The date is unusually well chosen. On the genuine historical record, 24 September fell amid a major reorganisation of US national-security machinery, and Truman really did meet Forrestal and Bush together that morning. Yet that striking chronological fit is circumstantial, not documentary confirmation. The authorisation claim
Two closely connected alleged documents establish the 24 September date. The first is the purported 1952 Eisenhower Briefing Document, which says that Majestic-12 was a top-secret research and intelligence operation answering directly to the president. It claims the group was created by a “special classified executive order” of Truman on 24 September 1947 following recommendations from Bush and Forrestal. The second is the alleged Truman-to-Forrestal memorandum, also dated 24 September. Its wording is less like a conventional public executive order than a short personal presidential directive. That relationship between the two papers is important. The later briefing does not provide independent confirmation of the Truman memorandum; it incorporates the same underlying claim and presents the alleged 1947 memo as its supporting attachment. If that attachment is not authentic, the 1952 document’s account of MJ-12’s foundation loses its principal documentary anchor.
There is also a distinction worth preserving between what the alleged papers actually say and later retellings. The core claim is not simply that Truman became interested in UFOs in September 1947. It is much more specific: he allegedly established a continuing, compartmented organisation with named senior participants, presidential reporting lines and authority to manage an extraordinary recovery programme. That degree of institutionalisation is precisely why the absence or presence of collateral records matters so much.
Why 24 September 1947 looks historically plausible
The strongest genuine chronological fact supporting the surface plausibility of the story is Truman’s appointment diary. That is an unusually close match to the cast of the alleged MJ-12 foundation story. The 1952 briefing says Truman acted on the recommendation of Forrestal and Bush, while the supposed Truman memo opens by referring to a “recent conversation”. The authentic diary establishes that all three men were indeed together on the day assigned to the alleged authorisation.
It does not, however, establish what they discussed. The calendar entry supplies no MJ-12 reference, UFO subject or Roswell connection. Nor does it establish whether the alleged memorandum was supposedly written before or after the 11:30 meeting. The coincidence therefore strengthens the documents’ historical realism without authenticating their contents.
The broader institutional timing is equally notable. Forrestal had become the United States’ first Secretary of Defense only on 17 September, seven days before the alleged MJ-12 order. The Central Intelligence Agency formally came into existence on 18 September, replacing the Central Intelligence Group under the National Security Act of 1947. Finally, the first meeting of the National Security Council took place on 26 September, only two days after the alleged order. The result is an exceptionally convincing setting for a fabricated secret-government narrative: 17 September, Forrestal enters the new defence post; 18 September, the CIA becomes operational; 24 September, Truman genuinely meets Forrestal and Bush; and 26 September, the new National Security Council holds its first meeting. An alleged covert committee dated to that week can therefore appear deeply embedded in real institutional change even without leaving independent evidence of its own.
The post-Roswell chronology
The alleged authorisation is commonly described as occurring “immediately after Roswell”, but the interval is more precisely about eleven weeks. The Roswell Army Air Field announced recovery of a “flying disc” on 8 July 1947; the alleged Truman order is dated 24 September. A later GAO review confirmed the existence of two contemporary government records connected with the July episode: a 509th Bomb Group/Roswell Army Air Field history and an FBI teletype of 8 July. Within the MJ-12 narrative, those intervening weeks are supposed to have been a period of investigation culminating in presidential-level organisation. The authentic federal record does not reproduce that chain. GAO’s later search examined records from the Pentagon, FBI, CIA, National Security Council and other agencies and found no contemporary documentation establishing an extraterrestrial recovery or subsequent MJ-12 organisation. It also noted an important complication: some Roswell Army Air Field administrative records and outgoing messages for the relevant era had been destroyed without adequate documentation of the disposal authority. Missing local records, however, are not equivalent to evidence for a presidential committee. The alleged 24 September action would have operated at a much higher level than Roswell Army Air Field and supposedly involved the presidency, Secretary of Defense, Director of Central Intelligence, senior officers and prominent civilian scientists. Its evidential footprint would therefore be expected across several record systems, not just the files lost at Roswell.
The date fits better than the surviving paper trail
The most important distinction is between chronological compatibility and documentary corroboration.
Chronologically, the story is impressively constructed. Documentarily, the situation is much weaker. The National Archives says it conducted extensive searches of Air Force and Joint Chiefs of Staff records for MJ-12 material. The Truman and Eisenhower presidential libraries also searched their holdings, while National Security Council files were examined for relevant references. The GAO reached a similar conclusion in 1995 when asked to examine the status of MJ-12 material. It reported that the Information Security Oversight Office, Air Force and National Archives knew of the material through submissions from private individuals rather than through identifiable government originals. The FBI’s handling of the material was also negative. That does not mean every factual detail appearing in the papers is false. Some are demonstrably accurate, including names, offices and the 24 September presidential meeting. The authentication question is whether those true details originated in a genuine secret 1947 record or were assembled later to make a manufactured document fit the historical calendar.
What surviving records would be expected?
Secrecy makes this question more complicated than simply asking whether an executive order appeared in the Federal Register. A genuinely compartmented presidential programme need not have been announced publicly, and Truman used confidential presidential directives in national-security affairs. The lack of a published “Executive Order creating MJ-12” therefore cannot by itself settle the question.
The more telling issue is the absence of collateral documentation. If the alleged memorandum accurately describes a continuing presidential operation involving Forrestal, Bush and the Director of Central Intelligence, researchers would reasonably look for some combination of:
- references in Truman’s presidential files or the papers of his senior aides;
- Forrestal correspondence, memoranda, appointment records or defence-office files;
- Bush papers reflecting a special presidential scientific assignment;
- CIA or Director of Central Intelligence correspondence concerning membership, briefings or reporting;

- records establishing later appointments, replacements, clearances, funding or responsibility for the supposed organisation.
No single missing category would be decisive. Highly sensitive programmes can create deliberately sparse records, euphemistic references or files retained outside normal channels. But the alleged MJ-12 scheme is presented as lasting for years and involving twelve senior figures. The longer and more bureaucratically complex such an organisation became, the harder it would be for every trace to disappear simultaneously from presidential, defence, intelligence and personal archival collections.
The National Archives’ search is therefore particularly relevant. Its MJ-12 reference work states that researchers searched records of the Secretary of Defense, Joint Chiefs of Staff, Air Force and related bodies, while inquiries to other national-security organisations produced no confirming material. One supposed MJ-12 reference did turn up physically in federal holdings: the 1954 Cutler-Twining memorandum. But rather than establishing a clean supporting trail back to Truman’s alleged 1947 order, the National Archives identified anomalies in that document’s filing and security markings and found no surrounding MJ-12 records in the relevant folder or associated searches. The Truman memorandum itself remains the weak point
For the September 1947 timeline, the alleged Truman-to-Forrestal memorandum is the crucial document. Without it, the strongest evidence for 24 September reduces to the assertion in a supposed 1952 briefing whose provenance is itself disputed.
Critics have also challenged the Truman signature on the memorandum. Aviation journalist and MJ-12 critic Philip J. Klass reported that it matched a genuine Truman signature on a 1 October 1947 communication to Vannevar Bush, including small incidental features that he regarded as evidence the signature had been reproduced photographically rather than signed independently. Supporters see a highly specific date, real officials and a genuine presidential meeting as difficult coincidences to dismiss. Critics regard precisely those features as information that could have been harvested from historical records to construct a plausible retrospective document, particularly when no government original or independent administrative trail has surfaced.
What the September 1947 timeline can actually establish
The historical record confirms an intriguing set of circumstances around 24 September 1947. What the record does not confirm is the additional step claimed by the MJ-12 papers: that the subject of the 24 September meeting was Roswell, that Bush and Forrestal recommended a twelve-man extraterrestrial recovery committee, or that Truman issued a classified order creating “Operation Majestic Twelve”.
That distinction is the central lesson of the alleged authorisation timeline. The date is not random or obviously impossible; indeed, it is one of the most historically persuasive details in the MJ-12 story. But a plausible date is not the same thing as authenticated governance.
