The Truman signature on the disputed MJ-12 memorandum became one of the sharpest tests of the document because critics identified an apparently matching signature on an unquestionably real Truman letter. The questioned memorandum, dated 24 September 1947 and addressed to Secretary of Defense James Forrestal, purports to authorise “Operation Majestic Twelve”. Investigators later compared its presidential signature with one on an authentic 1 October 1947 Truman letter to scientist Vannevar Bush. That finding is powerful but requires an important qualification. The surviving MJ-12 material is photographic rather than the alleged original signed sheet. Even an examiner cited by prominent MJ-12 defender Stanton Friedman reportedly regarded the questioned signature as a reproduction. The comparison that raised the copying allegation
The critical comparison concerns two documents separated by only a week. The MJ-12 memorandum is dated 24 September 1947 and purports to be Truman’s instruction to Forrestal. The comparison document is an authentic Truman communication to Vannevar Bush dated 1 October 1947. Sceptical investigators Philip J. Klass, Joe Nickell and John F. The argument was not simply that Truman’s signatures looked similar. That would prove little: any person’s genuine signatures naturally share habitual letter forms. Nickell and Fischer reported that the two matched after allowance for enlargement and distortion introduced through repeated copying. More striking was the reported correspondence of incidental features. Klass said the two images reproduced accidental scratch or stray marks associated with the authentic signature. Accounts of the comparison particularly identify an unusual pen movement near the beginning of the “H” in Harry. Such an incidental feature matters because two independently written signatures can be broadly similar without reproducing the same accidental movement at the same position. Another detail concerned the capital “T” in Truman. In the authentic Bush letter, part of Truman’s signature reportedly overlapped the closing words of the typed complimentary ending. According to the sceptical reconstruction, somebody extracting the signature would therefore have needed to remove the unwanted surrounding material before inserting it into another document. There was also a scale discrepancy. Klass reported the signature on the MJ-12 image as roughly 3.6 per cent larger than its counterpart on the Bush letter. Rather than treating that difference as evidence against copying, he argued that successive photocopy generations could produce small enlargements. This distinction is crucial. The allegation was never that the signature had been laboriously imitated by hand. It was that a real Truman signature had been mechanically reused. If that happened, the signature could look entirely authentic at first glance precisely because its source was authentic.
What document examiners and defenders argued
The strongest sceptical interpretation treats the matching signature as evidence of document construction. Nickell and Fischer stated that the authentic and questioned signatures matched despite the latter’s copying distortion and argued that independently executed signatures do not duplicate one another in this fashion. Tytell’s reported examination pushed the argument towards a specific mechanism. Klass recounted that Tytell regarded the image as a classic transplanted signature and considered the altered-looking portion of the “T” particularly significant. The later work cited by MJ-12 defenders did not necessarily establish that the questioned image represented fresh ink on the disputed memorandum. Friedman reported that questioned-document examiner James A. That produced a more subtle defence than simply denying reproduction. Friedman argued that reproduction does not by itself establish forgery. An authentic Truman-Forrestal memorandum might have existed as an original signed document, he reasoned, while the image eventually leaked to researchers could derive from a reproduced government copy rather than that original. Friedman also disputed descriptions of the two signatures as simply “exact”. He maintained that measurements of their component parts did not yield uniform ratios and resisted treating visual resemblance alone as decisive evidence of transplantation. The difficulty for that defence is that the sceptical case depends on more than the generic fact of reproduction. A normal copy of an authentic Truman-Forrestal memorandum could certainly reproduce whatever signature had originally been on it. What needs explaining is why that signature image appears to correspond so closely to the signature on a different, authentic Truman document, including reportedly incidental features. If the correspondence is indeed the result of a common image source, ordinary photocopying of two separately signed originals cannot account for it. The defence instead requires some additional copying or signature-reuse process to have occurred within an otherwise authentic documentary history.
Friedman explicitly allowed that possibility. Why the missing original prevents a decisive test
This dispute is unusually dependent on provenance because researchers do not possess the alleged original Truman-Forrestal memorandum. The document reached the MJ-12 investigators as an image on the anonymously supplied 35 mm film associated with the original MJ-12 papers. A photographic image collapses several potentially different physical objects into one visible result. It cannot, by itself, establish whether Truman’s ink was actually placed on the alleged 24 September memorandum; whether a genuine signed memorandum was copied and the original subsequently lost; whether an authentic signature was mechanically inserted into a fabricated page; or how many photographic or photocopy generations intervened before the image reached the researchers.
An original could permit materially stronger tests. Examiners could ask whether the signature consisted of ink physically deposited on the same sheet as the typewriting; examine stroke edges and ink behaviour at microscopic level; determine whether corrections, paste-up boundaries or other physical alterations existed; study paper, watermark and typewriter impressions; and compare those findings with unquestionably authentic Truman White House material. With only a photograph of a photographically transmitted document, some of those distinctions are permanently blurred.
The institutional record compounds that evidential weakness. The US National Archives reports extensive searches of Air Force, Joint Chiefs of Staff and National Security Council holdings, while the Truman and Eisenhower presidential libraries also searched for references or copies of the MJ-12 documents. Those government findings do not constitute a forensic examination of an original Truman-Forrestal sheet — no such sheet was available — but they matter because the alternative explanation proposed by defenders requires an undocumented authentic original or official copying process for which no corresponding archival trail has emerged.
What the signature can and cannot establish
The signature dispute is strongest when framed narrowly. There is substantial published evidence that the Truman signature image on the MJ-12 memorandum was mechanically reproduced, and sceptical examiners argued that its source can be identified as Truman’s authentic 1 October 1947 signature to Vannevar Bush. Defenders nevertheless identify a genuine limitation in what can be inferred from reproduction alone. A photocopied signature is not automatically a forged signature: government files routinely contain copies rather than wet-ink originals. Friedman therefore argued that an authentic original could once have existed and that the surviving MJ-12 image might descend from a reproduced copy. The critical distinction is therefore between reproduction and source identification. If all that could be shown were that the MJ-12 signature was photographically reproduced, the authenticity question would remain substantially open. If, however, the image can reliably be demonstrated to derive from the particular signature on Truman’s later Bush letter — complete with its incidental marks and alterations associated with removing neighbouring material — the evidence becomes much harder to reconcile with an independently signed 24 September memorandum.
That is why the Truman signature remains such an important piece of the anonymous-film provenance mystery. It does not identify whoever prepared or mailed the 35 mm film, and it cannot reveal every stage through which the photographed document passed. But it supplies a testable relationship between the anonymous MJ-12 image and a known authentic document. On the surviving evidence, the copying allegation has substantial forensic support, while the principal defence depends on a possible but undocumented intermediate history in which an authentic memorandum existed and its signature was reproduced or appended for some legitimate purpose.
