Stanton Friedman’s position on the alleged MJ-12 documents was narrower than the blanket endorsement sometimes attributed to him. He argued most strongly for three papers: the 18 November 1952 Eisenhower Briefing Document (EBD), the 24 September 1947 Truman-Forrestal memorandum (TFM) embedded in that briefing, and the 14 July 1954 Cutler-Twining memorandum (CTM) found in National Archives files. Friedman’s defence therefore did not depend on treating “MJ-12” as one authentic archive. His case was cumulative: he tried to show that common forgery arguments against the original three were weaker than critics claimed, while pointing to period details that he thought a hoaxer would have been unusually fortunate or well informed to reproduce. That approach produced some genuine counterpoints to early debunking arguments. Which documents Friedman defended
By 2004 Friedman described the EBD, TFM and CTM as the “original documents” and said that, “on balance”, he regarded all three as almost certainly genuine. He treated them as a linked evidential set rather than three interchangeable items. That distinction became more important as additional MJ-12 material appeared. Friedman eventually argued that the large collection supplied to researcher Timothy Cooper contained demonstrable “emulations”: genuine historical documents had apparently been copied or retyped, with names, destinations or MJ-12 references substituted. In one example, he compared a supposed Truman directive to General Nathan Twining with a genuine Truman directive concerning General Albert Wedemeyer and found matching layout and handwritten material alongside altered wording. This willingness to reject material was central to Friedman’s self-presentation as an authenticator rather than an indiscriminate believer. It also has an important consequence for assessing his argument: evidence that a later Cooper document was fraudulent does not, by itself, establish that the earlier EBD, TFM or CTM was fraudulent. Conversely, proving that one criticism of the core papers was mistaken would not establish that the papers were genuine. Each disputed feature has to be weighed separately.
His responses to forgery claims
Friedman’s defence was strongest when he could show that a criticism presented as a decisive anachronism was actually less decisive than advertised. His case was weaker when he had to explain away anomalies rather than independently trace a document into official custody.
One recurrent controversy concerned typefaces and office practice. Philip Klass had argued that the Cutler-Twining memorandum’s Pica type did not fit the National Security Council material he had examined, which predominantly used Elite type. Friedman searched Eisenhower-era files and said he produced more than fourteen documents from James Lay’s NSC office using the same Pica typeface. According to Friedman’s account, Klass consequently paid him $1,000 under a wager concerning whether such examples could be found. Friedman made a similar argument about the date and formatting conventions of the EBD. Critics noted irregular styles, including the form “18 November, 1952”, and argued that it departed from standard government practice. Friedman answered that archival records did not follow one immutable style: in his research he found White House and intelligence documents using several date formats, sometimes within the same office over short periods. This response matters because a style manual can establish what was prescribed without proving what every official actually typed. The military ranks in the briefing attracted a related objection. The document referred generically to men as “Admiral” or “General” rather than always giving their precise grade. Friedman searched Eisenhower White House material and reported finding memoranda by Andrew Goodpaster that similarly used generic ranks for meeting participants, even where Goodpaster himself signed with his exact grade. The Hillenkoetter language argument
Friedman also sought evidence that the EBD’s prose was compatible with its purported author, former CIA director Rear Admiral Roscoe Hillenkoetter. He obtained 27 examples of Hillenkoetter’s writing from the Truman Library and supplied them, along with the EBD, to linguist Robert Wescott. That finding was useful to Friedman because it answered a particular question: did the briefing’s linguistic style obviously contradict Hillenkoetter’s known writing? Wescott’s answer, as Friedman reported it, was no. Yet stylistic compatibility has an obvious limit. A capable imitator using authentic correspondence as a model can produce compatible language, and stylistics cannot provide a chain of custody. Wescott’s conclusion therefore functions more naturally as evidence against an obvious stylistic forgery than as positive proof that Hillenkoetter created the document.
The Truman signature was Friedman’s hardest problem
The Truman-Forrestal memorandum presented perhaps the most damaging technical objection to the original set. Its Truman signature closely resembles a signature on an authentic 1 October 1947 Truman letter to Vannevar Bush. Critics, notably Klass, argued that the genuine signature had been copied and transplanted onto the alleged MJ-12 memorandum. Friedman did not simply deny that the signatures resembled one another; indeed, he took credit for finding the Bush document used in the comparison. He argued that measurements showed that portions of the two signatures did not scale identically and therefore resisted describing them as exact copies. More importantly, he offered an alternative explanation for why a reproduced signature might appear on a genuine briefing attachment. A document examiner cited by Friedman, James A. Black, also complicated rather than resolved the dispute. Black reportedly concluded that the memorandum’s typeface was compatible with an Underwood Standard exemplar from 1940, weakening claims that the typing technology necessarily dated from the 1960s. But Black also judged the Truman signature itself most likely to be a reproduction because of characteristics of its ink line. This illustrates the central weakness in Friedman’s method. He could devise a historically possible scenario in which a genuine government file contained a reproduced signature. But possibility is not evidence that this actually happened. Once a signature that should be powerful authentication evidence instead requires a special explanation, the burden on independent provenance becomes greater, not smaller.

Why he thought the Cutler-Twining memo was unusually strong
For Friedman, the Cutler-Twining memorandum was especially significant because, unlike the anonymously mailed EBD photographs, a physical copy was found in a federal archive. Critics quickly identified an awkward fact: Robert Cutler was travelling abroad on 14 July 1954, the date on the memorandum. The National Archives itself records that Cutler was visiting military installations in Europe and North Africa from 3 to 15 July. Its reference report adds that Cutler had left instructions to subordinates James Lay and J. Patrick Coyne concerning NSC administrative matters during his absence. Friedman turned precisely that objection into part of his defence. The CTM is unsigned and contains no “/s/” notation indicating that Cutler had personally signed an original. Friedman argued that Lay, the NSC executive secretary, could have issued a short scheduling memorandum in Cutler’s name while handling his office during the trip. He further reported finding correspondence showing that Cutler had told Lay to keep matters moving during his absence and that Lay was communicating with both Cutler and Eisenhower. He also emphasised physical and clerical details: the CTM was on onionskin paper, bore a slanting red pencil mark through its security marking, and used a typeface he found elsewhere in NSC material. Yet the National Archives found broader problems that Friedman’s Lay hypothesis did not remove. The document lacked the Top Secret register number used to organise the surrounding record series; no other MJ-12 document appeared in its folder; searches of Air Force, Joint Chiefs of Staff, National Security Council and presidential-library holdings found no supporting documentation; and Eisenhower’s appointment books contained no entry for the purported 16 July 1954 MJ-12 briefing. The crucial distinction is therefore between being present in an archive and having an archival provenance that authenticates origin. The CTM indisputably became a document in National Archives custody. The “how would a hoaxer know?” argument
Friedman’s most distinctive positive argument concerned details that he said were confirmed only after the core papers surfaced. He claimed to have assembled dozens of such points and repeatedly asked how a forger would have known them.
One example involved Donald Menzel, the Harvard astronomer and prominent public UFO sceptic listed among the alleged MJ-12 members. Friedman initially regarded Menzel’s inclusion as suspicious. His subsequent research in Menzel’s papers, however, convinced him that Menzel had undertaken extensive classified work connected with US intelligence and cryptographic organisations. This is an interesting discovery, but it requires careful separation of two propositions. Menzel having classified connections undermines the objection that he was obviously unsuitable for secret government work. It does not show that he served on MJ-12. Friedman used the same reasoning with Nathan Twining’s movements. The EBD places the beginning of an investigation in New Mexico on 7 July 1947. Again, the evidential value is real but bounded. A correct obscure detail increases the sophistication required of a forger if there is good reason to believe that the information was genuinely inaccessible beforehand. It does not identify the author, and it becomes less probative if an unknown document maker could have had archival access, military contacts or unpublished records. Friedman’s argument is therefore strongest as an argument against the idea of an uninformed, careless hoaxer.
Where his case remained incomplete
Friedman succeeded in showing that several popular “one-line” debunking arguments were too strong. The wrong typeface was not demonstrably wrong; governmental date formats were less uniform than critics sometimes implied; generic military ranks existed in contemporary White House records; Menzel’s secret-government background was more substantial than outsiders had known; and Cutler’s absence did not make it administratively impossible for his office to send an unsigned memorandum in his name. These findings are a legitimate part of the historical debate.
But they do not amount to authentication. The most important missing evidence remained unchanged: no original EBD or Truman-Forrestal memorandum with traceable government custody has surfaced. The EBD arrived as images on anonymously mailed film. Official searches also failed to produce the supporting paper trail that would normally transform circumstantial compatibility into historical confirmation. The FBI’s position was more categorical. Those official findings do not, by themselves, explain who created the papers or precisely how the CTM entered archival files. Nor do they negate every archival observation Friedman made. They do establish that his cumulative defence never crossed the key threshold from plausibility arguments and rebutted anomalies to verified governmental provenance.
What Friedman’s defence ultimately establishes
The fairest reading of Stanton Friedman’s MJ-12 work lies between two caricatures. Nor, however, did his extensive archival research authenticate the three papers he most strongly defended. Much of his best work demonstrated that particular alleged “proofs of forgery” were not proofs at all. That is historically worthwhile, because questioned documents should not be condemned on erroneous assumptions about typewriters, formatting or bureaucratic procedure.
The unresolved step was positive identification. Friedman’s evidence could often support the statement, “this feature is compatible with the period”, or “a knowledgeable government office could have done this”. That distinction is the lasting significance of Friedman’s case within the alleged MJ-12 documents controversy. He made the argument for the core papers more sophisticated than a simple appeal to their appearance, and he demonstrated why later hoaxes should not automatically be used to dispose of earlier material. But his defence ultimately remained a case for contested plausibility rather than documentary authentication.
