Introduction

The US General Accounting Office (GAO, now the Government Accountability Office) did not test the MJ-12 claim by assuming that every secret programme should have an easily discoverable file. Its 1994–95 review used a more practical test: ask the agencies responsible for classified executive-branch records what they knew about the alleged documents, search archives where corroborating records ought to appear, and investigate specific purported records that could be checked independently.

The result was narrower but more significant than a simple “we found nothing”. The Information Security Oversight Office, the Air Force and the National Archives reported no evidence that the circulated MJ-12 material originated as genuine executive-branch documents. Why the GAO examined the Majestic 12 documents

The MJ-12 question arose during Representative Steven H. Schiff’s effort to obtain a fuller accounting of government records concerning the 1947 Roswell incident. GAO’s principal Roswell investigation ran from March 1994 to June 1995. It examined classified as well as unclassified records and physically visited repositories holding material from the Air Force, Army, National Archives, CIA, FBI, National Security Agency and other bodies. MJ-12 required a somewhat different test from the Roswell crash itself. The question was not merely whether UFO-related records existed. Publicly circulated MJ-12 papers purported to be highly classified government documents describing a secret organisation and procedures connected with recovered unidentified craft. That distinction matters. A purported classified document can be tested against more than its dramatic contents. Investigators can ask whether the originating institution recognises it, whether its classification markings and administrative form make sense, whether corresponding copies or references survive elsewhere, and whether related presidential, military or security records contain the organisational traces that the document implies.

GAO’s approach consequently amounted to a form of institutional cross-checking. The Information Security Oversight Office was especially relevant because it oversaw executive-branch programmes for handling classified national-security information. The Air Force had obvious relevance to the alleged military programme, while the National Archives and presidential libraries held records from administrations in which MJ-12 supposedly operated. What the Air Force, archives and security officials reported

GAO’s central finding was carefully phrased: the agencies did not have evidence showing that the publicly circulated MJ-12 papers were documents actually created within the executive branch. The archival searches add weight to that finding because they did not depend upon a single agency’s denial. The National Archives says it searched records of the Air Force and Joint Chiefs of Staff, while the Truman and Eisenhower presidential libraries searched their holdings. National Security Council indexes were checked under terms including “MJ-12”, “majestic”, “unidentified flying objects”, “UFO”, “flying saucers”, “extraterrestrial biological entities” and “Aquarius”. That memorandum is important precisely because officials did not treat its mere presence in the National Archives as authentication. The Archives identified several anomalies. Other checks compared the memorandum with the administrative environment it supposedly came from. The National Security Council’s Freedom of Information office advised that one of its security markings was not in use there during the Eisenhower administration. A search of official NSC meeting minutes found neither an NSC meeting on 16 July 1954 nor references to MJ-12 or Majestic that month. There was also a provenance problem involving Robert Cutler, whose name appeared on the memorandum. Presidential records showed that Cutler was visiting military installations in Europe and North Africa from 3 to 15 July 1954, encompassing the memorandum’s purported date of 14 July. Before leaving, he had instructed two subordinates on handling NSC administrative business during his absence. Crucially, the National Archives itself draws a distinction that is easily lost in discussions of MJ-12: when it certifies a copy, it is certifying that the reproduction matches a document in its custody. It is not thereby authenticating the document’s authorship or the truth of what the document says. GAO encountered another apparently promising lead in material that members of the public had submitted to the Information Security Oversight Office during earlier Freedom of Information Act activity. A message dated 17 November 1980 appeared to originate with the Air Force Office of Special Investigations (AFOSI) and included the words “MJ Twelve”. AFOSI’s Investigative Operations Center replied in February 1995 that its file search had failed to locate an official record copy. More importantly, AFOSI said that it had previously investigated the message’s authenticity after an earlier Freedom of Information Act request and had concluded that it was a forgery. Why these findings differ from simple non-disclosure

The significance of the GAO findings is not that government investigators demonstrated that no conceivable secret organisation called MJ-12 could ever have existed. An archival search cannot prove a universal negative of that kind, particularly when some historical records have been lost or destroyed.

GAO itself was explicit about limitations in the broader Roswell review. Some records it wanted were missing, retention and disposal rules were not always clear, and for written responses supplied by several executive agencies GAO stated that it did not independently verify the information those agencies provided. But those limitations do not reduce the result to “the government refused to tell us”. The official record instead contains several distinct negative findings:

  • agencies responsible for classified records did not recognise the circulated MJ-12 material as authenticated executive-branch documents;
  • searches in presidential, National Security Council, military and archival holdings failed to produce the expected corroborating documentary trail;
  • the unusually important Cutler-Twining memorandum displayed administrative and historical anomalies rather than generating confirming records elsewhere;

This is evidentially different from a Glomar-style refusal in which an agency simply declines to confirm or deny whether classified records exist. Here, relevant institutions described searches, discussed particular documents, identified anomalies and reported what their holdings did or did not contain.

The breadth of GAO’s larger Roswell methodology reinforces that distinction. Investigators reviewed records at the National Archives and National Personnel Records Center; Air Force, Army and Navy offices; the NSA; CIA; FBI; Air Force historical repositories and other military collections. None of this makes archival absence infallible evidence. A genuinely compartmented programme might leave records outside ordinary collections, and destroyed records can never be searched. But secrecy becomes a progressively weaker explanation for a particular set of purported documents when the organisations positioned to recognise their format, classification history, administrative context and institutional references repeatedly fail to find an authenticating trail.

That is the most precise way to understand the 1995 GAO result. It did not establish that the US government had never kept secrets about unidentified objects. It tested a much narrower proposition: could the publicly circulated MJ-12 material be connected to authentic executive-branch records through the agencies and archives where such a connection ought to be detectable?
