Why the Truman Signature Was So Difficult to Defend
A signature resembling one on a genuine Truman letter forced Friedman to explain why a reproduced signature might appear on an authentic briefing copy.

Introduction
The Truman signature became Stanton Friedman’s hardest authentication problem because the strongest forensic evidence did not merely show that President Harry Truman’s signature looked suspicious. A professional questioned-document examiner retained by MJ-12 proponents, James A. Black, concluded that the signature on the alleged 24 September 1947 Truman-Forrestal memorandum was probably a reproduction rather than an original ink signature. Friedman accepted that finding. That distinction is crucial. It meant the anomaly could no longer be answered merely by showing that Truman sometimes signed his name similarly. Friedman had to explain why an authentic secret document would contain what looked like a mechanically transferred presidential signature — precisely the technique a document fabricator could also have used.
The signature match that alarmed critics
The disputed memorandum purportedly records Truman authorising Secretary of Defense James Forrestal to proceed with an undertaking thereafter called “Operation Majestic Twelve”. It was especially important because it supplied the alleged presidential authority behind MJ-12 and appeared as an attachment to the Eisenhower Briefing Document released publicly in 1987.[Center for Inquiry]cdn.centerforinquiry.orgCenter for Inquiry
The problem emerged through comparison with an unquestionably genuine Truman communication to Vannevar Bush dated 1 October 1947, only a week after the supposed Forrestal memorandum. Friedman himself had located the Bush document while researching Truman-era records. Critics argued that its Truman signature corresponded extraordinarily closely with the one on the MJ-12 memorandum. Philip J. Klass eventually treated the match as a “smoking gun”: in his interpretation, the genuine Bush signature had supplied a convenient donor image that could be reproduced on a fabricated memorandum.[Project Aquarius]projectaquarius.mufon.comProject Aquarius
This was more troublesome than an ordinary handwriting resemblance. Presidents sign thousands of documents, so broadly similar signatures prove little. What critics alleged was correspondence in individual features sufficiently close to suggest a single reproduced image. Klass particularly emphasised scratch-like details that he regarded as accidental characteristics carried from the genuine signature into the disputed one. His argument was straightforward: if two supposedly separate acts of signing preserve the same incidental marks, reproduction becomes more plausible than two independent signatures.[Center for Inquiry]cdn.centerforinquiry.orgCenter for Inquiry
William Moore, Friedman’s fellow MJ-12 researcher, disputed the claim that the signatures were literally identical. In a September 1989 response to Klass, Moore supplied measurements showing differences in the lengths and proportions of several strokes. He also argued that the supposedly incriminating mark around the “H” had analogues in other authentic Truman signatures. Significantly, however, Moore stopped short of claiming that these observations authenticated the memorandum: he explicitly said his point was only that calling the two signatures “identical” was erroneous.[Project Aquarius]projectaquarius.mufon.comProject Aquarius
That was an important limitation. Demonstrating differences between two reproduced images can defeat a simplistic claim of perfect one-to-one identity, but it does not establish that both came from independent acts of signing. Photographic enlargement, reduction, copying and generational degradation can change dimensions and line quality. The real authentication question therefore became not “are the images mathematically identical?” but “does the disputed image contain evidence that it was made by pen on this document, or evidence that it was reproduced?”
Friedman’s briefing-copy explanation
James Black’s examination forced Friedman to confront that second question directly. Black was not simply an enthusiast commenting on photographs. His professional background was in questioned-document examination, including handwriting, signatures, typewriters, photocopying, alterations, paper and ink, and he had qualified as an expert witness in state and federal proceedings.[The Document Expert]thedocumentexpert.comOpen source on thedocumentexpert.com.
Black actually helped Friedman’s side on one major technical issue. He disagreed with the claim, associated with examiner Peter Tytell, that the Truman-Forrestal memorandum had been typed with a machine unavailable in 1947. Black concluded that the visible typeface was consistent with an Underwood Standard, comparing it with an exemplar produced in May 1940. But Black’s finding about the signature cut in the opposite direction. Friedman did not deny this conclusion. Instead, he argued that reproduction did not necessarily mean fraudulent reproduction.
His proposed scenario depended on treating the material as a later briefing package, not necessarily the physical memorandum that Forrestal originally received in September 1947. Forrestal’s original, Friedman reasoned, could have carried Truman’s genuine signature. Other officials mentioned in the memorandum — Vannevar Bush and Director of Central Intelligence Roscoe Hillenkoetter — might have held copies, perhaps unsigned. When material was later assembled for the purported 1952 Eisenhower briefing, an intelligence office could have wanted a visually complete historical exhibit and added a reproduced Truman signature to a copy. That explanation was ingenious because it converted the damaging observation into a question about document function. A reproduced signature would be fatal if the surviving sheet claimed to be Truman’s signed original. It would not necessarily be fatal if the sheet were a retrospective reproduction prepared only to show a future president what an earlier directive had said.
Friedman also pointed to the peculiar construction of the memorandum as evidence that it might have passed through several stages of preparation. The numerical portion of its date appears offset and, in his interpretation, was typed on a different machine. There was also a genuine historical coincidence that Friedman considered significant. The Truman Library told him that Truman’s only recorded meeting with Vannevar Bush between May and the end of December 1947 occurred on 24 September 1947, the very date appearing on the disputed memorandum, and that Forrestal accompanied Bush. That coincidence strengthened Friedman’s broader argument that the document contained period details worth explaining. It did not, however, solve the signature problem. A historically appropriate date and an inexplicably reproduced signature are logically separate pieces of evidence. The former can make a fabrication seem less careless; it cannot establish that the reproduction was made inside government rather than by whoever created the disputed document.
What James Black added to the dispute
Black’s contribution made the case unusually difficult for Friedman because it split the forensic evidence in two directions. The same examiner whom Friedman could cite to rebut the alleged typewriter anachronism also supplied professional support for the proposition that the presidential signature was reproduced. - The authenticity question: neither an appropriate typewriter nor differences between two signature images establishes that the underlying Truman-Forrestal text is genuine. Conversely, identifying a reproduced signature establishes a serious anomaly but does not, by itself, identify who reproduced it or when.
The weakness in Friedman’s response was therefore evidential rather than merely technical. His briefing-copy scenario is possible, but the surviving material does not independently document the proposed chain: an original signed Truman memorandum, an unsigned distribution copy, and then a government-produced briefing reproduction onto which Truman’s signature was restored. Critics could offer a much shorter mechanism: obtain an authentic Truman signature, place its reproduction on a fabricated memorandum, then reproduce the whole page. Klass argued that the close Truman-Bush correspondence was evidence for just such a construction.[Center for Inquiry]cdn.centerforinquiry.orgCenter for Inquiry The difficulty for authentication is that Friedman’s explanation requires additional undocumented stages of legitimate government copying, whereas the forgery explanation treats the reproduced signature as part of the fabrication itself.
A related pro-authenticity attempt illustrates the same problem. Robert Wood later proposed that Truman’s known use of a multi-pen signing device might help explain very similar signatures, while acknowledging that the evidence for its relevant use in Washington was “murky”. Why this anomaly was harder than Friedman’s other rebuttals
Friedman was often at his most effective when an MJ-12 criticism took the form of an absolute historical claim that archival research could falsify. If someone said a particular security marking did not exist in the relevant era, finding period examples could weaken that objection. The Truman signature problem was structurally different. Black’s reproduction finding could not be answered by locating another government memorandum with a similar font or another Truman signature with a similar flourish. Once reproduction was conceded, the decisive question became provenance: who made the reproduction, from what source, for what administrative purpose, and at what stage?
No surviving chain of custody answers those questions. The Truman Library told Friedman in 1987 that it could not locate a copy of the purported 18 November 1952 briefing document and that its rules did not permit it to authenticate the submitted material or handwriting. Its records could confirm the remarkable Truman-Bush-Forrestal meeting on 24 September 1947, but not the disputed memorandum itself.[Project Aquarius]projectaquarius.mufon.comProject Aquarius
That is why the signature remained such a difficult point within Friedman’s defence of the core MJ-12 documents. His research produced legitimate reasons not to accept every early debunking claim at face value: Moore demonstrated that “identical” was too simple a description of the two surviving signature images; Black supported a 1940-era typewriter identification; and Truman’s appointment records supplied an intriguing match to the memorandum’s date.[Project Aquarius]projectaquarius.mufon.comProject Aquarius
Yet Black’s central signature finding survived those rebuttals. Friedman could explain how an authentic government briefing copy might conceivably acquire a reproduced Truman signature, but he could not independently demonstrate that this was what happened. The signature therefore moved the argument away from anomalies Friedman could attack with archival counterexamples and towards the fundamental weakness of the MJ-12 material: without an authenticated original or a documented government chain of custody, a feature compatible with legitimate copying can also be compatible with fabrication.
For that reason, the Truman signature was not simply one more disputed detail. It created an authentication problem in which Friedman’s defence depended on reconstructing an undocumented legitimate copying process to explain exactly the forensic feature that critics regarded as evidence of manufacture.
