Was the Cutler Twining Memo Really a Carbon Copy?

Introduction

The surviving Cutler–Twining memorandum presents a specific physical puzzle within the alleged MJ-12 documents: the National Archives and Records Administration (NARA) says its conservation specialist identified the sheet as a ribbon copy prepared on dictation onionskin, not as an ordinary carbon copy. If the disputed sheet were simply a carbon retained after an outgoing original had been typed on White House stationery, its plain, lightweight paper would be comparatively easy to explain. NARA’s ribbon-copy finding removes that straightforward explanation. The surviving sheet was apparently itself directly typed, yet it lacks official letterhead, while NARA reports that most National Security Council (NSC) documents sent out were prepared on White House letterhead. What ribbon typing means for the surviving sheet

A conventional carbon copy is produced differently. Carbon paper, coated with pigment, sits between sheets. The typewriter strikes the upper sheet, and pressure transfers pigment from the carbon paper to the sheet underneath. That mechanism explains why onionskin and carbon copying are so strongly associated. Onionskin is thin and strong enough to transmit the impact of typewriter keys through a multi-sheet assembly. But paper type and copy type are not the same thing. A sheet of onionskin can be used as a carbon duplicate, yet it can also be placed directly against the ribbon and typed as a ribbon copy. The latter is what NARA reported in the Cutler–Twining case. That is the crucial forensic point. The anomaly is not merely that the memo is on thin paper. It is that thin paper normally associated with office duplication was apparently used here as the directly typed sheet.

Why a carbon-copy explanation would reduce the anomaly

Consider the administrative scenario that would be easiest to reconcile with NARA’s other findings. A secretary types an outgoing memorandum to General Nathan Twining on official White House letterhead. Carbon paper and an onionskin sheet are placed underneath. The recipient receives the letterhead original; the office retains the thin carbon duplicate. Decades later, only that file carbon survives.

In such a scenario, the absence of printed letterhead on the surviving onionskin would have limited evidential force. The retained carbon need not necessarily reproduce stationery that was physically printed on the top sheet. Indeed, the Eisenhower Presidential Library’s comparison of Cutler material explicitly found onionskin carbon copies, including examples without a watermark. The ribbon-copy finding changes the logic. If the Cutler–Twining sheet received its characters directly from the ribbon, it cannot be explained merely as the lower carbon sheet from a normal letterhead original. It occupied the position of the directly typed document in the typing operation. This is also why the frequently encountered description of the document as “a carbon” is important rather than trivial. Stanton Friedman, a leading defender of the MJ-12 documents, described the original Cutler–Twining sheet as a carbon on Fox Paper “Dictation Onion Skin”. Those claims address one question — whether the paper itself could plausibly have existed in government use — but they do not resolve NARA’s different finding about how the particular sheet was typed. Establishing that government offices possessed dictation onionskin does not establish that a directly typed memorandum to the Air Force Chief of Staff would normally have been produced on it.

There is also reason to be cautious about identifying copy method from colour or appearance alone. A researcher who inspected the Cutler–Twining sheet at NARA in 2019 reported blue text but could not determine visually whether this represented carbon transfer or a blue ribbon. How direct typing sharpens the stationery problem

NARA placed three findings together: the Cutler–Twining memo lacks official government letterhead; it lacks the watermark pattern expected from the sampled Cutler bond originals; and its conservation specialist classified it as a ribbon copy on dictation onionskin. These facts have different evidential weights. The absence of a particular watermark is not decisive because NARA itself says Cutler’s onionskin carbon copies could have either an eagle watermark or no watermark. The stronger question is functional: why does a sheet identified as the directly typed copy look physically more like copy stock than the normal outgoing stationery?

There are possible innocent answers. A memorandum could have been prepared informally, as a working sheet, or outside the most common office routine. Government paperwork was never perfectly uniform, and NARA’s statement that “most” outgoing NSC documents used White House letterhead is explicitly not a claim that all did. A ribbon copy on onionskin is therefore an anomaly to explain, not an impossibility.

Yet treating the sheet as an ordinary file carbon does not answer that anomaly, because it conflicts with the conservation finding. The distinction can be summarised simply:

• If it were a carbon copy: plain onionskin would fit a familiar office-copy mechanism, and the outgoing original could have existed separately on White House letterhead.
• If it is a ribbon copy: the surviving onionskin was itself directly typed, so the missing letterhead belongs to the directly produced document rather than being an artefact of carbon duplication.

That combination, rather than onionskin alone, is the branch-specific forensic discrepancy.

The carbon-versus-ribbon dispute does not authenticate the memo by itself

The physical evidence should not be pushed further than it can support. A ribbon copy does not necessarily mean “the recipient’s original”, still less “authentic original”. Conversely, calling the Cutler–Twining memo a carbon cannot make the stationery discrepancy disappear unless there is persuasive evidence that the surviving sheet actually was produced by carbon transfer. NARA’s published account says otherwise. The later observation that its lettering appears blue is ambiguous: blue carbon transfer existed, but so did coloured typewriter media, and visual colour alone does not override a conservation examination. Friedman’s defence adds a useful qualification. It does not, however, establish the provenance of the words typed onto that sheet, nor does it explain why this directly typed document lacks the White House letterhead that NARA found on most outgoing NSC material.

The defensible forensic conclusion is therefore narrower than either side’s strongest rhetoric. NARA’s ribbon-copy finding does not prove that the Cutler–Twining memorandum was planted or forged. What it does is remove one of the easiest mundane explanations for its unusual stationery. A plain onionskin carbon retained from a letterhead original would fit a familiar mid-century filing practice. Why the distinction matters

The Cutler–Twining paper controversy is sometimes reduced to “wrong paper” versus “government used that paper too”. Neither formulation captures the actual issue. The evidential value lies in the interaction of three features: the sheet is onionskin, it lacks official letterhead, and NARA says it was directly ribbon typed.

Onionskin by itself is unremarkable. Missing letterhead on a carbon file copy would also be relatively unsurprising. That is why the ribbon-versus-carbon distinction deserves to be treated as a mechanism rather than a semantic dispute. It changes the hypothetical production history of the sheet. The carbon explanation supplies a missing letterhead original almost automatically; the ribbon finding does not. The result is not a stand-alone verdict on the alleged MJ-12 document, but a concrete physical discrepancy that an authenticity argument has to explain rather than simply label away.
