Can SOM's Anonymous Film Trail Prove Anything?

Introduction
SOM1-01’s provenance can be followed backwards only a short distance. In March 1994, aviation writer and UFO researcher Don Berliner received an anonymous package containing exposed, undeveloped 35 mm film. When processed, the film showed pages of a purported 1954 “Majestic-12 Group Special Operations Manual”. Investigators later linked the package’s postage meter to Quillin’s Drugs in La Crosse, Wisconsin. That distinction is why the provenance question remains unresolved. A traceable postal origin is not the same as a traceable documentary origin. What is known about the 1994 mailing
The strongest part of SOM1-01’s history begins on the receiving end. Accounts from both supporters and critics agree that Berliner received the material as anonymous 35 mm film rather than discovering a paper manual in government files. Robert and Ryan Wood, prominent defenders of SOM1-01, subsequently developed the Wisconsin trail further. Their account says that the package bore a 7 March 1994 La Crosse postmark and postage from Postalia meter number 2223773, which they traced to Quillin’s Drugs. The package was hand-addressed to Berliner. That is genuine provenance information, but only for the package. It shows that the film apparently passed through a mailing mechanism associated with the pharmacy; it does not show that Quillin’s Drugs created the film, owned the alleged manual or had any government connection. Nor does a postage meter identify the individual who placed the film in the package. Several very different scenarios — an employee mailing it, another person obtaining access to the meter, or someone connected with the premises sending it for another party — remain compatible with the basic postal evidence.
There are also inconsistencies in secondary retellings of exactly when Berliner received the material. The Wood account gives the postage-meter date as 7 March, while contemporary or near-contemporary sceptical accounts describe Berliner as receiving the film on 14 March. These dates need not conflict: one can describe dispatch and the other receipt. The photographic medium creates another tempting but limited clue. Wood has stated that the Tri-X film itself was manufactured in 1954 and has argued that this means the photographs could have been taken that early. But an old roll of film supplies, at most, an earliest-material clue; its manufacture date does not establish when it was exposed. Film manufactured decades earlier could in principle be used later. Where the chain of custody breaks
The decisive gap lies immediately behind the film. There is no publicly demonstrated chain running from Berliner to the photographer, from the photographer to an owner of the paper manual, and from that owner to an identifiable government office that supposedly issued or retained SOM1-01.
This matters because provenance asks a different question from whether a document looks appropriate to its claimed period. A convincingly reproduced 1950s typeface, plausible military terminology, a historically real building or period-correct photographic stock may strengthen an argument that an artefact is compatible with the era. None identifies the person who created it or establishes its custody before discovery.
The distinction is particularly sharp in SOM1-01 because the available object is photographic evidence of another object. The photographs can be inspected for what they depict, but investigators cannot directly test the purported 1954 manual’s paper, ink, printing process, binding, physical alterations or ageing. The 1999 joint statement made essentially the same problem its starting point. Its signatories — Jan Aldrich, Don Berliner, Thomas Deuley, Richard Hall and Mark Rodeghier — argued that anonymity meant there was no source whose reliability could be checked and no original document available for forensic examination. The claimed Wisconsin extension does not close the gap
The Woods have presented later testimony as taking the trail another step backwards. Their account names researcher James T. Westwood as someone who went to La Crosse and reportedly handled a paper copy of the manual associated with the investigation, describing it as old paper. That claim is intriguing precisely because, if independently documented and tied securely to the photographed object, it could have moved the case beyond film alone. As published, however, it remains testimonial rather than a documented chain of custody. The Wood account itself summarises the evidence as an investigator’s word that he handled the object. Nor does “old paper” solve the problem. Even if laboratory testing established that the substrate dated from the early 1950s, that would date a material rather than authenticate the writing printed upon it. Period paper can be used later. A much stronger result would require examination of the complete physical object alongside evidence of its custody and documentary context.
This is why the Wisconsin findings are best described as extending the mailing trail, not completing the manual’s provenance. They move the question from “where was the film posted?” towards “who around La Crosse might have had access to it?”, but they have not publicly produced an identified source who can account for the manual’s journey from an issuing government organisation to the camera.
The missing government trail is the larger problem
For a purportedly classified operational manual, the most persuasive provenance would not begin at a pharmacy in 1994. It would connect SOM1-01 to records generated or retained by the organisation that supposedly produced, distributed or used it.
No such connection has emerged from official archival research. In 1995 the US General Accounting Office, now the Government Accountability Office (GAO), reported on searches concerning the broader Majestic-12 material. The Information Security Oversight Office, Air Force and National Archives told GAO that their knowledge of the material was limited to submissions from non-governmental sources; GAO said there was no evidence that the material represented actual executive-branch documents. The National Archives likewise says it conducted extensive searches among Air Force and Joint Chiefs of Staff records for MJ-12 material, with the Truman and Eisenhower libraries also searching their holdings. That point should not be confused with the FBI’s conclusion about an earlier MJ-12 document. The FBI records concern a different purported Majestic-12 briefing that reached the Bureau in 1988; the Air Force investigation characterised that material as fabricated. It would therefore be an overreach to say that the FBI separately authenticated or disproved SOM1-01 itself. Why period-correct details cannot substitute for provenance
Supporters have accumulated several arguments intended to show that SOM1-01 contains details compatible with the 1950s. Among them are claims concerning its Monotype Modern typography, the “N.MEX.” abbreviation, the existence of Building 21 at Kirtland Air Force Base and the age of the film. A useful way to separate the issues is to ask what each kind of evidence could establish:
- Postal evidence can help establish where and when the 1994 package entered the mail.
- Film evidence might establish characteristics or manufacture of the photographic stock.
- Typography and formatting can test whether the photographed pages are compatible with printing practices of the claimed period.
- Historical cross-checking can determine whether names, buildings, abbreviations and procedures existed when the document says they did.
- Provenance evidence, by contrast, must explain who created or held the document and how it moved through identifiable custody before reaching the recipient.
A forger with good historical knowledge can reproduce correct details. Conversely, a genuine document can contain errors or unconventional formatting. That is why neither the accumulation of apparently correct details nor the identification of anomalies alone supplies the missing chain of custody. Provenance is valuable precisely because it provides evidence external to the disputed document.
The Woods themselves illustrated this distinction when discussing another claimed MJ-12-related item, the Vernon Bowen manuscript. Wood called its provenance “excellent” because he said originals had been returned from a Freedom of Information Act office at Fort Meade, their age could be examined and Bowen’s son could be contacted about authorship. What a credible provenance would require
Resolving SOM1-01’s provenance would therefore require evidence that bridges the missing decades rather than further refinement of the already-established 1994 mailing. The most valuable discovery would be the actual paper manual shown in the photographs, accompanied by evidence sufficient to demonstrate that it is the photographed object.
That would permit forensic examination of paper, ink, printing or typesetting characteristics, binding, stamps, wear and other physical features that cannot be tested adequately from photographic reproductions. Physical examination alone would still not be ideal. A strong provenance case would also need independent documentary links: for example, an accession or file reference, distribution register, contemporary correspondence mentioning the manual, a matching copy in a separately preserved government collection, or custody records connecting the artefact to an identifiable office and responsible officials. The crucial feature would be independence from the anonymously supplied SOM1-01 material itself.
An identified photographer or sender could also materially change the assessment, provided that the person supplied a verifiable account rather than another anonymous assertion. Investigators would need to establish how that individual obtained the manual, when and where it was photographed, who possessed it previously and whether those claims could be checked against surviving records or witnesses. A confession by a fabricator, supported by production materials or other corroboration, could of course resolve provenance in the opposite direction.
What would not be enough is simply discovering that another historically accurate feature appears in the photographed pages. Such findings may affect judgements about fabrication, but they cannot fill an undocumented custody interval of roughly four decades.
The narrow conclusion the evidence supports
The anonymous film trail proves more than “nothing”, but considerably less than authentication. It provides a reasonably specific entry point into public circulation: exposed 35 mm film reached Don Berliner in March 1994 through a package whose postage has been traced to Quillin’s Drugs in La Crosse. Beyond that point, the evidential chain fragments into testimony, inference and disputed clues. The publicly available record does not identify the photographer, establish the owner of the photographed manual, document its custody before 1994, locate a securely authenticated physical original, or connect SOM1-01 to a government records series. That does not, by provenance alone, demonstrate who made SOM1-01 or exactly when it was made. Until evidence bridges the gap between the anonymous Wisconsin mailing and an identifiable pre-1994 custodian — ideally an independently documented government source — SOM1-01 remains a photographed document of uncertain origin rather than an artefact with a verifiable official chain of custody.
