Introduction
The paper dispute surrounding the Cutler–Twining memorandum looks deceptively simple: does the physical onionskin sheet carry a watermark or not? The National Archives and Records Administration (NARA) reported that it did not bear an official government letterhead or watermark. MJ-12 defender Stanton Friedman later said that examination against the light revealed a “Dictation Onionskin” watermark associated with Fox paper, and research notes attributed to the Moore–Shandera–Friedman investigation record a Fox River Paper Company employee confirming that “Dictation Onionskin” was indeed one of the company’s marks.[archives.gov]archives.govNational Archives Project BLUE BOOKNational ArchivesProject BLUE BOOK - Unidentified Flying Objects | National Archives
That apparent contradiction has never been satisfactorily closed. The surviving evidence does establish something useful: onionskin paper itself is not an authenticity test, and genuine Robert Cutler material did not use one invariant paper stock. But the stronger claim — that the disputed sheet’s Fox watermark proves government origin or a 1954 creation date — goes beyond what the available evidence can demonstrate.
What NARA actually found on the onionskin sheet
Unlike the better-known MJ-12 briefing papers circulated as photographic images, the Cutler–Twining memorandum exists as a physical sheet in NARA’s custody. That makes its paper potentially testable evidence rather than merely an appearance reproduced in a photograph. According to NARA, conservation specialist Mary Ritzenthaler examined the document and determined that it was a ribbon copy prepared on “dictation onionskin”. A ribbon copy means that the sheet received the typewriter’s ribbon impression directly, rather than being an underlying carbon copy. NARA then compared that finding with material held by the Eisenhower Presidential Library. Its current online report says that the library examined a representative sample of Cutler papers. The bond-paper documents in that sample carried an eagle watermark; onionskin carbon copies could carry an eagle watermark or no watermark at all. That wording matters because some later summaries flatten NARA’s position into a stronger proposition: every genuine Cutler document had an eagle watermark. NARA’s present text does not say that. It distinguishes bond paper from onionskin copies and explicitly acknowledges genuine onionskin material without a watermark. There is nevertheless an evident difficulty for the disputed memorandum. NARA’s conservation examination identified the sheet as dictation onionskin but reported no watermark, while the comparison with known Cutler material did not establish “dictation onionskin” as the normal stock for this particular sort of NSC communication. On the official record, its paper therefore failed to provide positive physical corroboration for the claimed provenance.
Genuine Cutler papers complicate the watermark test
The comparison set became an important part of the argument because Friedman challenged the assumption that Cutler’s office used one consistent watermark. That contention is significant even without accepting Friedman’s conclusion about MJ-12. Consequently, paper variation weakens a categorical forgery argument based solely on the absence of an eagle. Office stationery is rarely a perfect forensic fingerprint. Different stocks could serve originals, carbon copies and outgoing correspondence; supplies could change; and the same office could possess more than one kind of onionskin. A memorandum cannot safely be declared genuine merely because its paper resembles period government stationery, but neither can every departure from one common watermark automatically prove fabrication.
The more discriminating question is whether the Cutler–Twining sheet matches a documented combination of period, manufacturer, paper grade and administrative use. That is where the later Fox Paper investigation was intended to strengthen the supporters’ case.
The Fox Paper claim changes the dispute
Friedman’s account directly contradicts the most straightforward reading of NARA’s report. He repeatedly maintained that when the actual archival sheet was held against the light, a “Dictation Onionskin” watermark could be seen. More unusually, surviving research material attributed to the MJ-12 investigators contains contemporaneous notes of a telephone call to Fox River Paper Company on 13 October 1987. That information is genuinely relevant. If accurate, it means a sheet bearing that watermark would not be chronologically impossible for a document dated July 1954. A watermark introduced in January 1953 could plainly appear on paper used eighteen months later. But some popular versions of the claim are stronger than the surviving notes justify. That distinction is central. Showing that Fox manufactured such paper in the correct period addresses chronological compatibility. Showing that government agencies could purchase Fox paper addresses plausible availability. Neither establishes that this particular sheet passed through the National Security Council or originated on Cutler’s desk.
Why the two watermark accounts do not neatly reconcile
The hardest problem is more basic: NARA says the document bears no watermark, while Friedman says the original visibly bears a Fox “Dictation Onionskin” watermark. Several possibilities can be imagined — differing examination conditions, ambiguity over what NARA meant by “official government … watermark”, an error in one account, or confusion between identifying the paper grade and observing an actual manufacturer mark — but the accessible evidence does not justify selecting one of those explanations as established fact. Later secondary discussions reproduce the disagreement rather than resolve it. The strongest way to settle it would be mundane forensic documentation: transmitted-light photographs of the original sheet, showing any complete watermark and its orientation; measurements of the paper; comparison with securely dated Fox River samples; and a documented examination by a paper conservator or specialist independent of the original MJ-12 debate. The publicly accessible record examined here does not contain such a definitive modern test.
What the paper can — and cannot — establish
The onionskin evidence is more informative than either side’s simplest argument suggests. NARA established that the disputed object is an actual sheet of dictation onionskin and a ribbon copy, not merely a photographic image purporting to show one. The Fox River material adds another useful piece. Research notes attributed to the supporters document that “Dictation Onionskin” was a real Fox River paper mark available during the relevant period, with its watermark roll dating from January 1953. Period-compatible, however, is not equivalent to contemporaneous. Paper manufactured from the 1950s into the 1970s could potentially have been acquired and typed upon later. Nor does a paper company’s history establish who typed a particular sheet. Even evidence that the federal government bought the same grade would show access by a broad class of users, not provenance from Robert Cutler’s office.
Conversely, the paper evidence does not sustain the equally simple proposition that the memorandum must be forged because it lacks the standard Cutler eagle watermark. The defensible conclusion is therefore narrower. The onionskin sheet does not independently authenticate the Cutler–Twining memorandum, but neither does paper type alone provide a clean disproof. Its most striking alleged forensic feature — the Fox “Dictation Onionskin” watermark — remains caught between NARA’s published statement that no watermark was present and Friedman’s later claim that one can be seen on the original. Until that physical contradiction is resolved through documented examination of the archival sheet itself, the paper remains supporting or suspicious evidence depending on which observation is accepted, rather than a decisive test of the alleged MJ-12 document’s authenticity.
