Why September 1947 Made MJ 12 Look Plausible

Introduction

The alleged MJ-12 authorisation date, 24 September 1947, sits in an unusually convincing piece of historical scenery. James Forrestal had become the first Secretary of Defense only a week earlier; the National Security Act had just brought the new defence and intelligence structure into operation; the Central Intelligence Agency (CIA) was entering its statutory role; and the first formal meeting of the National Security Council (NSC) would take place two days later, on 26 September.[defense.gov]history.defense.govHistorical Office James V. That timing helps explain why the alleged MJ-12 papers can initially feel plausible. Their supposed secret committee appears not on an arbitrary date but precisely when Truman’s administration was reorganising the machinery through which exceptionally sensitive military and intelligence matters might be handled. Yet chronology is not authentication. Genuine records document the institutional upheaval around 24 September in considerable detail without documenting an MJ-12 organisation. The same historical setting that makes the alleged order look well placed also supplies records against which its claim can be tested.

Forrestal takes charge of the new defence structure

The reorganisation had been months in preparation. On 17 September, James V. Forrestal was sworn in as the country’s first Secretary of Defense. The Defense Department’s historical office notes that Truman actually brought the ceremony forward because of concern that Yugoslavia might move against the disputed city of Trieste, where American and British troops were stationed. The following day brought another burst of institutional change. A Defense Department history records that the National Security Act took complete effect on 18 September: Kenneth Royall became Secretary of the Army, John Sullivan became Secretary of the Navy and W. That makes the alleged 24 September directive’s addressee particularly well chosen. A memorandum addressed to Forrestal as Secretary of Defense could not plausibly have been dated much earlier: he had held that office for only seven days. The fit is impressive at the level of institutional vocabulary. But it is important not to reverse the logic. Forrestal’s genuine appointment and the genuine creation of the new defence establishment prove that 24 September was an administratively plausible date for a presidential national-security decision. They do not prove that this particular decision occurred.

The CIA enters its new statutory role

The intelligence side of the reorganisation makes the timing look still more carefully aligned. Before the National Security Act, Truman already had a central intelligence apparatus: the Central Intelligence Group and National Intelligence Authority had been created under presidential authority in 1946. Official chronologies differ slightly in describing the mechanics of the transition. The CIA marks 18 September 1947 as the date on which the agency officially came into existence, while a State Department documentary history describes the Central Intelligence Group becoming the CIA on 19 September and Rear Admiral Roscoe Hillenkoetter becoming the new agency’s first Director of Central Intelligence on 20 September. That detail gives one sentence in the alleged Truman memorandum particular significance. There is also a deeper reason the date works narratively. The CIA was not simply a renamed wartime spy service. The National Security Act charged it with coordinating intelligence activities and correlating, evaluating and disseminating intelligence affecting national security. For an alleged document describing an extraordinary secret programme reporting upwards towards the presidency, late September 1947 is therefore a much more convincing setting than an arbitrary date earlier in the summer. The bureaucratic architecture required by the story was visibly taking shape.

But the distinction between plausible architecture and documented programme remains decisive. The genuine 24 September meeting

The most striking coincidence occurs on the alleged authorisation date itself. Truman’s official appointment calendar records an 11:30 a.m. meeting on Wednesday, 24 September 1947, with Secretary of Defense James Forrestal and Dr Vannevar Bush. This is unusually relevant because those are exactly the three central figures required by the alleged foundation story. The calendar therefore establishes something narrow but important: the alleged document’s principals really could have spoken face to face that morning. Forrestal was newly installed in the defence post attributed to him by the memorandum, Bush was present, and Truman was available to make a presidential decision.

What the diary does not establish is the subject of their conversation. This is also where provenance becomes more important than chronological cleverness. A document created later can be made more persuasive by matching publicly recoverable dates, offices and meetings. Conversely, if an independently archived 1947 record had identified an MJ-12 decision arising from the Forrestal-Bush meeting, that would be qualitatively stronger evidence. The surviving official record presently supplies the first kind of match, not the second.

The National Security Council meets two days later

The final piece of the remarkable week came on 26 September 1947, when Truman presided over the first meeting of the National Security Council at the White House. This was not merely a ceremonial gathering. Seen purely as historical staging, the alleged order lands almost perfectly. It appears between the activation of the post-war security apparatus and its first major presidential council meeting. Several figures later named in the MJ-12 story occupied genuine positions within, or adjacent to, this emerging system.

Yet the genuine minutes of the 26 September meeting create an important control against overinterpreting that fit. They survive as an official NSC record, identify participants and decisions, and are traceable to National Archives records. Why the timing is persuasive but not proof

The strongest case for taking the 24 September date seriously is therefore also narrower than it first appears. The alleged documents successfully inhabit the real institutional landscape of September 1947. Forrestal had just acquired the correct title. The CIA was being established under the new statute. Bush and Forrestal genuinely met Truman on the stated date. The NSC genuinely assembled two days afterwards. But the historical record distinguishes contextual accuracy from documentary authenticity. Official archives contain abundant evidence for the surrounding reorganisation: appointments, organisational histories, presidential schedules, intelligence records and NSC minutes. That leaves September 1947 with a double significance. For supporters of the MJ-12 papers, it supplies an unusually dense set of real-world correspondences around the alleged authorisation. For sceptical analysis, those correspondences demonstrate only that the story is chronologically well fitted to a genuine bureaucratic transformation.

The distinction is essential. Had the alleged authorisation placed Forrestal in the Secretary of Defense role before 17 September, referred to a functioning NSC months before its creation, or put the CIA into an impossible institutional setting, the chronology could have helped falsify it immediately. Instead, the document passes that basic plausibility test. What it does not acquire from passing it is independent proof that Truman created Majestic-12.

In that sense, 24 September 1947 may be one of the strongest features of the alleged MJ-12 narrative without being evidence sufficient to authenticate it. The date lies exactly where a secret presidential national-security initiative could plausibly be imagined: after America’s new defence and intelligence machinery began operating, during a documented Truman-Forrestal-Bush encounter, and immediately before the first NSC meeting. The authenticated record confirms the extraordinary week. It does not confirm the extraordinary organisation allegedly created within it.
