How Strong Was the Cutler Stationery Comparison?
The Library sample shows what was usual in Cutler's office, but a representative sample cannot by itself establish an exceptionless stationery rule.

Introduction
The Eisenhower Presidential Library’s Cutler comparison was strong enough to establish a meaningful baseline, but not strong enough to establish an exceptionless rule about Robert Cutler’s stationery. That distinction is central to the paper-and-letterhead dispute surrounding the alleged MJ-12 Cutler–Twining memorandum.
The National Archives and Records Administration (NARA) says the Library examined a “representative sample” of Cutler documents. In that sample, Cutler’s National Security Council (NSC) bond-paper documents carried an eagle watermark; onionskin carbon copies could have an eagle watermark or none; and most correspondence sent out by the NSC used White House letterhead. That makes the comparison genuinely probative. It does not, however, justify the stronger claim that Cutler never used unwatermarked paper, or that every conceivable memorandum to General Nathan Twining had to follow one stationery formula. The surviving archival description does not publish the sample size, selection method or item-by-item inventory. The safest conclusion is therefore statistical and comparative: the questioned memo departs from the documented normal pattern, but the sample alone cannot prove that such a departure was impossible.
What categories of Cutler material were compared
NARA’s current MJ-12 reference report is unusually useful because it does not collapse every sheet of paper into one category. It distinguishes among bond-paper documents, onionskin carbon copies, outgoing NSC correspondence and carbon copies from a period when Cutler was outside the NSC staff. According to NARA, the Eisenhower Library reported three relevant patterns. First, all Cutler documents in the sampled material that were created while he served on the NSC staff had an eagle watermark when they were on bond paper. Second, onionskin carbon copies were less uniform: they could have an eagle watermark or no watermark. Third, most documents sent out by the NSC were produced on White House letterhead. That wording is more careful than some retellings of the controversy. It does not say that every surviving Cutler sheet had an eagle watermark. On the contrary, the official account expressly acknowledges unwatermarked onionskin carbons. Nor does it say that every outgoing NSC document used White House letterhead: it says most did. There is also considerably more Cutler material at the Eisenhower Library than the phrase “representative sample” might suggest to a casual reader. The Library’s finding aid for Robert Cutler’s personal papers describes roughly 13 linear feet and approximately 16,000 pages, spanning 1895–1974. More directly relevant is the separate White House Office collection for the Special Assistant for National Security Affairs — covering Cutler, Dillon Anderson and Gordon Gray — which the Library describes as 49 feet of records. It contains NSC administrative, briefing-note, policy, subject and status-of-projects files, along with chronological, presidential, name and subject subseries. So the comparison did not arise in an archival vacuum. The Eisenhower Library possesses substantial bodies of material from the office and period against which an anomalous Cutler memorandum could be judged.
What “representative sample” actually establishes
A representative archival sample is best understood as evidence about normal practice, not a census proving universal practice.
If archivists inspect material spread across the relevant office records and repeatedly encounter the same combination of paper, watermark and letterhead practices, that pattern is useful authentication evidence. A questioned document that fits those patterns gains some contextual plausibility; one that does not deserves closer scrutiny. This is especially valuable with mid-century office records because paper type, copy status and stationery can reveal how a document was produced and where it sat in an administrative workflow.
The Cutler comparison therefore supports a fairly specific proposition: the surviving Cutler–Twining sheet is physically atypical relative to the Library’s sampled Cutler material and to the usual form of outgoing NSC correspondence. NARA reports that the sheet lacks official government letterhead and a watermark, while its conservator identified it as a ribbon copy on dictation onionskin. The word ribbon makes this more significant than a simple observation that an archival copy lacks fancy stationery. A ribbon copy is the sheet directly struck through the typewriter ribbon. A carbon copy, by contrast, could naturally survive on thin onionskin even if an outgoing original had been typed on another stock. That distinction also explains why evidence of genuine unwatermarked Cutler carbons does not completely neutralise the comparison. Such examples demonstrate that “no watermark equals forgery” is an invalid rule. They do not demonstrate that a directly typed, unletterheaded ribbon copy on dictation onionskin was normal for an outgoing Cutler memorandum of this kind.
At the same time, the public NARA account leaves important methodological questions unanswered. Those omissions prevent a numerical estimate such as “99 per cent of Cutler memoranda used this paper”. The evidence supports a pattern, not a measured frequency.
The archival record itself contains variation
The strongest reason not to turn the Library comparison into an absolute rule is that Cutler’s paperwork was demonstrably heterogeneous.

MJ-12 defender Stanton Friedman made precisely this issue part of his rebuttal. In a later article published in a collection of his writings, he said the Library had initially asserted that Cutler’s onionskin copies all carried the eagle watermark but corrected that position after he pointed to Cutler-file examples on onionskin with other or no watermarks. That is an advocate’s account rather than an independent archival report, so it should not simply replace NARA’s evidence. Contemporary pro-MJ-12 arguments went further, questioning whether the Eisenhower Library comparison contained enough closely analogous Cutler-to-Twining material. Material later assembled from MJ-12 researcher Bill Moore’s files also records searches through Eisenhower Library holdings in which onionskin carbons without watermarks were encountered, alongside a Cutler-to-Twining document carrying an eagle watermark and a White House stationery memorandum displaying a larger typeface. Because these are researcher notes hosted by the Mutual UFO Network rather than an official Library catalogue, they are weaker evidence than NARA’s own findings. Where claims of universal office practice go too far
Three increasingly strong claims are sometimes treated as though they were interchangeable, but the archival evidence supports them very differently.
“The questioned memo is unusual.” This is well supported. “Cutler could never have produced a genuine document in the questioned format.” The sample does not establish that. This is the main critique risk when using the Cutler sample in an authenticity argument. Moving from “we did not observe this form in a representative sample” to “this form was never used” changes an empirical observation into a universal proposition. Unless the archive has been exhaustively surveyed under defined criteria, that inference is too strong.
The converse error is equally important. Finding one authentic unwatermarked Cutler carbon does not make every unwatermarked Cutler-looking document normal. A meaningful comparison has to match document function, copy status, date, office and intended recipient, not simply ask whether some sheet somewhere in Cutler’s files lacked a watermark. How strong was the Cutler stationery comparison?
Taken on its proper terms, the Eisenhower Library sample is strong baseline evidence but weak proof of an absolute prohibition.
Its strength comes from the institutional setting and breadth of the comparison. Its limitation is methodological transparency. The published reference report does not supply the underlying sample list or sample size. Readers therefore cannot independently calculate how common each paper type was, determine precisely how the sample was stratified, or know how many closely analogous Cutler-to-senior-official memoranda were included. For the alleged MJ-12 documents, that leaves a narrower but firmer conclusion. The Cutler–Twining memo fails to match the ordinary stationery pattern documented by the Eisenhower Library sample, and its ribbon-copy status makes the mismatch more interesting than an ordinary unwatermarked file carbon would be. But the sample cannot, by itself, prove that no genuine exception could ever have existed.
That is why the Cutler sample works best as one component of a cumulative forensic assessment. Used carefully, it shows that the questioned memo is physically anomalous. Used as an exceptionless “Cutler always did X” rule, it asks more of the archival evidence than the published record can support.
