Why Friedman Rejected Many MJ 12 Documents but Kept Three

Introduction
Stanton Friedman’s handling of the later MJ-12 papers was important because he did not defend every document carrying the Majestic label. He concluded that many papers received by California researcher Timothy Cooper were fabricated “emulations”: altered versions of genuine historical documents, sometimes retaining copied handwriting or signatures while substituting names, dates and MJ-12 material. That rejection became part of Friedman’s defence of the three documents he regarded as the core set: the 1952 Eisenhower Briefing Document (EBD), the 1947 Truman-Forrestal memorandum (TFM) and the 1954 Cutler-Twining memorandum (CTM). His argument was essentially one of separation: a demonstrably false later document did not make an earlier, independently surfaced document false merely by sharing the MJ-12 name. This was a logically valid distinction, but a limited one. The Cooper documents Friedman called emulations
The Timothy Cooper material presented Friedman with a useful test of his document-by-document approach. Cooper had begun receiving quantities of purported MJ-12 material, mostly as photocopies, rather than documents recovered through a clearly documented government archival chain. The decisive discovery was not merely that some Cooper papers looked suspicious. Friedman found what he regarded as their source documents.
One supposed MJ-12 paper was a February 1948 memorandum attributed to Admiral Roscoe Hillenkoetter and addressed to President Truman. Its discussion of large quantities of “product”, machines and material reaching the president reminded Friedman of wartime intelligence language concerning MAGIC, the American effort exploiting intercepted Japanese communications. A second breakthrough came through Larry Bland, an archivist at the George C. Marshall Research Library. Friedman showed Bland a supposed Marshall letter to Charles Humelsine. Bland recognised its structure as resembling Marshall’s famous 1944 communication to Republican presidential candidate Thomas Dewey, written to discourage disclosure that the United States was reading Japanese communications. Friedman then followed a clue involving General Albert Wedemeyer. In the published Wedemeyer Reports, he found three genuine documents that he regarded as models for Cooper papers. Other source texts appeared in The American MAGIC. That method explains why a fabricated paper could initially look persuasive. Authentic handwriting, signatures and bureaucratic formatting were not necessarily evidence that the underlying text was authentic. In Friedman’s comparisons, handwritten elements could align with their counterparts on genuine source documents even though the typed narrative had been transformed into an MJ-12 story. This was more significant than identifying an isolated typo. It supplied a reproducible mechanism for forgery. Once a historical original could be placed beside a purported MJ-12 derivative and distinctive passages and handwritten marks matched, the suspicious resemblance no longer depended mainly on subjective judgements about whether a document “looked right”.
Altered wording exposed the fabrication method
The clearest example involved a purported 9 July 1947 presidential directive to General Nathan Twining. Friedman compared it with a genuine Truman directive to General Albert Wedemeyer carrying the same date. The genuine document concerned Wedemeyer’s mission in East Asia. In the supposed MJ-12 version, Twining and New Mexico were substituted into language designed for an entirely different assignment. The substitutions also created contextual errors. The genuine directive could sensibly instruct Wedemeyer to proceed from China to Korea because those were separate locations relevant to his mission. The MJ-12 version transformed this into an instruction that, after finishing in New Mexico, Twining should go to Sandia. Another altered passage asked for an assessment of the consequences if “assistance” were not given. That made sense in the authentic Wedemeyer context, where American assistance to China was a major policy question. Transferred into the alleged Twining mission, Friedman argued, the wording lost its obvious object: assistance to whom, and for what? The problem was therefore not simply unusual phrasing. These comparisons strengthened Friedman’s rejection because they combined several indicators: a discoverable historical template, closely preserved language, copied handwritten material and errors introduced by changing the original context. In other words, the case did not rest on one debatable rule about how a classified memorandum ought to look.
Historical checks caught errors that appearance could not
Friedman also tested the Cooper material against independently checkable facts. One purported document placed Air Force General Carl Spaatz with Twining in New Mexico on 7 July 1947. He found a similarly useful timing check in Twining’s own movements. Some mistakes were more elementary. Friedman highlighted a Cooper document referring to deuterium as “light hydrogen”. Deuterium is the heavy isotope of hydrogen, so the terminology was scientifically wrong. These checks illustrate an important feature of Friedman’s method when it worked best. Instead of treating official-looking stamps, signatures or secrecy markings as decisive, he compared claims with flight records, calendars, archival expertise, scientific facts and published historical documents. That approach could expose a fake even when its visual presentation borrowed authentic features.
It also produced a striking reversal. Poor photocopy quality or apparently convincing signatures could make a paper look old and difficult to fabricate, but once the genuine source document was identified those qualities could become evidence of the copying process itself. A real signature reproduced photographically was no longer strong evidence that the person had signed the altered text.
Rejecting fakes became part of Friedman’s defence
Friedman was explicit that his conclusions about MJ-12 occupied more than two categories. That distinction mattered rhetorically as well as analytically. Critics could portray the growing number of dubious MJ-12 papers as evidence that the entire documentary tradition was contaminated. Friedman instead treated “MJ-12 documents” as a label covering materials with different origins and evidential histories. A Cooper photocopy arriving years later could not automatically determine the status of the EBD, TFM or CTM.
He stated the principle especially clearly in a 1999 email concerning one fraudulent Cooper document. The qualification cuts both ways. If association with a proven fake cannot disprove another document, association with material Friedman considered authentic cannot authenticate it either. Each item requires evidence about its own provenance, content and physical characteristics.
This helps explain why Friedman could simultaneously become a prominent defender of MJ-12 and one of the people documenting MJ-12 fabrications. His position was not “MJ-12 papers are genuine”. It was closer to a classification exercise: some fake, some unresolved and a small core defended as genuine. Why the separation does not authenticate the original three
There is an important logical limit to Friedman’s defence. Showing that he correctly detected a later fabrication establishes something about his willingness and, in those cases, his ability to recognise forged material. It does not provide provenance for the documents he accepted.
The US National Archives reported extensive searches of Air Force and Joint Chiefs of Staff records for MJ-12 material, with searches also undertaken by the Truman and Eisenhower presidential libraries. The federal archival record has not produced independent authentication of the alleged MJ-12 programme. Those official findings do not make the Cooper emulation analysis irrelevant. They show why its proper evidential role must be kept narrow. Friedman demonstrated that at least some later MJ-12 papers could be traced to mundane historical source texts and exposed as altered constructions. That is affirmative evidence against those particular papers. It does not follow that every document mentioning MJ-12 was produced by the same person, by the same technique or at the same time.
But the reverse inference is equally unwarranted. Successfully distinguishing a Cooper forgery from the earlier papers does not establish that the earlier papers came from the US government. Friedman’s finding answers the question, “Can this later paper be shown to be fabricated?” It does not answer the separate question, “Can the EBD, TFM or CTM be securely traced to its claimed creator and official chain of custody?”
The result is a narrower but more defensible understanding of what Friedman’s rejection of later fakes actually contributed. It prevented the MJ-12 dispute from being reduced to a single contaminated pile of documents and provided concrete examples of how altered papers could be identified. At the same time, it left the central authenticity dispute over his favoured documents intact. Rejecting the Cooper emulations strengthened the internal selectivity of Friedman’s case; it did not supply the independent provenance needed to turn his defence of the original three into authentication.
