Introduction

Stanton Friedman’s position on the alleged MJ-12 documents was much more selective than the label “MJ-12 believer” suggests. He defended three papers as the original core — the 1952 Eisenhower Briefing Document (EBD), the 1947 Truman–Forrestal memorandum (TFM) and the 1954 Cutler–Twining memorandum (CTM) — and later judged the separate SOM1-01 operations manual “very likely genuine”. That split verdict is important because Friedman did not treat apparent membership in the MJ-12 archive as evidence of authenticity. When later documents contained convincing signatures, official-looking formats or information compatible with the MJ-12 story, he still compared them against genuine archival records. The three papers Friedman kept at the core

Friedman explicitly distinguished what he called the “original documents” from later material. His core consisted of the Eisenhower Briefing Document, dated 18 November 1952; the Truman–Forrestal memorandum, dated 24 September 1947; and the Cutler–Twining memorandum, dated 14 July 1954. By 2004, after years of controversy, Friedman described those three as “almost certainly genuine”. That was his assessment, not an official authentication. The National Archives reached no such conclusion about Cutler–Twining and stresses that certifying a copy as a document in its custody does not authenticate either the document itself or its contents. Friedman nevertheless believed that details in the core documents survived challenges that should have exposed a careless modern forgery. He argued, for example, that subsequent archival research revealed information consistent with details in the EBD and CTM, including Nathan Twining’s travel to New Mexico beginning on 7 July 1947. He also cited period documents to challenge critics who argued that certain classification practices or document conventions made the papers impossible for their stated dates. The distinction matters. Friedman’s reasoning was document-specific: finding fraudulent later papers did not, in his view, logically establish that earlier papers from a different route were fraudulent. Why SOM1-01 and the Cooper papers became separate cases

Friedman also separated the core documents from two later streams. In 1994, Don Berliner received another anonymous roll of film containing the purported SOM1-01 Special Operations Manual, while Timothy Cooper accumulated numerous supposed MJ-12 records through mail, his post-office box and claimed sources. That separation produced a three-tier verdict rather than a simple authentic-or-fake judgement. SOM1-01 therefore occupied an intermediate position. It had appeared independently of Cooper and in a different physical form — photographed pages on 35 mm film — so Friedman did not allow his findings about Cooper’s papers to dispose of it automatically. That did not give the manual a verified government provenance: its film was anonymously mailed, and no authenticated government original established an official chain of custody. Friedman’s willingness to retain SOM1-01 while rejecting Cooper’s papers is especially revealing. His categories were not simply chronological — “early good, late bad” — because SOM1-01 was itself a late arrival. Nor was he accepting everything that reinforced his preferred interpretation of MJ-12. He regarded the evidential histories of the documents as separable and believed SOM1-01 survived scrutiny better than the Cooper material.

The Cooper papers failed a much harder test

One early warning involved a purported February 1948 memorandum from Admiral Roscoe Hillenkoetter to President Truman discussing large quantities of “MAJIC” material. Friedman thought its language sounded suspiciously like wartime correspondence about MAGIC, the Allied intelligence derived from intercepted Japanese communications. Another particularly strong example involved a supposed Marshall letter dated 27 September 1947. Friedman asked Larry Bland, an archivist and editor of the George C. Marshall papers, to examine it. Bland recognised it as a reworking of a genuine 1944 Marshall letter concerning the danger that political debate could expose US success in reading Japanese codes. The purported MJ-12 version retained much of the structure and wording but substituted material about “MAJIC” and New Mexico. That example was damaging precisely because the forged document could look historically persuasive in isolation. A creator working from a genuine period document automatically inherited plausible formatting, vocabulary and institutional style. Friedman realised that apparently authentic features could therefore be artefacts of the source document rather than independent evidence that the MJ-12 paper was genuine.

The Truman–Twining directive exposed the emulation method

The supposed 9 July 1947 presidential directive to General Nathan Twining provided an even clearer demonstration. Friedman compared it with a genuine Truman directive to General Albert Wedemeyer concerning Wedemeyer’s mission to China and Korea. The alleged MJ-12 document reproduced not only language and layout but handwritten elements from the genuine document. The substitutions also generated contextual mistakes. The real directive sensibly told Wedemeyer that after completing work in China he should go to Korea. Its supposed MJ-12 counterpart transformed this into an instruction to Twining that after finishing in New Mexico he should go to Sandia — although Sandia was itself in New Mexico. The problem propagated into additional Cooper papers. Friedman observed that passages derived from the suspect Wedemeyer emulation appeared again in a supposed MJ-12 annual report. That finding changes how internal consistency should be interpreted. Several documents repeating the same terminology, facts or phrasing may look mutually reinforcing, but if they descend from a common fabricated source, their agreement supplies no independent confirmation at all.

Archival checks produced external contradictions

Friedman did not rely only on textual resemblance. He tested some Cooper claims against records that could independently establish where the named officials actually were.

One Cooper document placed General Carl Spaatz with Twining in New Mexico on 7 July 1947. Friedman checked Spaatz’s flight log and desk calendar as well as a contemporary newspaper account. He likewise used Twining’s flight information to test the chronology embedded in other purported records. A supposed Twining report implied circumstances inconsistent with the documented duration of Twining’s July trip. These were stronger objections than complaints that a typeface, phrase or bureaucratic convention merely “looked wrong”. Friedman’s method at its best asked whether a claim could survive comparison with an independently recoverable historical record. The Spaatz example could be checked against several records; the emulation examples could be placed beside their genuine textual ancestors.

What Friedman’s split verdict says about authentication

Friedman’s treatment of the competing MJ-12 documents demonstrates a useful point even for readers who reject his positive judgement of the original trio. Authenticity cannot reliably be assigned to the alleged MJ-12 archive as a whole. Documents sharing the same extraordinary story can have different provenance, different physical histories and radically different evidential problems.

His Cooper investigation also shows why official-looking details deserve limited weight when provenance is weak. A forged document built from genuine historical material can possess the correct signature, period vocabulary, bureaucratic phrasing and even authentic handwritten annotations. There is an important limitation, however. Friedman’s successful exposure of Cooper material does not authenticate the documents he continued to defend. The same document-by-document principle cuts both ways. Showing that one alleged MJ-12 paper is an emulation establishes that paper’s weakness; showing that another lacks the same identifiable emulation does not establish government authorship. Friedman’s split verdict is therefore most significant as a case study in discriminating among competing claims, rather than as proof of MJ-12 itself. He was a committed defender of the original documents, yet his own research supplied some of the clearest arguments against later additions to the alleged archive. That makes his verdict a caution against a common shortcut in the MJ-12 debate. Neither “some are fake, therefore all are fake” nor “some look convincing, therefore the archive is authentic” follows from the evidence. Friedman’s own work on the Cooper papers showed how easily a collection can acquire impressive-looking documents that collapse once their wording, handwriting, chronology and claimed events are checked against independent historical records. The unresolved question surrounding the documents he continued to defend must therefore be judged on their own provenance and evidence — exactly the document-by-document standard that led him to reject so much of the material offered in MJ-12’s name.
