A postmark can indicate where an envelope entered or was processed by the postal system. It cannot establish who mailed it, who photographed the alleged documents, where the papers themselves had been kept, or whether the envelope later displayed as evidence was necessarily the envelope that contained the film.
Albuquerque nevertheless matters because it was already an important location in William Moore’s network of UFO and intelligence contacts, particularly around Kirtland Air Force Base and Air Force Office of Special Investigations personnel. That makes the postmark a legitimate investigative lead. Conflicting accounts of the mailing date
The broad chronology is relatively stable. Shandera is said to have received the anonymous parcel on 11 December 1984. The package contained exposed or undeveloped 35 mm film which, once processed, produced images of the alleged Eisenhower Briefing Document and Truman memorandum. Even the Albuquerque postmark date is reported differently. Kevin Randle’s detailed reconstruction says that the outer manila envelope was postmarked in Albuquerque on 8 December 1984 and received on 11 December. The disagreement is small — one day — but methodologically useful. It shows why the postmark should not be treated as a precision forensic datum unless the original envelope itself, its markings and its documented custody can be independently examined. The dispute does not demonstrate that the mailing story was fabricated; ordinary recollection, transcription or publication errors could readily account for a one-day difference. What it does mean is that claims such as “mailed from Albuquerque on 8 December” or “mailed on 9 December” carry more certainty than the surviving secondary record warrants.
There is a still deeper problem. Randle, although a longstanding investigator of the MJ-12 controversy, points out that the displayed December 1984 Albuquerque envelope does not by itself prove that this particular envelope originally held the film. That distinction is easy to miss. There are really several propositions, of increasing evidential difficulty: that an Albuquerque-postmarked envelope existed; that Shandera received it in December 1984; that this envelope contained the particular film later associated with MJ-12; and that the film photographed authentic government documents originating decades earlier. Even accepting the first two propositions does not establish the last two.
Why a postmark is not a chain of custody
The central provenance problem is not whether Albuquerque appears on an envelope. It is the enormous evidential gap between that envelope and the alleged government papers of 1947 and 1952.
A genuine chain of custody would ideally connect the alleged originals through identifiable custodians, files, copying or photography, transfer and eventual delivery. Here, the public trail begins at the opposite end: an anonymous parcel arrives containing film images. The original sheets photographed on that film were not supplied with it. Consequently, investigators could examine the photographic content but could not establish the physical history of the papers through the envelope.
This matters because a postmark authenticates very little about what is inside an anonymous mailing. Even if the Albuquerque marking and December date are accepted without reservation, they would establish neither that the film was exposed in Albuquerque nor that the documents were created there. Someone could have photographed papers elsewhere and carried the film to Albuquerque; passed it to an intermediary there; or deliberately mailed it from Albuquerque because the location itself would suggest a particular source. Conversely, an Albuquerque resident could have posted it without having created either the film or the alleged documents.
The same distinction applies to government provenance. Later searches did not recover an official archival trail connecting the anonymous film to the executive branch. In 1995 the US Government Accountability Office reported that the Information Security Oversight Office, Air Force and National Archives knew the MJ-12 material from submissions by non-governmental persons and found no evidence that the written material constituted documents originally created in the executive branch. The National Archives’ examination of the supposedly corroborating Cutler-Twining memorandum illustrates what stronger provenance checking looks like. Archivists checked its filing context, classification numbering, related files, paper characteristics, National Security Council records and Eisenhower-era practices. That does not retrospectively tell investigators who mailed the 1984 film. It shows why the Albuquerque postmark cannot substitute for documentary provenance. A location printed on packaging belongs to the history of the parcel. It is not automatically part of the history of the documents depicted inside it.
Why Albuquerque and Kirtland drew suspicion
Albuquerque was not a random city in the pre-existing MJ-12 story. Kirtland Air Force Base was there, and Moore had already been dealing with Richard Doty, an Air Force Office of Special Investigations figure associated with Kirtland and with controversial UFO information circulating before the Shandera mailing. The connection reaches back before the film. An alleged “Project Aquarius” communication circulated in the UFO community containing an early reference to “MJ-12” or “MJ Twelve”. Robert Hastings reported that the document purported to be an AFOSI Headquarters message to Kirtland concerning UFO photographs and films associated with Albuquerque resident Paul Bennewitz. AFOSI denied originating it and described it as a fabrication. That prehistory changes the significance of the postmark. Albuquerque was already linked to a stream of purported insider information involving Moore, Kirtland and AFOSI before the principal MJ-12 film appeared. Sparks and Greenwood further note that Moore and Stanton Friedman had identified nearly all the people who would later appear on the alleged MJ-12 membership list through their own archival research before receipt of the film. There is also evidence that Moore and his colleagues themselves regarded the Albuquerque clue as potentially connected to their “inside” contacts. Sparks and Greenwood quote earlier accounts referring to communications that supposedly foreshadowed the arrival of material and saying that the Albuquerque postmark appeared to offer a clue to an insider connection. The resulting inference is reasonable but limited: the Albuquerque postmark strengthens the case for investigating Moore’s New Mexico and Kirtland contacts as possible routes by which the film reached Shandera. It does not establish that any particular contact actually posted it.
Competing sender theories
Once Albuquerque is placed beside the Kirtland history, several explanations remain possible, and the postmark alone cannot discriminate among them.
An individual connected with Kirtland or AFOSI could have sent the film. This theory draws strength from Moore’s earlier contacts and from the appearance of MJ-12 terminology in the disputed Aquarius material. Richard Doty has therefore attracted particular suspicion in critical accounts. But geographical proximity and previous involvement are circumstantial evidence, not proof of authorship or mailing. A private hoaxer familiar with those connections could have used Albuquerque deliberately. If the intended recipients knew that supposed insiders were associated with Kirtland, an Albuquerque postmark would be an inexpensive way to make an anonymous parcel seem consistent with an intelligence-source narrative. In that scenario, the location would be part of the presentation rather than evidence of official origin.
A genuine source could also have used Albuquerque as a cut-out point. Someone possessing authentic material need not mail it from where it was obtained or photographed. That possibility prevents the postmark from disproving a government-source hypothesis by itself. It also makes the hypothesis difficult to verify: once anonymous intermediaries and deliberate routing are admitted, almost any postal location can be accommodated.
The displayed mailing evidence itself could be incomplete. These possibilities are not equally supported by the broader MJ-12 evidence, but the postmark cannot settle the competition among them. Its strongest legitimate use is as a lead for reconstructing contacts, movements and communications around Albuquerque in late 1984 — not as a fingerprint identifying a sender.
What the Albuquerque clue really proves
The safest conclusion is narrower than either side of the MJ-12 dispute sometimes implies. The reported Albuquerque postmark is consistent with the claim that the anonymous parcel entered the postal system in or through Albuquerque shortly before Shandera received it in California. But each additional conclusion requires evidence the postmark does not supply. It does not prove that Kirtland Air Force Base was the source. It does not prove that AFOSI sent the parcel. It does not identify Richard Doty, William Moore or anyone else as the sender. It does not establish where the film was exposed. Above all, it does not transport the alleged MJ-12 documents backwards from an anonymous 1984 mailing into verified government custody in 1952.
That last gap is decisive for provenance.
