Did Pica Type Really Discredit the Cutler Memo?

Introduction

The Pica type used in the 14 July 1954 Cutler-Twining memorandum did not disqualify the document on typographical grounds. Philip J. Klass had treated the memo’s relatively large type as suspicious because the genuine White House and National Security Council material he had examined used smaller Elite typing. Stanton Friedman then produced genuine period documents associated with Robert Cutler and James Lay that used Pica of comparable size and style. That result matters because it changed the logical status of the typography argument. Pica could no longer be presented as something out of place in Cutler’s or Lay’s working environment. But demonstrating compatibility is not the same as demonstrating authenticity. Why Klass treated Pica type as suspicious

The dispute centred on a straightforward comparison. In conventional typewriter terminology, Pica generally means approximately 10 characters per inch, whereas Elite is the narrower 12-characters-per-inch pitch. The Cutler-Twining memorandum was typed in the larger Pica style. Klass had obtained a group of authentic National Security Council documents associated with the relevant offices, and his comparison material was in Elite. As an initial forensic lead, that was not unreasonable. Office typewriters can leave useful historical clues. If records established that the relevant office possessed or routinely used only a particular machine or pitch, a conspicuously different document could demand explanation. More decisively, a typewriter design introduced only after 1954 would create an actual chronological impossibility.

But Klass’s Pica argument was stronger than his sample justified. Nine Elite documents demonstrated that Elite machines were used; they did not establish that only Elite machines were used. In an organisation producing an enormous volume of paperwork, absence of Pica from a small comparison set could not by itself establish an office-wide prohibition or invariant typing practice. The crucial question was therefore empirical: could authentic Cutler or Lay material from the relevant period be found in Pica resembling the disputed memorandum?

The authentic White House examples Friedman produced

Klass turned the disagreement into a testable challenge. Friedman’s archival search overturned the premise that Pica was foreign to the relevant offices. In his published accounts, he said he located genuine memoranda associated with Cutler and, particularly, James S. Lay, executive secretary of the National Security Council, using the same size and style of Pica as the disputed memo. Accounts differ slightly over the total number of examples initially submitted and the precise sequence in which Klass accepted them. Some secondary summaries say Friedman supplied twenty examples before producing further material; Friedman’s own later accounts generally emphasised that more than fourteen qualifying documents existed. That payment is significant but should be described carefully. It did not mean that Klass certified the Cutler-Twining memorandum as genuine, nor that he abandoned his broader scepticism about MJ-12. It established something much narrower and more useful: the proposition that Pica typing was incompatible with genuine Cutler/Lay-era documentation had failed its own evidential test.

There was also some contemporary disagreement about exactly how decisive Friedman’s first submission was. A surviving secondary summary of the dispute notes that critic Jim Speiser regarded the initial exchange as closer to a draw because Klass’s wording called for letters and memoranda while Friedman’s first presentation reportedly supplied headings and dates rather than complete reproductions. The episode is therefore best understood not as “Friedman proved MJ-12 through typography”, but as Friedman falsified an overly restrictive claim about the typography of the relevant offices.

What the Pica examples actually changed

Before the comparison material emerged, the reasoning against the Cutler memo could be expressed as:

Authentic Cutler/Lay material uses Elite → the Cutler-Twining memo uses Pica → therefore its typing is anomalous.

The authentic Pica examples broke the first premise. Genuine documents from the relevant institutional setting could indeed appear in Pica. This distinction is especially important in questioned-document analysis. An anachronism can be powerful negative evidence. If a supposedly 1954 document contained a typographical technology that did not exist until years later, no quantity of contextual similarity could rescue its claimed date. Nor was Pica merely theoretically available somewhere in America. Friedman’s counterexamples placed comparable typing inside the particular White House/NSC documentary environment at issue. That makes the rebuttal considerably stronger than simply showing that a 1954 typewriter manufacturer sold Pica machines.

The lesson is about the reference population used in typographical comparison. Finding nine authentic Elite documents can establish that Elite was normal. It cannot establish that Pica was abnormal when a broader archival search produces genuine Pica documents from the same people, offices and period. In this respect, the Cutler-Twining dispute is a useful warning against turning a limited document sample into an absolute rule about bureaucratic practice.

Why typographic compatibility still falls short of authentication

The failure of the Pica objection should not be inverted into positive proof that the Cutler-Twining memorandum is authentic. Typography can answer the narrow question “Could a document from this office and period have looked like this?” without answering the much harder question “Was this particular document genuinely produced there?”

A competent later fabricator could, in principle, reproduce a historically available typing style. Finding authentic Pica precedents therefore removes one proposed contradiction but does not establish authorship, provenance or the reality of the “NSC/MJ-12 Special Studies Project” mentioned in the document.

That distinction becomes particularly important because the memorandum has independent problems recorded by the US National Archives. The Archives says it was found in Record Group 341 in a series filed by Top Secret register number, yet the memorandum bears no such number. No other “NSC/MJ-12” documents were found in its folder, and searches of records belonging to the Secretary of Defense, Joint Chiefs of Staff, Air Force and National Security Council produced no corroborating documentation. There are additional administrative complications. The National Archives reports that Robert Cutler was travelling through Europe and North Africa from 3 to 15 July 1954, meaning he was outside the country when the memorandum was dated. It also records that Cutler had left instructions for James Lay and J. Patrick Coyne to handle NSC administrative business while he was away. Friedman interpreted some of those circumstances differently. He argued that Lay was explicitly keeping Cutler’s work moving during the trip and that the unsigned character of the surviving Cutler-Twining copy was therefore not inherently damaging. He also pointed to other details in Cutler-Lay correspondence as evidence of shared office practices. The National Archives also makes an important institutional distinction about the document’s presence in federal custody. When it certifies a reproduction, it certifies that the copy corresponds to a document in its holdings; it does not authenticate the document or the information written on it. The narrower verdict on the Pica challenge

The defensible conclusion is narrower than either side’s broadest rhetoric. Pica type is not a valid reason, by itself, to reject the Cutler-Twining memorandum. That makes the episode important within the typography arguments over the alleged MJ-12 documents. It demonstrates how an apparently strong “wrong typewriter” objection can collapse when the comparison sample is expanded. Pica went from being presented as an anomaly to being demonstrably compatible with period office practice.

What it did not do was move the Cutler-Twining memorandum from “typographically possible” to “authenticated”.
