Introduction
The Timothy Cooper cache is one of the clearest reasons to separate the later alleged MJ-12 papers from the small group of documents that first launched the controversy. Beginning in the early 1990s, Cooper, a UFO researcher in Big Bear Lake, California, received a succession of purportedly classified papers, usually as photocopies, through the post and his post-office box. What ultimately damaged the cache was not merely its uncertain provenance. Stanton Friedman, who defended the original MJ-12 documents, concluded that many Cooper papers were fabricated after locating genuine historical records from which their wording, layout and even handwritten annotations had apparently been copied. Other papers contained errors involving dates, movements of officials and basic technical terminology. How the Cooper papers arrived
The Cooper material did not emerge from an identifiable government archive. According to the account maintained by Robert and Ryan Wood’s Majestic Documents project, Cooper began receiving purported classified documents in his post-office box in 1992 from an unknown person calling himself “Cantwheel”. The resulting collection grew into a substantially different body of material from the original MJ-12 papers. Friedman later stressed that there appeared to be no demonstrable provenance connection between the original three documents, the separately mailed SOM1-01 manual and the “mass” of Cooper material. He described the Cooper papers as generally difficult-to-read Xerox copies delivered by post or left at Cooper’s post-office box. That limitation matters because a photocopy can reproduce the superficial features of an authentic document — signatures, stamps, handwriting, letterhead and ageing artefacts — without establishing when or by whom the underlying page was made. Larry Bland, editor of The George C. Marshall Papers, later recalled seeing several such photocopies sent to Friedman by an unknown source. He thought they had been competently constructed by somebody familiar with historical records: the maker appeared to know appropriate signatures, letterheads and stamps. This produces an important distinction when assessing the cache. Cooper’s possession of the papers does not by itself identify their creator, and evidence that individual papers were fabricated does not establish that Cooper personally fabricated them. Genuine records appear to have been copied and altered
The strongest evidence against the Cooper cache came from source documents hiding in plain sight. Researchers found authentic historical papers whose language and physical arrangement closely matched supposed MJ-12 documents, except that names, destinations and subject matter had been changed to produce an extraterrestrial storyline.
One early clue was a purported 17 February 1948 memorandum from Rear Admiral Roscoe Hillenkoetter to President Truman. Its references to large quantities of “product”, machines and special material struck Friedman as strangely reminiscent of wartime signals intelligence rather than UFO recovery. An even clearer example emerged after Friedman consulted Larry Bland at the George C. Marshall Foundation. Bland recognised a supposed 27 September 1947 Marshall document as a reworking of a genuine letter Marshall had sent Republican presidential candidate Thomas Dewey on 27 September 1944. The resemblance was not simply a matter of bureaucratic style. Bland told Friedman that the purported 1947 paper had lifted most of its language from the 1944 Marshall-Dewey letter. He also identified contextual mistakes: Marshall was unlikely to have addressed Carlisle Humelsine as “Carl”, and the supposed circumstances copied from Marshall’s clandestine approach to his political opponent Dewey made little sense when transferred to Humelsine, Marshall’s own executive secretary. This finding changed the nature of the authentication problem. A convincing signature or period-looking layout could no longer carry much weight when the same page could have been assembled from accessible historical material.
Friedman then found further models in General Albert C. Wedemeyer’s published Wedemeyer Reports. He said three genuine documents there corresponded to three purported MJ-12 papers. The most striking example was a purported 9 July 1947 presidential directive sending General Nathan Twining on an MJ-12-related mission. A genuine Truman directive of the same date concerned Wedemeyer’s mission to China. That is much harder to explain as coincidence than a shared typeface or standard government phrase. The underlying missions were radically different: Wedemeyer was conducting a broad political and military assessment of China, whereas the alleged Twining assignment concerned New Mexico and extraordinary technology. The copying also produced an unusually revealing geographical mistake. The genuine directive told Wedemeyer that after completing his mission in China he should make a brief trip to Korea — a logical onward journey to another country. The altered version instructed Twining, after completing his mission in New Mexico, to make a brief trip to Sandia. Sandia was already in New Mexico. Historical details created further contradictions
The Cooper papers also ran into problems when their claims were checked against independently documented movements and responsibilities of the people they named.
Friedman noted that the alleged Twining directive was dated 9 July 1947, although Twining’s documented New Mexico trip had begun on 7 July. Another alleged document had Twining reporting his findings after what its language implied was a much longer undertaking. Friedman compared it with genuine Wedemeyer material and pointed out that Twining’s flight log placed his New Mexico absence between 7 and 11 July — only a few days. Yet the purported paper reportedly reproduced the figure of 1,200 documents associated with the much larger Wedemeyer mission. There were contradictions that could be checked independently of the copied documents. One Cooper paper reportedly placed General Carl Spaatz with Twining in New Mexico on 7 July 1947. Some errors were more elementary. Friedman highlighted a Cooper document referring to “deuterium, light hydrogen”. Deuterium is the heavy isotope of hydrogen, not light hydrogen. Fabricated papers appear to have contaminated other papers
The significance of the copied source material goes beyond the individual documents caught in direct side-by-side comparisons. Friedman reported that some Cooper papers repeated passages from documents he had already identified as altered versions of genuine records. This is particularly important for a large cache. A collection can initially seem impressive because dozens of papers repeat the same programme names, officials, events and terminology. But internal agreement has little evidential value if later documents were constructed from earlier fabricated ones. Repetition can create the appearance of a government paper trail while actually revealing a common manufacturing process.
Friedman even reported finding handwriting in one fraudulent paper derived from material he himself had collected at the Marshall Archives. He had assembled 23 examples of presidential sign-offs and distributed copies to several people, including Cooper. The Marshall Foundation episode independently supports the broader copying diagnosis. Bland wrote that the maker seemed knowledgeable enough to acquire correct-looking signatures, stationery and markings, yet had made the decisive mistake of borrowing recognisable text from Marshall’s 1944 letter to Dewey. Why the cache was rejected even by an MJ-12 defender
The Cooper papers are unusually instructive because one of their strongest critics was not a blanket sceptic of MJ-12. Friedman continued to argue that the original Eisenhower Briefing Document, Truman–Forrestal memorandum and Cutler–Twining memorandum were genuine or probably genuine. His position instead hardened as comparison documents accumulated. By 2004, Friedman wrote that the copied wording, transplanted handwriting, historical contradictions and technical mistakes had established that “almost all” of the Cooper documents were phoney; his overall assessment described them as “emulations and fictional”. He specifically rejected the argument that a critic must identify the forger or prove a motive before judging a document fraudulent. That judgement was not unanimous. Robert and Ryan Wood’s Majestic Documents project continued to defend the Cooper source and argued that Cooper had little incentive to forge the material. Those arguments are relevant to Cooper’s personal role, but they do not resolve the strongest document-level evidence. Lack of an established motive cannot explain why a purported MJ-12 paper reproduces language from an identifiable earlier document, why handwritten components align with genuine historical exemplars, or why context inherited from the source produces nonsensical geography and chronology. What the Cooper cache changes about the wider MJ-12 case
The Cooper cache demonstrates why “the MJ-12 documents” should not be treated as a single evidential unit. These later papers have their own delivery history and their own authentication failures. At the same time, the cache offers a concrete lesson in how convincing pseudo-archival material can be manufactured. A fabricator need not invent an entire 1940s government document from scratch. Starting with a real period record automatically supplies plausible prose, bureaucratic rhythms, spacing, names and formatting. Reproducing authentic handwriting or signatures then strengthens the illusion. Photocopying the finished composition can obscure joins and make forensic examination harder. For that reason, the most damaging evidence against the Cooper cache is not simply that the papers arrived anonymously or contained occasional mistakes. It is the convergence of several independent warning signs: weak provenance, photocopy-only transmission, demonstrable borrowing from published historical records, reproduced handwritten elements, language carried into contexts where it no longer makes sense, conflicts with documented travel and chronology, and technical errors.
The evidence does not establish who manufactured every paper, nor does it justify attributing fabrication personally to Cooper without further proof. It does, however, provide unusually strong grounds for rejecting the cache as a reliable body of government records.
