What the three documents purported to be

The three papers occupied distinct positions in the alleged MJ-12 chronology. That is why Friedman could regard them as parts of one case without claiming that they had identical evidential value.

The Truman-Forrestal memorandum was the purported founding link. Dated 24 September 1947 and addressed to Secretary of Defense James Forrestal, it appeared as an attachment to the later Eisenhower briefing. In the MJ-12 narrative it supplied presidential authority for the organisation described by the briefing document. The Eisenhower Briefing Document was the narrative centre of the set. Dated 18 November 1952, it purported to be a preliminary briefing for President-elect Dwight Eisenhower. It described Majestic Twelve as a highly classified research and intelligence operation reporting directly to the President, identified twelve members and connected the group with alleged recoveries of unconventional craft and bodies. The Cutler-Twining memorandum was the purported later continuation. Dated 14 July 1954, it was addressed to General Nathan Twining and referred explicitly to an “NSC/MJ-12 Special Studies Project” briefing connected with a White House meeting on 16 July. Unlike the EBD and TFM, which came from anonymously supplied film, this sheet was found by William Moore and Jaime Shandera among Air Force records at the National Archives in 1985. Placed in chronological order, therefore, the documents supplied an unusually neat sequence: 1947 authorisation → 1952 presidential briefing → 1954 continuing activity. That sequence was the basic architecture of Friedman’s linked case.

Why Friedman evaluated them as a connected set

Friedman’s argument went beyond saying that three documents contained the same code name. He repeatedly searched archives for apparently obscure details in the papers and asked whether later discoveries fitted the documentary story. His preferred question was essentially: how much would a forger have needed to know? Some of his most important examples connected the documents through people and dates. The EBD listed General Nathan Twining as an MJ-12 member and stated that the detailed investigation of the alleged Roswell recovery began on 7 July 1947. Friedman later reported finding Twining’s newly declassified flight log showing that Twining travelled from Dayton to New Mexico on that date, with the journey also appearing in his pilot’s log. He made a similar argument about the TFM’s date. Friedman also thought apparently awkward details sometimes strengthened the linked case rather than weakened it. Robert Cutler, whose name appears on the CTM, was outside the United States on 14 July 1954. Critics regarded that as evidence of forgery. Friedman countered that the CTM was neither signed nor marked as signed on Cutler’s behalf. He subsequently found records showing that Cutler had instructed National Security Council executive secretary James Lay to keep work moving during his absence; Friedman also found evidence that Lay was dealing with Eisenhower that day. That reasoning was contested. The phrase “linked case” can easily create a misleading impression of three independent discoveries converging on the same conclusion. That is not what happened.

The TFM was physically part of the material accompanying the EBD, so those two were interconnected from the outset rather than independent corroboration. The EBD and its attachment came from film anonymously mailed to Jaime Shandera in 1984. That archival location was important to Friedman’s reasoning, but it also became one of the strongest sources of criticism. The National Archives conducted extensive searches of Air Force, Joint Chiefs of Staff and National Security Council holdings, as did the Truman and Eisenhower presidential libraries. The searches found no broader authenticated MJ-12 documentary trail. The Archives also recorded anomalies in the CTM’s filing circumstances. The document lacked the Top Secret register number expected for the series in which it appeared; there were no other “NSC/MJ-12” documents in its folder; and searches of related government records did not produce corroborating documentation. Friedman’s three-document case therefore contained two different kinds of linkage. The EBD and TFM were directly linked as document and attachment. The CTM was linked principally by its terminology, personnel and claimed institutional continuity, while having a separate discovery history. Calling all three “mutually corroborating” without that distinction makes his argument stronger than its actual evidential structure warrants.

Why later MJ-12 papers did not automatically join the case

Friedman’s treatment of later alleged documents clarifies what he thought a cumulative case required. He did not reason that once MJ-12 had become plausible, every document mentioning it should receive the benefit of the doubt. One case especially demonstrates his method. Friedman became suspicious of a purported MJ-12 document because its discussion of large quantities of intelligence “product” sounded like Second World War correspondence concerning MAGIC, the Allied exploitation of Japanese encrypted communications. He then located the genuine historical source and concluded that the alleged MJ-12 paper was derived from it. That rejection of later material is directly relevant to the original three. Friedman was effectively applying a bounded dataset: EBD, TFM and CTM had to survive scrutiny on their own characteristics, rather than gaining authenticity simply because an ever-growing “MJ-12 archive” existed. Conversely, fraudulent later documents could not logically prove that the earlier three were fraudulent unless a demonstrable connection to the same fabrication process could be established.

The distinction also exposes a limitation. Rejecting poor forgeries demonstrates discrimination, but it does not authenticate the documents that remain. A researcher can correctly identify several false documents while still being mistaken about a more sophisticated forgery.

What a cumulative case can and cannot prove

Friedman’s linked-case approach had a legitimate evidential insight at its core: documents should not always be examined in isolation. If independently sourced records genuinely converge on the same obscure people, dates, procedures and events, their combined evidential value can exceed that of any one record. His archival work also showed that some early objections were too categorical. But cumulative reasoning becomes much weaker when the items are not genuinely independent. The TFM’s presence inside the EBD means agreement between them cannot be treated like agreement between records discovered in unrelated archives. There is also a difference between historical compatibility and documentary authentication. Twining really travelling to New Mexico on a date mentioned in the EBD is more interesting than a contradiction showing him elsewhere. Cutler really being absent while leaving work to Lay makes Friedman’s substitute-author explanation possible. Period examples of supposedly anomalous administrative practices can defeat claims that a feature was impossible. That gap is especially important because Friedman’s defence sometimes turned anomalies into “how would a hoaxer know?” arguments. Such coincidences can increase the apparent sophistication of a document, but their force depends on demonstrating that the information was genuinely inaccessible to a prospective fabricator. That explains why he defended them together. It does not eliminate the decisive weakness that remains common to the set: no independently established government provenance has authenticated the alleged MJ-12 programme or securely demonstrated that these three papers originated within it.
