Introduction

The odd date style in the alleged MJ-12 Eisenhower Briefing Document is a legitimate reason to ask questions, but it is not, by itself, a reliable forgery test. The document repeatedly uses forms such as “18 November, 1952” and dates with leading zeroes such as “07 July, 1947”. Critics, notably Philip J. The difficulty is the jump from atypical to impossible. Genuine government records from the period show that dates were not rendered with perfect uniformity across agencies, offices and document types. The date-format objection

The disputed briefing document purports to have been prepared for President-elect Dwight D. Eisenhower on 18 November 1952, with former CIA director Rear Admiral Roscoe H. Hillenkoetter identified as the briefing officer. Klass’s objection was more specific than simply saying that the typography looked strange. American civilian correspondence commonly put the month first — “November 18, 1952” — while military-style dating put the day first and omitted the comma — “18 November 1952”. The MJ-12 construction “18 November, 1952” combines the day-month-year ordering of the latter with the comma associated with the former. He also objected to leading zeroes on one-digit days. The briefing includes forms such as “07 July, 1947”, “01 August, 1950” and “06 December, 1950”. Klass reported that his examination of military and CIA material from the 1950s through the 1970s showed the conventional documentary form without that zero, such as “1 August 1950”. That combination gives the objection genuine evidential weight. If a questioned document consistently differs from comparable authentic papers while resembling the habits of somebody connected with its modern provenance, an examiner should investigate the resemblance. But the strength of that inference depends on establishing how rigid the supposed historical convention really was.

Genuine papers were not perfectly uniform

This is where the simple date-format argument encounters trouble. Genuine government paperwork does demonstrate considerable variation, sometimes even among documents produced close together in time.

The CIA’s own declassified holdings contain several documents dated 18 November 1952, the very day claimed for the MJ-12 briefing. Examples include a memorandum to the Chief of Plans and Programs Staff, another memorandum to the Director of Central Intelligence and an Operational Security Course memorandum. So the criticism cannot simply be waved away. There really is a recognisable period pattern against which the MJ-12 form looks peculiar.

But “recognisable pattern” is not the same thing as “exceptionless rule”. Friedman argued that archival research at the Truman and Eisenhower presidential libraries turned up numerous date forms in classified and restricted-distribution records. His particularly useful example concerned three short memoranda from CIA Director Allen Dulles to White House staff secretary Andrew Goodpaster within roughly ten days in November 1956. Friedman reported the dates appearing respectively as “12 November 1956”, “November 20, 1956”, and a rubber-stamped “NOV 22 1956”. More importantly for the narrow MJ-12 dispute, Friedman claimed to have located examples involving both Hillenkoetter and another former Director of Central Intelligence, Walter Bedell Smith, using the disputed day-month-comma-year construction.[Medium]medium.comUPDATE ON OPERATION MAJESTIC 12 DOCUMENTS | by Richard Geldreich, Jr. | Physicist Stanton Friedman’s Articles | Medium… That is a direct challenge to the strongest version of the date argument. If authentic material associated with the relevant officials can contain the supposedly forbidden punctuation, then the proposition “no genuine paper could look like this” fails even if “this was not the normal format” remains true.

There is an important limitation. Friedman’s evidence is an advocate’s rebuttal rather than an official authentication of the MJ-12 papers, and critics have disputed whether some of his comparators are sufficiently similar in document type and institutional setting. A date format has to be compared like with like

That distinction is crucial in historical document examination. A date appearing in a formal memorandum, a rubber date stamp, a telegram, a filing annotation and a secretary’s typed covering note need not obey the same convention. Showing that an unusual form existed somewhere in government therefore does not automatically explain its appearance in a particular questioned document.

Conversely, demonstrating that most surviving documents of the relevant class follow one convention does not prove that every genuine document had to follow it. The leading-zero issue deserves the same treatment. “07 July, 1947” is more conspicuous than a misplaced comma because it combines two deviations: a two-digit day and the comma. The useful question is therefore not “Can I find this date style anywhere?” but:

How frequently does this style occur in authentic documents produced by the same institution, at roughly the same time, for the same administrative purpose, and preferably by the same office or official?

That formulation turns a superficial anomaly into a historical-comparative test.

Atypical is not the same as impossible

For an anomaly to become a strong falsification test, investigators need more than evidence that clerks usually did something differently. They need a chronological or institutional constraint strong enough to exclude the questioned feature.

Date punctuation rarely reaches that threshold because it is produced by people, typewriters, office habits and sometimes later stamps or annotations. Even within the federal government, surviving records exhibit different conventions. The State Department’s published historical record, for example, renders a genuine 1952 memorandum as “Washington, November 26, 1952”, while contemporary CIA memoranda commonly use day-month-year ordering such as “18 November 1952”.[Office of the Historian]history.state.govOffice of the Historian Historical DocumentsOffice of the Historian Historical Documents The contrast is a reminder that “government style” was not one universal typographical system.

This leads to three different conclusions that should not be confused.

First, the MJ-12 dating is unusual. The comma in “18 November, 1952” does not match the conventional military/CIA examples readily visible from the period, and the leading zeroes make the pattern more distinctive. Second, unusual formatting can contribute to a cumulative forgery case. If a questioned document contains numerous departures from the practices of its claimed author and office, and those departures align with practices associated with a possible modern source, their combined evidential value can exceed that of any single anomaly. Third, the date format alone does not establish fabrication. Friedman’s archival counterexamples attack the categorical proposition that authentic high-level government papers were invariably formatted one way. That last distinction is particularly important because the wider MJ-12 authenticity question does not depend on winning or losing this one argument. Official investigations and archival assessments have raised other, independently serious objections to alleged MJ-12 material. Weakening the date-format objection therefore does not reverse those broader findings. It simply prevents one comparatively soft anomaly from being promoted into a conclusive test that it cannot support.

What the odd date can actually tell us

The safest assessment is that “18 November, 1952” belongs in the category of probabilistic evidence. It asks whether the questioned briefing looks statistically and administratively like documents from its claimed environment. The more closely matched genuine comparators an investigator collects, the more informative the discrepancy becomes.

But a conclusive falsifier requires something different: a feature that could not have existed when the document supposedly originated, or could not have arisen through a plausible contemporary process. The date-format dispute has not established such a barrier. Authentic records confirm that “18 November 1952” was a normal CIA form in 1952, while the archival variation cited by Friedman makes it unsafe to elevate punctuation conventions into immutable rules.[CIA]cia.gov18 NOVEMBER 195218 November 1952. The result is deliberately narrower than either side of the MJ-12 controversy might prefer. The briefing document’s dates are anomalous enough to investigate and compare, particularly the repeated comma and leading zeroes. They are not, on the evidence available, an independent demonstration that the document must have been produced after 1952. In historical authentication, that is the essential dividing line: a convention tells investigators what they should expect; a genuine chronological impossibility tells them what could not have happened.
